DELHI POLICE WEEK IN OUTER DISTRICT, NORTHERN RANGE

The Delhi Police have been celebrating “Delhi Police week “to commemorate its raising day on 16th February 1948.Various Programs are being organized in order to promote healthy policy of community policing involving unemployed youths, school children, senior citizens ,RWAs and MWAs etc .

The following programs/events were organized in outer district during first three days of Police week.

PS- Narela :-

  • On 16.02.12 a tenant’s verification camp was organized with the residents of the Sectors A/5, A/6 and A-10 Narela, Delhi. Total 112 tenant’s verification forms were filled up in the camp. The residents were briefed about the present threat perceptions. A meeting with the senior citizens of the area of Police Station Narela was also held on 16.02.2012. The security audit of their houses was done. Senior citizens are soft target for criminals, hence their security is a prime concern for Delhi Police. They were given security tips and wished them a healthy, happy and secure life.
  • On 17/02/2012 a meeting with students of KasturiRamInternationalSchool, Narela was organized and security gadgets like anti-burglary, anti-theft etc. were displayed and students were briefed properly. A meeting with the representatives of RWAs & MWAs of the area of PS Narela was also held on 17/02/12. The participants were briefed about the possible terrorist threat/activities.
  • On 18/02/12 a meeting with the students of AdityaBhartiPublic School, Mamurpur, Narela, Delhi was organized. SI Sudeep Kumar delivered the lecture about the road safety. A meeting with the operators of cyber cafes, STD/ISD booth operators and property dealers of the area of PS Narela was also organized on 18/02/12 and they were also briefed about the present terrorism scenario.

PS- Prashant Vihar:

  • On 17/02/12 a meeting with the residents of village Rajapur, Sec-9, Rohini was held in connection with tenants, servants and chowkidars residing in the village. During meeting number of local problems were discussed with the residents. In tenant verification camp 54 forms of tenants and 28 forms of servants were filled up. The residents were requested to ask other residents to get their tenants, servants verified from local police.
  • On 17/02/12 a meeting with the members of MWA of DC chowk shopping complex, Sec-9, Rohini was organized in which various issues were discussed. The members were briefed about the recent bomb blast incident which took place in the vehicle of Israel embassy. They were also requested to install various safety measures in their shops.

PS-Alipur:

  • On 17/02/12 a meeting with the RWAs of PS Alipur was held and a tenant verification camp was also organized. 200 tenant verification forms were filled up during the camp. The RWA members were apprised of the importance of tenants/servant verification.
  • On 18/02/12 a painting competition was organized in Govt.GirlsSchool, Alipur, in which a large number of school girls participated. The students were divided in senior, middle and junior sections. The theme of painting was POLICE. The students participated with full enthusiasm and spirit. The winners and participants were fully honored. Sh. Harpal Singh, ACP/Alipur and Sh. Anil Kumar Sharma, SHO/Alipur and other police staff including lady police personnel interacted with students and replied their queries. The students enjoyed the interaction with the police. A painting competition was also organized in Kasturba Gandhi Trust where 75 orphan girls participated in the painting competition with full enthusiasm.

PS Mangol Puri:

Exhibiting excellent Police Public relationship, the outer district police comprising staff of PS Mangolpuri and local residents of Mangolpuri organized a blood donation camp at Sanjay Gandhi Hospital Mangolpuri.

  • On 17/2/12, during Police week a blood donation camp was organized at Sanjay Gandhi Hospital Mangolpuri Delhi. In the camptotal 53 person donated blood. 20 Police personnel and 33 local residents donated the blood needy public.

HUSBAND WHO BRUTALLY MURDERED HIS WIFE ARRESTED

KILLED HIS WIFE IN COLD BLOOD IN HER PARLOUR.

INTRODUCTION:-

Withthe arrestof a person accused namely Harpal Singh, aged 36 years, S/o Gurdeep Singh R/o House Number 592, Rishi Nagar, Rani Bagh, Delhi ,the North West district police has solved themurder case of Jaspreet kaur (Owner of saya beauty parlour)

INCIDENT:-

On 19.02.2012, a PCR call vide DD No. 32A & 33A were received regarding assault and injuries to a lady at Saya Beauty Parlour, Rishi Nagar, Rani Bagh near Sant Nagar chowk, Delhi. On reaching the spot it was found that at around 7:30 PM owner of the beauty parlour Smt. Jaspreet Kaur W/o Harpal Singh R/o House No. 592, Rishi Nagar, Rani Bagh, Delhi was assaulted by her husband using (Crude) Chopper in the presenceMs. Rupa (name changed), an eye-witness of the incident, who narrated the facts of the incident to police. The accused husband managed to flee from the place of incident. Victim was moved to BhagwanMahavirHospital from where she was referred to AIIMS Trauma centre. Early morning on 20.02.12, the victim Smt. Jaspreet Kaur succumbed to her injuries during her treatment at AIIMS Trauma Centre.

