MEMORANDUM FOR Participating Raider Teams
SUBJECT: 3rd Brigade JROTC Raider Competition
1. Junction City Army JROTC will host the fifth annual Blackhawk Brigade Raider Competition on 13 October 2012. The competition will be held at Fort Riley Kansas on Camp Funston. THERE IS NO ENTRANCE FEE FOR THIS COMPETITON.
2. OBJECTIVES:
a. To provide regional Raider Teams the opportunity to compete in a comprehensive Raider Challenge competition.
b. To promote esprit de corps, teamwork and self-confidence among JROTC cadets.
c. To serve as a recruiting and retention vehicle for JROTC.
3 EXECUTION
a. The Raider Competition is designed to be a comprehensive evaluation of a Raider Teams’ physical prowess and technical competency in specific field tasks. Raider Teams will consist of nine cadets. 8 cadets must compete in all events. The competition is designed to be physically and mentally taxing. The competition will begin at 0600 on 13 October with the Army Physical Fitness Test (APFT). The APFT will be taken in ACU bottoms, tan or unit t-shirt and PT Shoes.
b. After the APFT, cadets will move into the barracks and get dressed in ACUs, and proceed to the Aviation Brigade Dining Facility (DFAC) for chow. Units have the responsibility to pay in the DFAC for their meals. Meals can be paid by check or cash. After breakfast, cadets will move out to the field training site where the following events will be held.

2) Land Navigation (annex K)
3) Raider Gauntlet (annex J)
4) Rope Bridging (annex G)
5) 10k Road March (annex I)
6) Raider Challenge (annex L)
7) Ultimate Raider (annex M)

4. ELIGIBILITY
a. Any JROTC Program is eligible to participate. Teams may be composed of any mix of gender of cadets. All teams must compete in the ACU uniform with canteens or Camel Backs . To be eligible to enter the competition, cadets must be;

5. PRE COMPETITION MILESTONES
a. JROTC units desiring to participate in the competition must
(1) Registration form to Junction City Army JRO
C by 30 September 2012. Forms can be emailed to .
(3) Coordinate for overnight arrangements if needed thru MAJ Chuck Wright at (785) 717 4288. Housing will be in military billets with beds.
6. BILLETING AND MEALS
a. Billeting on Fort Riley is military billets with military bunks. Females will be billeted in a separate bay within the billets area. Linen or sleeping bags must be brought from home station. Showers facilities are available.
b. Supper on the 12th and breakfast on the 13th will be class A in the 1st Aviation Brigade DFAC . Lunch on the 13th is class C (MRE). Units must pay by either cash or school check in the DFAC. Cost is $1.90 for breakfast, $3.85 for supper. MRE lunch is provided at no cost
7. CEREMONIES AND AWARDS:
a. Formations: The competition will start with a commander’s meeting and safety brief at 0530 in the billets area. After the commander’s meeting is concluded (approx. 0550), the cadets will be broken down by school to begin the APFT. The next formation will be the awards ceremony to be completed once the last team has completed all the events. (approx. 1500)
b. Awards:
(1) Raider competition trophies/plaques will be awarded to 1st, 2nd, and 3rd place teams in each event, and 1st, 2nd and 3rd place for the overall competition.
9. SAFETY:
a. Responsibility: Commanders/Instructors at every echelon are responsible for conducting a continuous, rigorous safety program ensuring that adequate provisions for safe practices and that safety standards are incorporated into all aspects of training.
b. Safety Requirements:
(1) Risk Management Program methodology will be incorporated into all training and competitions. Risk assessments will be filled out for each event and be present at each training site for review.
(2) Applicable training safety publications will be available and adhered to during training and competitions.
(3) All accidents or injuries will be reported to the OIC immediately. The OIC will make a determination if an SIR is warranted.
(4) Medical support and medical evacuation plan will be available during the competition.

