Deception Pass Park Foundation Meeting Minutes July 27, 2016Regular Board Meeting

I. Call to order:Barb Shaw called to order the meeting of the Deception Pass Park Foundation at 5:30 P.M. on Wednesday July 27th, 2016 in the Deception Pass State Park Administration Office. NOTE: June 29th regularly scheduled meeting was canceled due to unavailability ofa board member quorum.

II. Roll Call: The following members were present: Barb Shaw,Rick Colombo,TericaGinther, Steve Young,Jack Hartt, Montana Napier andDom Saks. Absent: Jill Johnson,Matt Klope.

III. Agenda, Minutes, and Correspondence:

Agenda: Stevemoved to accept, seconded by Rick,with no objections.

Minutes: Stevemoved to accept May 26th’sDPF meeting minutes, seconded by Terica, with no objections.

Correspondence: Rick reviewed new mail received;billing; new membership applications, and forwarded 2016 State Wildlife Permit, to Montana for filing.

IV. Officer’s reports:

President: (Interim Barb Shaw) Moved directly into Treasurer’s report.

Treasurer:(Rick)

  • Financial Statement: Presented budget for review,balance $32.958.86as of May 31st, 2016. Tericamoved to accept budget, seconded by Steve, with no objections. No June reporting, June will be integrated into the July’s budget report. Jack requested a report to track monthly trends.
  • Reviewed outgoing checks requiring second signatures. Barb for action.
  • Updated bookkeeper’s status, Rick to meet with her Friday @ 1PM to turn over Junes/July financials. Rick will meet with her mid-month for the next few months to ensure smooth transition of foundation financial status.
  • Terica noted net bridge kiosk sales of approximating $2100, for June; $3K for July.

  • Discussion about Oak Harbor Chamber of Commerce 2017 renewal statement. Reluctance between board members to renew. More research needed, discussion moved offline.

Committee Reports

  • Interpretive Specialist: (Montana/Dom):
  • Beach Naturalist Program: Great success this year with 13 volunteers, consistently manning lowest tides, hosting 23 school groups. Scheduled FieldTripsclosed out.
  • Planned events:
  • Scheduled summer interpretive program going real well. 11AM Trail walks, 2PM Junior Rangers on Saturday’s, and 7Pm Interpretive Programs Friday & Saturday. Posted in campsites, Face Book, website, in park. Programs season scheduled thru Labor Day. Looking for volunteers to continue the programing after Montana’s departure. Maybe posting in local newspaper.
  • Arts In Park Program great success!
  • 27 August -Fidalgo Bay Day @ Fidalgo RV Park, Rick & Maddiefor action.
  • Nature Center in Rosario Field Classroom, officially opened, 12-4PM weekends, now thru Labor Day. Volunteers and Interpreters manning the times posted. Well Doneto the 2016 AMERICORP’S Interpretive Team, Montana & Dom!!
  • Farewells and accolades acknowledged for both Montana/Dom for a season well done! 31 programs in June w/over 1500 contacts; 80 programs w/over 4500 total for season. Dom departing July 30th, Montana August 15th. Montana has been OK’ed by both AMERICORPS/DPPF fora 2nd season, starting October 15, 2016.
  • Kukatali Preserve Interpretive Plan Meeting scheduled w/Sam Wotipkain October.
  • Discussionabout a 2ndBowman Bay Holiday Program, Saturday evening Dec 17th. Charge admission?? Invite more vendors; offer more food & crafts; possibly move to Cornet Bay Retreat Center and add shuttle services. Terica suggested little flashlight giveaway’s w/Whidbey Island Bank logo’s, to aid walking the paths. More to follow.

  • Fundraising Committee (Terica): Briefly discussed Kiosk sales and Fix It Day returns.
  • Membership Committee:(Terica)
  • Kiosk trail maps (40K-Handouts for Kiosk) order received, sample reviewed. Jack noted discrepancies/typos’, they will be corrected on next order.
  • Draft DPPF brochures were handed out for review, one chosen with edits added. More to follow.
  • DPPF business card order received, Terica to ensure delivery to office ASAP.
  • Capitol Projects: (Rick/Jack)
  • Amphitheatre project:Brian Shelly working the project’s building permit following finalizationof Archeologist’s First Nations permitting. In-work getting an Engineer authorization signature for plans, prior to closing on County building permit, 3 weeks delay noted. Hoping to get going on project this winter. More to follow.

  • Board memberrecruiting.
  • DPPF Meeting budget review with board / bookkeeper @ August meeting.
  • D & O Insurance (Emailed letter w/4-attachments / Feb 24th). No action taken.
  • Cooperative Agreement w/ Parks. (Emailed 7-page letter / Feb 24th). No action taken.