INVESTIGATION:

On the statement of eye witness, case vide FIR No. 58/12 u/s 307 IPC was registered at PS Rani Bagh and investigation of the case was taken up.

TEAM

A Police team comprising of SI Kuldeep, SI Naresh Kumar, SI Haroon Ahmad, HC Sandeep and HC Narender led by Inspr. Dheeraj Narang, SHO/Rani Bagh was constituted under overall supervision of Sh. Pratap Singh, ACP/District Investigation Unit/ NW Districtto solve this case.

The Police team, in plain clothes, was deployed at the residence of the complainant . other teams conducted raids at possible hideouts of the accused. Acquaintances, Friends of accused were thoroughly interrogated.

In early morning hours of 20.02.12mother in law of the deceased (who is also the mother of the accused) informed the police that her son Harpal is at the residence of one of her nephew Malkeet Singh (cousin brother of the accused Harpal) residing at Nihal Vihar. She also informed PCR at 100 about the same. The police party deployed near the residence of the accused immediately acted on this information and the raided the given address.Harpal Singh was found as anticipated. Hewas wearing the blood stained clothes . later on at his pointing his maruti zen car was also recovered.

INTERROGATION:-

During the course of sustained interrogation accused Harpal confessed his involvement in the present case. He told that he had an affair with his wife during his school days when both of them used to study in GuruHarkishanPublic School, Punjabi Bagh. The family of his wife had never approved this marriage so they married in Arya Samaj Mandir. Earlier, he used to take a little bit of alcohol but gradually he became alcoholic and thus fell in bad company. Later, he became drug addict and his wife never liked him because of his drug addiction. His wife often used to resist his habit of taking drug but Harpal never used to like it. His drug addiction was the main cause of frequent quarrels between them. In order to make quick money and to fulfill his drug needs he had committed previous offencesincluding abduction of his own cousin brother in 2009. Harpal used to take the advice of her wife as personal insult and had planned to kill her.On 19-02-2012, at around 7:30 PM, the accused went to his wife’s beauty parlour armed with the Chopper which he was hiding under his jacket. Initially he talked about forgiving him for his bad habits and then suddenly took out his Chopper and assaulted his wife causing fatal injuries on her head, face and neck. Moments later he left the place and drove off inhis Zen cartowards Nihal Vihar where one of his cousin brother was residing. Near Peeragrahi he left his car in a abandoned place as he knew that police might be searching his vehicle and took a TSR to reach Nihal Vihar. His cousin brother informed his mother about his arrival.his mother inturn informed local police and pcr at 100. Police team which was deployed there in plain clothes managed to get the information and raided Nihal Vihar and accused was arrested. The investigation of this case is still under progress.

PROFILE:-

Accused Harpal is a property dealer by profession and is a school dropout and hepassed his 11thclass from Remal Public SchooI, Sec.-3, Rohini, Delhi and prior to that i.e. up till 10thclass he was in GuruHarkishanSchool, Punjabi Bagh. Later, he started the property dealing. Thereafter, he fell in bad company and became alcoholic and drug addict and have committed following crimes.

Staff of P.S. Bindapur /SWD has arrested six Interstate desperate criminals namely 1) Naveen @ Haku (Aged-19yrs) S/O Ram Chander R/O Vill.- Badli Distt. Jhajjar Haryana 2) Lalit (Aged-21yrs)S/O Balwan Singh R/OVill.- Gola, Distt. Jhajjar Haryana 3)Neeraj (Aged-19yrs) S/O Sube Singh, Vill. Jahangir Pur, Distt. Jhajjar Haryana, 4) Sudeep @ Shooter (Aged 19 yrs.) S/O Jagpal Singh r/o Vill. Badli Distt. Jhajjar, Haryana alongwith two JsCL. Six heinous cases have been worked out. Weapon of offences i.e one assault Rifle, one Deshi Katta, two country made pistol with 13 live cartridges recovered. Robbed swift car, jewellery and mobile phones have also been recovered.

