ABOUT THIS POSITION

The City of Phoenix seeks a dynamic, analytical, and results-oriented professional to fill the position of Deputy Human Services Director. The Human Services Department has an annual budget of approximately $62 million and employs over 300 employees. The department is the social service system for the city providing services to residents in need including children, families and seniors.

The current Deputy Director vacancy will managethe Family Advocacy Center which provides a variety of services for victims of interpersonal crimes such as domestic violence, sexual abuse and homelessness. Services include after-hour victim assistance, crisis intervention, investigative services, financial assistance, legal advocacy referrals, medical examinations, safety planning, and emotional and counseling support. This position also manages the Homeless Program Unit (HPU) including critical oversight of homeless contracts totaling over $2 million. Additionally, responsibilities include the coordination of services provided at the Watkins Emergency Shelter. Watkins provides emergency housing for 20 families and 120 single women on a daily basis.

The Deputy Director works collaboratively with community and social workers, police and prosecutor staff, victim advocates, medical providers, and other City staff in the delivery of services and the development of programs, policies, and activities. The position is also responsible for setting goals and priorities; overseeing client services; developing and implementing public education and awareness campaigns; serving as media spokesperson and speaking to groups; developing fundraising strategies and public-private partnerships; and promoting the center mission through local, state and national advocacy.

This position provides direct supervision and serves as a facilitator and liaison to all agencies and staff housed at the center. The position reports to the Human Services Director.

RECRUITMENT DATES

SALARY

$75,504 - $120,786 annually. Appointment can be made above the minimum depending upon qualifications.

JOB REQUIREMENTS

  • Five years of experience in public administration or social services in a medium to large organization, including three years in an administrative position with supervisory responsibility;
  • A bachelor’s degree in public administration, education, social work, or a related field.
  • Other combinations of experience and education that meet the minimum qualifications may be substituted.

PREFERRED QUALIFICATIONS

  • Master's degree in social work, sociology, public administration, or a related field;
  • Experience working with individuals and families experiencing homelessness;
  • Experience working with victims of domestic violence, sexual assault, homicide, criminal vehicular fatalities, elder abuse or other interpersonal crimes;
  • Experience working with judicial system, law enforcement and/or criminal justice agencies;
  • Experience working with governmental and non-profit agencies;
  • Experience in major community collaboration;
  • Experience in managing physical plant operations;
  • Experience developing and implementing social services or related programs;
  • Budget planning, forecasting and management experience;
  • Experience overseeing technical projects and support;
  • Grants management expertise;
  • Experience with internal and external audit processes.
