Regular Meeting of the Dearborn Township Board held in the Dearborn Township Hall at 26807 Michigan Avenue Inkster, Michigan at 8: P. M. Eastern Standard War Time January 9, 1945.

Meeting called to order by Supervisor Daly.

Present: Daly, Jones. Patterson, Mokersky (Odom absent) also present Attorney Bollinger and Engineer Orr.

Motion by Mokersky supported by Jones that clerks minutes of the previous meeting be accepted as read. YEAS: Daly, Jones, Mokersky and Patterson, (absent odom)

Resolution by Mokersky supported by Patterson, that the Dearborn Township board has no objections to the Granting of a dance permit and class "C" License to Peter Boniakowski at 5901 Telegraph Road. YEAS: Daly, Jones, Patterson and Mokersky (Absent Odom)

Motion by Mokersky supported by Jones that clerks Claims and Accounts be approved and bills ordered paid as submitted. YEAS: Daly, Jones, patterson and MOkersky (Odom Absent)

Motion by Jones, supported by Mokersky that the Water Department Check on all the manholes every two weeks and raise the one that are taking surface water in Grindley Park Subdivisions, also Clean Out once a month. YEAS: Daly, Jones, Patterson Mokersky, (Odom absent).

Motion by Mokersky supported by Patterson That the Treasurers report be approved. YEAS: Daly, Jones, Patterson, and Mokersky (Odom absent).

Motion by Mokersky supported by Jones, That Board approved transfer of $1,500.00 from the operating to the Construction Fund of the Water Department. YEAS: Daly, Jones, Patterson, Mokersky, (Odom absent).

Motion by Mokersky supported to Jones, that Dearborn Township supply water for Skating Rink at Warren Valley Golf Course. YEAS: Daly, Jones, Patterson and Mokersky (Odom absent) at the Request of Wayne County Road Commissioner.

Motion by Mokersky supported by Jones, that resolution of Sewer Ordinance as read by Attorney Bollinger be approved as read. YEAS: Daly, JOnes, patterson and Mokersky (Odom absent).

Motion by Mokersky supported by Jones that Claims and Accounts of the Water Dept, be accepted as submitted and bills ordered paid. YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

Motion by Mokersky supported by Patterson,that Attorney be authorized to check into all possible legal means of prohibiting or regulating Carnival amusement and similar activities. YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

Motion by Mokersky supported by Jones that a letter be sent to Representative Patrick Doyle, Representative Elton R. Eaton an senator Stanley Nowak, that they present a bill to the Legislature to empower a Township with a population of 5000 or more be given General Police Powers, YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

MEETING ON THE TOWNSHIP BOARD OF Dearborn Township, Wayne County, Michigan held at he Town Hall on January 9th, 1945, at 8: P. M. Eastern Standard War Time.

"The following resolution was presented by Mr. Mokersky and supported by Mrs. Patterson.

This being the time set for review of Special Assessment roll for construction and maintenance of street lights for SPECIAL ASSESSMENT STREET LIGHTING DISTRICT #16, and no objections have been received:

IT IS HEREBY RESOLVED: that said roll be confirmed and that the assessments be collected with the General Township taxes in annual installments the first installment being due December 1st, 1945 and on December 1st each year thereafter. Approved All: Daly, Jones, Patterson and Mokersky, (Odom absent).

Minutes of the Regular meeting of the Dearborn Township Board held February 13, 1945 at 8: P. M. at 26807 Michigan Ave. in the Township Hall, Inkster, Michigan .

Meeting called to order by Supervisor Daly. Present Daly, Jones, Patterson and Mokersky (Odom absent). also present Attorney Bollinger.

Minutes of the last regular meeting were approved as read.

Motion by Mokersky, supported by Jones, that clerks Claims and Accounts be accepted as read and bills ordered paid. YEAS: Daly, Jones, Patterson and Mokersky.

Treasurers Report approved as read.

Motion by Mokersky supported by Jones, that Ordinance No. 13, requiring connections to sanitary sewers be adopted as read and a copy be attached to these minutes. YEAS: Daly, Jones, Patterson and Mokersky, (Odom absent).

Motion by Mokersky, supported by Jones, that a check for the sum of $14.67 be given to the Clerk to bring her petty cash fund up to $15.00. YEAS: Daly, Jones, Patterson and Mokersky, (Odom absent).

