DEFRA NATIONAL HECA REPORT 2004-5

Defra published their report on the 2004-5 HECA figures on 17 July 2006. ACE has produced the following league tables from the data supplied to Defra by the Energy Conservation Authorities (district, unitary councils and London Boroughs) responsible for implementing the Home Energy Conservation Act 1995, which requires a 30 percent energy saving in domestic housing stock in each ECA area at the end of a 15 year period.

National Averages

The national average HECA figure is 16.5 percent. ECAs should be achieving at least 18 percent at this part of the HECA cycle. Roughly one third of ECAs are over 18 percent.
