Reduced activity period / The Department will notify a Christmas/New Year shut down period. Some specified personnel may be required to work during this period however prior approval will be required from their DIBP contract manager.
Business Hours / Specified Personnel service arrangements are 40 hours per week. If it is necessary to exceed the 40 hours in any given week, written approval must be obtained prior to the work being undertaken.
Specified Personnel are required to complete DIBP ICT Contractor SAP Timesheet which must be submitted prior to close of business at the end of each week or as directed.
Services/work required / The services will include and not be limited to:
  • Work with Project Managers and key stakeholders to identify, define, prioritise and implement projects that deliver value through the implementation of new system functionalities, which meet both business areas and user expectations;
  • Gather high and detailed level requirements;
  • Manage the business requirements, expectations and scope;
  • Facilitate workshops and group discussions;
  • Perform solution design and problem analysis;
  • Provide/write solution and functional design documents;
  • Look for continuous business improvement;
  • Identify and report issues and risks;
  • Provide ad-hoc services to the project stakeholders and project team;
  • Ensure project/BAU work is managed within project schedules.

Methodology / Specified personnel will need to adhere to DIBP’s Development framework and work standards.
Monitoring & Measuring Performance / Specified Personnel will report to the Immediate Supervisor and/or Director of the Section they are working in. Specified Personnel’s performance will be monitored during the term of the contract. Regular formal feedback will be sought from key stakeholders within the Department. It is expected that deliverables will be met in accordance with release timeframes and of a high quality with minimal corrections.
Documentation / Specified Personnel will be required to produce the following documentation as requested within the release schedule:
  • Business Specifications;
  • Functional Specifications;
  • Defect Resolution Specifications;
  • Technical Specifications;
  • Other documentation as required.

Skills knowledge transfer / Specified Personnel will be expected to transfer skills and knowledge to DIBP staff and ensure appropriate documentation is stored in accordance with DIBP’s recordkeeping policy and practices.

  • Specified Personnel must be willing to undergo and obtain an Employment Suitability Clearance (ESC);
  • Minimum two years’ experience as a Senior Systems Analyst;
  • Demonstrable team leadership experience;
  • Display core competencies in a multi-stream project environment;
  • High organisational skills and ability to multi-task in order to meet demanding deadlines;
  • Demonstrable experience in the establishing and implementing BA processes and procedures;
  • Demonstrable experience in Critical and Conceptual Thinking;
  • Experienced in leading, coaching and mentoring team members;
  • Demonstrable use of and adherence to standards;
  • Demonstrable experience establishing and maintaining productive relationships with business;
  • Possess excellent liaison skills at all levels including:
-managing expectations;
-managing problems through escalation;
  • Strong written and verbal communication skills;
Desirable Criteria:
  • Proven ability to develop solutions to a variety of diverse and complex problems ensuring solutions are consistent with organisation objectives;
  • Specified Personnel hold a current security clearance (baseline clearance as a minimum)
Please note: Candidates who do not hold a security clearance are eligible to apply, however if successful, they will not be able to commence with the Department until a baseline security clearance is granted.

DIBP requires all specified personnel to have a minimum ‘Baseline Vetting’ security clearance prior to commencement unless otherwise specified.
Employment Suitability Screening:-
DIBP requires all specified personnel to obtain and maintain an Employment Suitability Clearance.
DIBP expects the Specified Personnel to adhere current departmental security instructions.
Other requirements / Please address the following:
  • Indicate if specified personnel are currently working at DIBP or have previously worked at DIBP or ACBPS.
  • Indicate if specified personnel have a financial interest in your company (Vendor).
  • Specified personnel submitted must be Australian Citizen. Confirmation of specified personnel’s citizenship status is required.
  • Indicate if specified personnel currently hold a security clearance and specify the level of clearance.
  • Indicate the availability of the specified personnel.
  • Provide a statementthat vendor or nominated sub-contractors had been named as not complying with the Workplace Gender Equality Act 2012.
  • Provide a statementthat vendor and nominated sub-contractors agree to comply with DIBP policy of not engaging illegal workers.
  • Provide a statementthat vendor, or nominated sub-contractors, do not have any judicial decision against them (including any decisions under appeal) relating to unpaid employee entitlements
  • Interstate specified personnel may be required to travel to Canberra for an interview. Phone interviews may not be considered.