Motion by Mokersky supported by Jones, that Water Dept Budget be approved as submitted estimated income $50,355.52 estimated expense $34,189.00 YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

Motion by Mokersky supported by Jones that Water Dept. Claims and aCcounts be approved as submitted, YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

Motion by Mokersky supported by patterson that jones be reimbursed for the payment of $5.00 for Association Dues of Supervisors of Michigan YEAS: Daly, Jones, Patterson and Mokersky (Odom absent).

Motion by Mokersky supported by Jones that the Township assume the expense of $413.75 for installation of sewer in easement between McDonald & Eaton, West of Fellrath adjoining lots 436-439 inclusive in Lukaszewicz Dearborn Sub. #2 and lots 146-148 inclusive in Lukaszewicz Sub #0 and resolve that $120.00 be charged for taps made on any of said lots to defray amortization costs.

March 6th, 1945

Special Meeting of the Dearborn Township Board called for the purpose of adoption if Zoning Code as presented by the Zoning Board at 8:30 P. M. on Tuesday March 6th, 1945.

Meeting called to order by Supervisor Daly. Present: Daly, Jones, Patterson, Mokersky and Odom, also present Attorney Bollinger.

Motion by Mokersky supported by Odom that Mr. Howard Jones be appointed as a member of the Board of Appeals under zoning Ordinance #14. YEAS: Daly, Jones, patterson Mokersky and Odom.

The Zoning Board of the Township of dEarborn submitted a proposed Zoning Ordinance and the following resolution:

Resolution

WHEREAS: the people of the greater part of Dearborn Township voting in two elections held April 1, 1940,and November 5, 1940.

Have signified their desire to have enacted a Zoning Ordinance for the Township of Dearborn, and

WHEREAS: on October 12th, 1943 at a regular meeting of the Township Board by Resolution elected to establish a Zoning Ordinance under the Township Rural Zoning Enabling Act, Act 184, of the Public Acts of 1943, and

WHEREAS: such a Zoning Board was established in Dearborn Township by the proper appointment and qualifications of

as it members and

WHEREAS: the Township Zoning Board under said act shall adopt and file with the Township Board recommendations as to (1) A Zone Plan for the unincorporated portions of the Township as a whole which plan shall be based upon an inventory of conditions pertinent to Zoning in the Township (2) the establishment of Zoning District including the boundaries thereof, (3) the text of a Zoning Ordinance with necessary maps and zoning regulations to be adopted for any zoning district of the Township as a whole and

(4) the manner of administrating and enforcing the zoning Ordinance and,

WHEREAS: the said Zoning Board has worked diligently since January 18, 1944, and has held 32 meeting in preparing the maps and the text of the ordinance and.

WHEREAS: the Township Zoning Board has held five (5) Public hearings in different sections of the unincorporated parts of the Township and notice of such hearing were published in the Dearborn Press by five publications, the first printed twenty one (21) days before the first public hearing and the second six (6) days before the first public hearing and subsequent notices followed for each hearing, such notices included the place and time at which the tentative text and maps of the zoning ordinance could be examined, and.

WHEREAS: such public hearings were held where any and all citizens, parties or any other party or person of interest did have opportunity to be heard in relation to the said proposed ordinance its regulations, restrictions, maps, districts and boundaries, and

WHEREAS: no County Zoning Commission or County Zoning Coordinating Committee is in existence in Wayne County as stated in the letter dated February 21, 1945, from the Wayne County Prosecutors Office and signed by Staffan A Ecklund, and have signified their approval of the same by letter, and.

WHEREAS: the township attorney has checked the completed ordinance and signified his approval of its as to form,

NOW THEREFORE BE IT RESOLVED by the zoning board of the Township of Dearborn that we present to the Township Board of the Township of Dearborn our recommendations of a tentative zoning ordinance and plan for their immediate adoption.

March 13, 1945

Regular meeting of the Dearborn Township Board, held March 13th, 1945, at 8: P. M. Eastern Standard War Time in the Dearborn Township Hall.

Motion by Mokersky, supported by Odom, that a ______permit be granted to Mr. Dudley Adle for lots #11 & 12 in Annis Harthorn Manor Subdivision. YEAS: Daly, Jones, Patterson, Mokersky and Odom.

Motion by Mokersky supported by Odom, Resolved, that a building code Ordinance as follows and the same hereby is adopted to be known as Ordinance #15.

Motion by Mokersky supported Odom that Mr. Benninghouse post a $200.00 personal bond and be granted a permit to build a Real Eastate Office to be for the duration and six months thereafter. YEAS: Daly, Jones, Patterson, Mokersky, and Odom.

