Municipal Wastewater Facilities and Green Projects Construction
The Department of Energy and Environment (the Department) seeks to identify collaborative partners for the Department’s federal fiscal year 2017 grant application to the United States Environmental Protection Agency (EPA), Clean Water State Revolving Fund (SRF) (CFDA#66.418). Applications are requested to fund the construction and rehabilitation of municipal wastewater treatment works; the construction and/or retrofit of stormwater green infrastructure; and the restoration and/or creation of stream, wetland, and riparian habitat, through projects that will provide a water quality benefit for District waters.
The product of this RFA will be an updated Project Priority List (PPL). The PPL identifies potential projects which have been determined eligible for SRF funding. The Department uses this list to identify projects that are both ready to be implemented and likely to bring the greatest water quality benefit for the cost, and proposes funding them in the District’s annual application to EPA for SRF funding.
The Department has up to approximately six million, five hundred twenty-five thousand dollars ($6,525,000) in funding. The Department has made no determination regarding the number of projects that will be funded.

Write the Department at 1200 First Street NE, 5th Floor, Washington, DC 20002, “Attn: Suzanne Walk, RE: State Revolving Fund RFA” on the outside of the envelope.
The deadline for application submissions is 4/29/2016 at 5:00 P.M. Five hard copies of the application must be submitted to the address above. In addition, a complete electronic copy of the application must be emailed to .
Eligibility: All the checked institutions below may apply for these grants:
-Nonprofit organizations, including those with IRS 501(c)(3) or 501(c)(4) determinations;
-Faith-based organizations;
-Government agencies
-Universities/educational institutions; and
-Private Enterprises.
Funding Match: Projects that are ultimately deemed eligible and selected for construction are funded at a 55% Federal grant share. The applicant must provide 45% of the selected project’s cost from non-Federal sources.
