  1. Position Purpose

»Provide support for the effective project management of Council’s extensive property acquisition and disposal program.

»To take the lead as the primary conduit and key co-ordinator between key divisions inclusive of Planning, Transport, Engineering and Property Services on all Property projects.

»Prepare, and oversee Property Project Plans and ensure milestones are benchmarked and met.

»Provision of professional advice, support and assistance to the Manager – Procurement and Property on all aspects of property projects.

  1. Key Responsibility Areas

»In conjunction with the Team Leader – Property Services, and the Project Manager - Land Acquisitions lead and assist in driving the Land Acquisitions and Disposal Program from inception to execution ensuring that all Council departments adhere to all aspects of this program.

»Project Management, including monitoring and reporting on the Council’s property acquisition and disposal program inclusive of requirements relevant to the Capital Works Program and Development Contribution Program to ensure all are aligned across each Council department.

»Liaise and negotiate with Council’s external professional advisors including solicitors, surveyors and valuers where required.

»Provide advice, support and assistance to the Manager – Procurement and Propertyin a proactive and timely manner that will ensure transparency on every aspect of the Property program.

»Identify opportunities to use technology that improves the effectiveness of the team.

»Anticipate potential problems and pre-empt required actions to identify risks and overcome obstacles.

»Before planning new projects identify tasks, resources, constraints, issues and risks.

»Actively advocate for and seek out opportunities to achieve shared outcomes.

  1. Accountability and Extent of Authority

»The position is essentially an autonomous role within the Procurement and Property Department with key communicative links to major divisional departments and key project sponsors. The role will largely focus on support in driving the Land Acquisition and Disposal Program complimenting the work and in conjunction with the roles of the Team Leader – Property Services and the Project Manager – Land Acquisitions. It is a “united front” as collaborative approach to key property project management.

»Accountable to achieve and maintain a high level of customer satisfaction measured by internal surveys.

»Freedom to act is governed by policies, objectives and budgets with a regular reporting mechanism to the ManagerProcurement and Property to ensure achievement of goals and objectives.

»Authorised to negotiate the terms and conditions of property transactions within agreed delegations, or develop draft terms and conditions for Manager – Procurement and Property to review.

»Decisions and actions taken may have a significant effect on the projects being managed and on the public perception of the organisation. Decisions and actions resulting from Council resolutions will have to be referred to the Manager – Procurement and Property for approval.

»The position has the authority to develop procedures relating to Council’s property transactions for the final approval of the Manager – Procurement and Property.

»Has input into policy development within area of expertise and/or management.

»Freedom to act is subject to professional and regulatory review. Impact of decisions or advice may have a substantial impact on clients.

  1. Qualifications and Experience

»Completion of tertiary education (degree qualified) plus:

  • 5 years relevant work experience in Project Management
  • 5 years relevant work experience in Property and/or Development
  • Strategic or Town Planning background highly desired

»Experience in property transactions in either the Property, Development or Government sector.

  1. Conditions of Employment

»Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

»Hours - The position is full-time

»Tenure – This is a limited tenure (18 month) role until 31st March 2019. The position is not permanent and there is no guarantee of ongoing employment.

»Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator prior to commencement.

»Criminal Records Check - This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires as per Council Policy.

»Transport – Employees must use its own vehicle for work-related travel. If employees use privately-owned vehicles for work-related travel Council recommends the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

»Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

»Multiskilling - Employees may be directed to carry out any duties consistent with theirskills, competence and training provided the duties do not result in de-skilling them.

»Risk Management – Employees must comply with risk management policy and procedures.