ANNEX D to 3rd Brigade Raider Challenge
COMPETITION RULES
A. Participation: Registration/Sign in will occur NLT 30 minutes prior to opening briefing. Teams may consist of 9 males, females or mixed. Team captain will provide a team roster to the meet cadet OIC at sign in. Each team must participate in all events to be competitive for the overall meet trophies. Substitution of the ninth cadet may occur at the discretion of the team commander or coach. Cadets not on the initial team roster will not be substituted unless the substitution is approved by the meet OIC. Substitutions may occur only in case of injury.
B. Coaching of teams is strongly encouraged prior to each event. However, team coaches are asked not to coach or otherwise intervene at a competition site while their team is competing. Coaches are not authorized on the evaluation lanes. This can be distracting to other teams on the lane and to the evaluators.
C. There are no separate "divisions". All schools will compete against each other on an equal basis. Each school may enter as many teams as they desire.
D. Equipment: Units must use the equipment provided at each evaluation station with the exception of the rope bridging station. Teams must carry all equipment with them through each event.
E. Safety. Safety briefing will be given at Opening Ceremony.
GRADING
All events count equally for the overall score. The raw scores from each event will be rank ordered by the competition admin team. Each first place event will be worth 1 points, 2nd place 2 points, etc. Overall score will be the total of these points (less is better). Scores for each event will be computed in the admin cell, not at the event site. In the event of a tie, the 10km road march time will be used as a tiebreaker.
ANNEX E (One ROPE BRIDGE) to 3rd briagde raider challenge loi
One -Rope Bridge
1. References: TC90-6-1, pgs 6-34 to 6-38, method 1
2. Execution: Upon arrival at the site, the team will enter the holding area, with their equipment, and wait for further instruction from site cadre. Cadre will brief Task, Conditions and Standards while in the holding area. Six team members will construct Swiss Seats, near and far side safeties will construct Aussie Seats and prepare equipment for crossing. Teams will be inspected for correctly tied Swiss Seats and moved to the crossing site. On the command “GO”, teams will rig a one rope bridge and cross the obstacle and move to the holding area where all equipment will be accounted for and turned in prior to being released back to school cadre.
3. Conditions:
a. Under existing weather conditions, (see Note below), each Raider team will cross a (approx) 75 foot obstacle on a one-rope bridge spanning approximately 60 feet.
b. Time will start when the team commander informs the lane OIC they are ready, time will stop when any team member announces stop or clear.
c. Teams will compete against the clock.
d. Teams will make only one timed crossing.
e. Eight cadets will compete in the event. All must cross the obstacle on the rope except the first and last cadet.
f. All equipment assigned to the teams will be carried across the obstacle. This includes the LBE, and canteens (w/cups and covers), camel backs and ruck sack. Caps may be placed in cargo pockets during the crossing.
g. The site will include a suitable anchor on the near and far side and a suitable loading/unloading platform.
h. Engineer tape will mark the edge of the obstacle.
Note: Based on recommendation of Site/Committee Chief, rules and procedures may be altered by the Commander to meet weather and site conditions. Rules/changes will be applied to all teams and will be briefed by the lane OIC to each team
i. The transport tightening system can be constructed using any knots. Both near and far side rigs must be secured with two half hitches, one of which can be a quick release hitch. Safety is the overriding concern. If the lane OIC determines a rig is unsafe, the team will be disqualified. Far and near side rigs must have two complete turns of rope around the obstacle.
d. When crossing, a cadet may use both hands and feet.
e. Scoring. The team score will be based on the total time. The total time will consist of actual rope bridge construction time plus penalty times for each rope bridge. The lowest total time is the winner. Teams will be rank ordered based on total time. .
f. Penalties. Penalties will added to the total time at the conclusion of the event. Penalties will be assessed for the following violations:
(1) Preparation.
(a) 30 seconds for each member that fails to properly construct a Swiss seat (as required).
(2) Construction and Crossing.
(a) 30 seconds each for the first/last member who fails to secure the main rope in the Aussie seat
(b) 30 seconds for failure of #1 person to secure rope to far side anchor.
(c) 1 minute for failure to secure transport system with two half hitches.
(d) 30 seconds for each cadet who enters (touches) the obstacle with their
body or equipment per crossing attempt. This includes members on the near and far sides attempting to assist members negotiate the obstacle. One penalty per cadet crossing.
(e) 30 seconds for each piece of equipment dropped into the obstacle or not taken across during the crossing.
(f) 30 seconds for each knot left in rope after crossing.
(g) 2 minutes for failure to remove wireman’s knot from rope.
(h) 30 seconds for each improperly tied knot. All knots will be dressed/set and tied to standard.
