Dear colleagues, ladies and gentlemen, distinguishedrepresentatives of European Commission and public administration,
It is my pleasure to welcome you on behalf of Ministry of education and science of Montenegro.
Policy of our Ministry has traditionally been focused on providing good conditions for the development of human resources in research sector, which, in most of the cases required the support for their international mobility, since much of their career improvement depends on the international links and working conditions. Today, speaking on national level, we are very proud to have a wide possibility to map the existing public and private institutions that deal with mobility issues. Beside the University of Montenegro I want to mention Agency for International Scientific, Educational and Cultural Cooperation (ZAMTES), Montenegrin Academy of Arts and Science (CANU), University Mediterranean as well as the other higher education institutions.
The University of Montenegro was designated by the Ministry of Education and Science of Montenegro as the Bridgehead organization and at the same time as the institution which is going to establish the Euraxess service center, taking into account some advantages that this institution have concerning the mobility issue. I want to remarksome of them:
-experience of its International relations office,
-capacity and facilities to establish the new administrative service,
-a significant experience with EU education and research programmes management, and
-finally, this institution is the direct beneficiary of the largest part of our incoming mobility.
Given the size of our country the decision was to appoint the University of Montenegro as the Bridgehead organization which will at the same time host the Euraxess service center. We consider this structure as the appropriate one for the creation of the comprehensive national researchers’ mobility network. Since Montenegro has not had benefits from the complementary projects in the past such as WEB-MOB for example, we consider that achieving of this objective is of particular importance forMontenegro. The experience of the regional partners and countries that have already developed their national mobility centers would be of the extreme importance also.
Ministry of Education and Science of Montenegro wants to show its full commitment to this and similarinitiatives, hoping that the results of such activities will be visible soon, measured by the vivid indicators such as the number of our researchers going abroad as well as number of the incoming researchers and members of their familiesspending the full time in Montenegro. We do hope that this is one of the best ways for us to integrateour research society in European research area.
