Hello, I'm Heather Smith.
As the Secretary of the Department of Communications and the Arts, I’d like to welcome you to the online version of the Department's 2015–16 annual report.
Our Department’s work affects the quality of life of all Australians…our activities are fundamental to helping build a future of innovation, creativity and economic growth.
During 2015–16, our most visible work centred on extending 21st century infrastructure across Australia.
We worked with NBN Co to increase the deployment of fixed, wireless and satellite infrastructure, making NBN connections available to more than a quarter of Australian homes and businesses.
We started the build phase of round 1 of the Mobile Black Spot Program, and called for further locations to be nominated in round 2.
Through the Mobile Black Spot Program the Government is investing in telecommunications infrastructure to improve mobile coverage in regional, rural and remote Australia.
We focused on enhancing our nation’s arts infrastructure and we provided support to the institutions that deliver arts and cultural experiences to all Australians.
And we also delivered the first round of the Catalyst—Australian Arts and Culture Fund, which will provide $23 million over four years for more than 125 projects.
We’re conscious of the fact that the communication and arts sectors are being impacted by digital disruption. While technology is helping to connect more people to essential services like education and health, it’s also challenging traditional business models and regulatory arrangements.
That’s why we reviewed the Australian Communications and Media Authority, to ensure it remains fit-for-purpose in the face of rapid technological change. And it’s why we’re working on media reforms to ensure that broadcasting remains competitive and delivers local content to audiences, including those in regional Australia.
In getting our work done, we’ve benefited from the positive input of our portfolio agencies and a diverse range of stakeholders. These include consumer groups, industry representatives and peak bodies, as well as individuals from all walks of life. So I thank them—as well as all staff— for their assistance over the past 12 months.
The next year promises to be an exciting period…and we look forward to helping the Government to achieve its policy priorities and deliver positive programs that benefit all Australians.
