Deputy Commissioner Carroll called to order the regular monthly meeting of the

DOC Executive Team at 9:05 a.m. on Tuesday, March 1st in conference room

300 of the DOC Admin Bldg.

  1. Approval of minutes from last meeting

Minutes approved as written.

  1. Deputy Commissioner’s Comments:

Kate Bailey, Gail Stallings-Minor, Karl Hines, Alan Grinstead, and John Painter are not in attendance today as they are all attending theReentry Community Expo at the P&P Cherry Lane Office in Wilmington.

  1. BUREAU REPORTS:

Bureau of Prisons: Chief Deloy:

BOP Count today is 5354 down from the same time last year.

OT Status update: Meeting target of 20% reduction.

TIS Modification Activity: Bi-annual reviews completed of 403 offenders,5 offenders were eligible, 398 were ineligible.

Policy review status: work in progress

  • Policy 4.4 Inmate Grievances –To BMS for evaluation
  • Policy 3.3 Classification – Final Draft Stage
  • Use of Force Reviews – On-Hold pending DOC Policy
  • Central Admin. Evacuation Plans – Gathering Checklist data
  • Offender Mail – Final Draft Stage

Notable events:

  • OCME will begin distribution & facility instruction with new DNA kits week of March 21st.

Prison education:

  • Preliminary discussion meeting between DCI & DOE on reentry initiatives took place on 02-27; follow-up meeting awaits scheduling; initial focus on ASE certificate program and CAD certificate program.

Bureau of Correctional Health Services: Chief Welch:

Meeting with DOJ went well

Compliance Report:

  • Finalized report to be published at11a.m. Friday morning
  • Monitor website to be published at noon on Friday

MHM:

  • Changes in State Management Personnel are anticipated.

Bureau of Community Correction: Chief Hines:

No report

Bureau of Management Services: Kim Wheatley:

Bureau-Wide:

Bond bill hearing is scheduled for May 4th.

Maintenance and FS will begin transitioning to their uniforms this spring.

Business Office:

Kudos to Jodie and her team- DOC is the only state agency to have reconciled Pcard transactions up to September!!

IT:

Dedicated victim’s phone line will be implemented by next week

Central Records:

COR has been working with EDC to implement lesson plans in TED related to all COR processes.

Working with BOP to develop an MOU with the US Air Force related to holding individual in the court marshal process (no more than 1 week).

FOOD SERVICE:

Public health inspections went very well; DPH was impressed with our facilities.

Produce prices are extremely high right now, so we are substituting some items currently.

We have 5 cadets in the March 2nd class

Maintenance:

Bid opening for Phase 5 of the masonry project is scheduled for March 29th

New Kitchen design is progressing nicely

  • Meeting March 10th to firm up conceptual drawings

NCCWWRC elevator has been installed

  • Working on enclosing elevator at present time

Alan Machtinger:

Next CEIT Class of 40 beginning March 2nd

P&P Officer

  • 316 applications,
  • 279 met Minimum Qualifications and are eligible to compete

Unit 10 – COAD on hold due to leadership struggles

Unit 11 Arbitrations scheduled for March 15, & April 25th
