1. Situation. The Tulane NROTC Midshipman Battalion will organize and conduct the proper execution of the 41st Annual Mardi Gras Drill Meet on 08 February 2013. The Mardi Gras Drill Meet is an opportunity for midshipmen and cadets from around the country to compete in a series of close order drill competitions.
2. Mission. On 08 February 2013, the Tulane NROTC Midshipman Battalion will conduct a safe and efficient drill meet at Tulane University in order to allow the Midshipman Battalion of Tulane NROTC to hone their leadership skills while providing a rewarding experience for midshipmen and cadets from around the country.
3. Execution.
a. Commander’s Intent. To execute a safe and effective drill meet while providing Tulane NROTC Midshipmen with a leadership opportunity with special attention to presenting an enjoyable experience for visiting midshipmen and cadets.
b. Scheme of Maneuver
This is a four (4) phase evolution.
Phase I: Judge’s and OIC’s Brief
Phase II: Check-in
Phase III: Execute Drill Meet
Phase IV: Awards Ceremony
Phase I: Judge’s and OIC’s Brief. Phase I will begin at 0500, 08 February 2013 with the beginning of the Judge’s and Commander’s Brief. The OIC and AMOI will brief the judges and commanders on the events and procedures for the drill meet and answer any questions. The brief will be held on the Tulane NROTC drill deck. The judges and commanders will be dismissed when the OIC and AMOI have answered all questions and presented all appropriate information and Phase I will end.

Phase II : Check-in. Phase II will begin with each team checking in no earlier than one hour and thirty minutes but no later than one hour prior to their scheduled start time as per the time matrix (to be released at a later date) on 08 February 2013. Check-in will take place at the Navy Building (see encl.4) with the Mardi Gras Drill Meet Administration OIC. After Check-in, each team will be assigned a Tulane midshipman to act as a campus guide. This guide will provide information on changing rooms, locations of events, and will serve as the team’s point of contact for that day. Phase II will end for each team after they have checked-in with the Mardi Gras Drill meet Administration OIC and received their campus guide.
Phase III: Execute Drill Meet. Phase III will begin when the drill meet begins at 0700. Events will take place at the Newcomb Quad, LBCQuad and Brown Quad (see encl. 4 & 5) . Concession sales will begin at 0600 outside of the Newcomb Place (see Encl 4). When teams have completed all of their events their guide will be reassigned to another team. Phase III will end with the start of the awards ceremony taking place at Brown Quad (see encl. 4) at 1500.
Phase IV: Awards Ceremony. Phase IV will begin at 1500 at Brown Quad. If a team wishes to participate in the awards ceremony, they must be in uniform. Schools are responsible for finding their way to the awards ceremony on time. Awards will be presented for first, second, and third place in all events. The last awards presented will be first, second, and third place for the overall winner of the 41st Annual Mardi Gras Drill Meet. Phase IV will end once all awards are presented and teams have been dismissed.
4. Coordinating Instructions
a. Uniform of the Day
1) The uniform of the day for all competing drill teams is the appropriate service dress uniform as prescribed by their respective service branch. Uniform changes are allowed for the exhibition and color guard competition.
2) Teams will not be permitted to participate in the awards ceremony unless they are in uniform.
b. Changing Rooms
1) Changing rooms will be provided only to teams participating in Personnel Inspection.

5. Administration and Logistics.
a. Check-in.
1) Check-in will be held at the Tulane NROTC Navy Building (see encl. 4) .
2) Each school will report no earlier than one hour and thirty minutes but no later than one hour prior to their scheduled start time as per the time matrix (to be released at a later date) .
3) Teams with intent to use bayonets that have not yet submitted their indemnity forms by 08 FEB 13 will be expected to submit them when they check-in. Teams who have not submitted their indemnity forms prior to their start time in the competition will not be permitted to compete.
b. Chow. Concession sales will begin at 0600 outside on Newcomb Place (see encl 4). Breakfast snacks items, coffee, tea, water, and King Cake will be on sale during the morning hours. Beginning at 1030, concessions will switch over to afternoon chow and will sell hamburgers and hot-dogs (with the option of a combination meal plan to include an entrée), side items, soft drinks and water at a reasonable price.
c. T-shirts. T-shirts (see encl. 3) are available for pre-order on the entry form (see encl. 2) for only $13.50. They will be available at the concessions stand on the day of the event for $20. It is recommended that schools pre-order their t-shirts as there will only be a limited number available on the day of the competition.
d. Tulane Unit Coin: Tulane Naval ROTC unit coins (see encl. 7) are available for pre-order on the entry form (see encl. 2) for only $10. They will be available at the concessions stand on the day of the event for $15. It is recommended that schools pre-order their coins as there will only be a limited number available on the day of the competition.
e. Inclement Weather. In the event that the weather does not permit usage of outdoor facilities the competition will resume inside of the Reily Student Recreation Center.
f. Casualties.
1) There will be a corpsman and Tulane Emergency Medical Services (TEMS) on standby.
2) Perform Check, Call, Care (CCC) and report any casualties to the AOIC, the OIC, the Assistant Marine Officer Instructor, the Marine Officer Instructor, and the Unit Staff.
3) The corpsman will assist with any casualties. In the event of a casualty, self-aid is practiced first, followed by buddy-aid with the corpsman, followed by TEMS if required.
4) In case of extreme emergency TEMS will be called by the OIC by cell phone at (504) 865-5200.

Ladies and Gentlemen,
Thank you for your interest in the 2013 Mardi Gras Drill Meet. I am LaMicha Jackson, the MIDN Officer in Charge for this year’s drill meet and your point of contact for any concern regarding the meet. This document serves as an invitation to the Forty-first Annual Mardi Gras Drill Meet, held on Friday, 08 February 2013.
The meet offers a great opportunity for drill teams to compete with the best around the nation. It also serves as a networking tool for hundreds of present and future military leaders. Though the drill meet is only one day, I recommend staying the weekend and partaking in the countless seasonal events New Orleans offers in a brilliant mosaic of food, culture and music. Information regarding these events will be available to you at a date closer to that of the drill meet.
There are many hotels located in and around the New Orleans area that can satisfy your berthing needs. Plan ahead and book early, as these spaces quickly fill up and increase in price, especially now that New Orleans will be hosting the Super Bowl. If your team wishes to compete but is unable to afford a hotel in the area, we can work with your team on a case-by-case basis.
Information regarding the drill meet, including drill cards, field layouts, and campus maps are found in the SOP on the Tulane NROTC website, www.tulanenrotc.com under “Battalion Events”.