Motion by Mokersky supported by Jones that minutes of the last Special Meeting be accepted as corrected. YEAS: Daly, Jones, Patterson, Mokersky and Odom.

Motion by Mokersky supported by Jones that Resolution as Presented by Attorney Bollinger be accepted. YEAS: Daly, Jones, Patterson Mokersky and Odom.

RESOLUTION

WHEREAS: the case of Township of Dearborn vs City of Dearborn, had been remanded to the Circuit Court for the County of Wayne in Chancery for further proceedings in accordance with the opinion of the Supreme Court, filed in April 3rd, 1944 in said cause; and

WHEREAS: The City of Dearborn has informed us that it has received from tax collections and now has on hand sufficient sums of money to take care of liability of the City to the Township in said cause, and is now ready and able to pay such sum if the amount thereof were know at the present time.

THEREFORE BE IT RESOLVED, that the Township of Dearborn in consideration of further time being desired by auditors of both parties to determine the amount of the City's liability, does hereby waive any and all rights or claim to possible liability for interest on any sum or sums of money that might be owing from the City of Dearborn to the Township of Dearborn growing out of the proceedings in the cause above referred to from and after March 1, 1945.

Special meeting of the Dearborn Township Board as a continuation of the regular board meeting held March 13th, 1945, at 8: P. M. in the Dearborn Township Hall at 26807 Michigan Ave. Inkster, Michigan.

Meeting called to order at 1: P. M. Eastern Standard War Time, on Tuesday March 20th, 1945, Present: Daly, Jones, Patterson, Mokersky and Odom.

Motion by Mokersky supported by Odom, that the Treasurers report for the year 1944 as submitted to the Board be accepted and approved. YEAS: Daly, Jones, Patterson, Mokersky and Odom.

The following resolution was made by Mokersky supported by Odom.

WHEREAS: under Section 5 of Act 155 Public Acts of 1937, as amended the owners are permitted to further redeem properties of which the state becomes the owner on May 1st, 1945, providing these properties are withheld from the 1946 auction sale by a resolution of the municipality in which the properties are located, and,

WHEREAS: the municipalities in which the Properties are located, must approve the application of the owner to pay the 1941, and prior years taxes, and,

WHEREAS: the convenience of the tax-paying public demands that the information be obtained and arrangements to pay said taxes be accomplished in one office,

NOW THEREFORE BE IT RESOLVED:

1. That John J. Kozaren, Wayne County Treasurer, is by this resolution authorized to act as representative and agent of the township of Dearborn for the purpose of approving the application of the Property owners to pay the 1941, and prior years taxes, and

accept the necessary monies, the same to be forwarded to Lansing by him.

2. That the County Treasurer is further authorized by the Township of Dearborn, to request of the State Land Office Board the withholding of properties from the auction sale, provided that sufficient monies are deposited with the County Treasurer to effect redemption.

3. That the County Treasurer is to periodically report to The Township of Dearborn . The properties withheld by him and that this Board (Council) is in turn to confirm said withholdings of the County Treasurer with notice of same to the State Land Office Board.

4. That a copy of this resolution be mailed to the State Land Office Board.

Special Meeting held in Dearborn Township Hall at 8: P. M. on Thursday, March 29, 1945 in RE-To Building Code.

Meeting called to order by Supervisor Daly.

Present: Daly, Jones, Patterson, Odom and (Mokersky absent) also present Attorney Bollinger.

This meeting was called for the purpose of discussing the Building Code. Attorney Bollinger suggested that a committee be appointed to suggest changes in the Housing Code as presented.

The following persons were appointed by Mr. Daly, to serve on this committee Howard Jones, Mr. Perfette, Mr. James Rubb, Mr. Kilwin, Mr. Tony Wroblewski and Mr. Zeluff, Mr. H. Jones being appointed the Chairman of the above committee.

Motion by Jones, supported by Odom, that all exhibits in Carnivals be regulated and closed at 11: P. M. and a charge of $5.00 per permit for each exhibit. YEAS: Daly, Jones, Patterson, Odom and (Mokersky absent)

This meeting was called to order by Supervisor Daly.

For the Year, 1944(?)-46

Present Daly, Jones, and Patterson also Township Voters.

A Motion by Mrs. Bagshaw, supported by Mrs. Jennie Adams, that the Clerk's Office held be increased from $600.00 per year to $1200.00 per year and that the Supervisor's Salary be increased from $2400.00 to $3600.00 per year Approved by all.

A motion by Jones supported by Patterson that the Meeting adjourn: all YEAS.