TIP OFF AND OPERATIONOn 30/1/12 a robbery took place in the area of P.S Bindapur. After registeration of the case, police launched a massive man haunt to nab the criminals. Two special teams comprising Inspr. Surender Singh, SHO/Bindapur, Parveeen Kumar, Inspr. ATO/P.S Bindapur, Subhash Chand, Inspr. Invest./P.S Bindapur, SI Ashok Kumar, SI Harphool Singh, SI Vineet Malik, H.Ct. Rohtash, Ct. Sudhir, Ct. Amarjeet, were formed under the supervision of Sh. Mahender Singh Dabas, ACP/Dabri. The special teams scanned past records of hundreds of criminals involved in robbery cases all over Delhi and in the neighbouring state of Haryana. After targeting the most prolific ones, their present whereabouts, activities and area of operation were ascertained. It was huge efforts on the part of members of the above mentioned special teams who, after a lot of ground work and discreet surveillance, were able to zero in on the notorious “Mainpal” gang who has been active in this field since 2005. Hard work of the team paid rich dividends when on 20.2.12, at about 10.00PM, acting on a secret information, members of the above special police team intercepted a swift car DL-9CQ-0081 at Rawta Mor in which six criminals having deadly weapons were nabbed after a brief encounter. They were so desperate that they opened fire upon police party. Police officers showed exemplary courage and were successful in nabbing all the criminals, thus taking on the armed criminals made an example of extreme gallantry and courage. A separate case has also been registered vide FIR No. 14/12 u/s 353/186/307/34 IPC & 25/27 Arms Act P.S Jaffarpur.

INTERROGATION AND MODUS OPERANDI

All the six criminals were subjected to sustained interrogation and revealed that they are good friends and hail from the same state i.e Haryana. Initially they tried to dodge the police by narrating the concocted stories but the intensive interrogation by the police team led to their confession of having been involved in several heinous cases. They revealed that they used to commit petty offences in Haryana but of late they changed their area of operation and started to commit heinous crime like attempt to murder, robbery, murder with intent to terrorise the public and to gain notorierity.

They further revealed that they are fond of girls and imported liquor and wanted to earn quick buck to enjoy lavish life style.

Accused is a school dropout of 9th class. He is unmarried and his father is mentally retarded and has no control over his nefarious activities. In the year 2011 he committed a murder of sarpanch namely Vijay of Village Badli, Bahadurgar over old enmity persisting in Village. Thus he was wanted in the above murder case FIR No. 414/11 dt. 24.11.11 u/s 302/120 IPC & 25 Arms Act P.S Bahadurgarh city, Haryana. Above murder case emboldened him and he further dared to indulge in another murder case of a retired ASI of Haryana Police who was witness against the accused. Thus he was also wanted in the above brutal murder case of ASI in FIR No. 324/11 u/s 307/302/34 IPC P.S Farukpur.

It has also been surfaced that to gain notoriety and with intent to make his name in the world of crime he committed another crime of attempt to murder in P.S Jaffarpur FIR No. 3/12 dt. 7/1/12 wherein one Inderpal @madu r/oVillage Galibpur who is B.C of P.S Jaffarpur Kalan was shot at over the issue of area dominance. .

Reinforcement have also been dispatched to locate him.

1.FIR No. 14/12 u/s 353/186/307/34 IPC & 25/27 Arms Act P.S Jaffarpur- In this case the miscreants opened fire upon the police team of P.S Bindapur.

2.Case vide FIR No. 26/12 u/s 392/34 IPC P.S Binda Pur= In this case jewellery,cash and mobile phones were robbed after intruding in the office of a financer. Robbed jewellery and wapon of offence used in the crime have also been recovered.

3.Case vide FIR No. 03/12 u/s 307/34/120-B IPC P.S J.P. Kalan= In this case firing took place over the issue of area dominance and a B.C namely Inderpal r/o Galipur was shot at.

4.Case vide FIR No. 324/11 u/s 307/302/34 IPC P.S Furukpur, Yamuna Nagar, Haryana =In this case a retired ASI of Haryana police who is eye witness in a murder case, was shot at with intent to kill him.

5.Case FIR No.414/11u/s 302/120-B/34 IPC & 25/54/59 A. Act P.S Bahadur Garh, Haryana= In this case a sarpanch namely Vijay of Village Badli, Haryana was murdered

6.Case FIR No.18/12 u/s 392/34 IPC P.S Farrukh Nagar, Gurgaon, Haryana= In this case a swift car was robbed from the area of Gurgaon Haryana, which has been recovered from the miscreants.
