Mayor Brunner called the meeting to order at 7:01 p.m. Roll Call-Present: Council members Breitsprecher, Diehl, Lambert, Stapp,Wickwire. Also present: Nick Dunbar, Joe Fritts, Jolene Fritts, Meredith Gallentine, Paula Gallentine, Cindy Green, Duane Green, Luke Hainzinger, Jeff Heck, Mark Hemmingson, Steve Hillman, Craig Johnson, Matt Johnson, Mark Klever, Alan Klocksiem, Yvonne Klocksiem, Gene Knopf, Darrell Montgomery, Brandon Osborne, Doug Owenson, Mary Beth Owenson, Kenny Sanders, Dick Swanson, Denise Ulicki.

AGENDA: Council member Wickwire moved to approve the agenda as posted. Second by Diehl. Motion carried unanimously.

MINUTES: Council member Wickwire moved to approve the minutes of the February 8, 2017meeting as printed. Second by Breitsprecher. Motion carried unanimously.

BILLS: Council member Wickwire moved to approve the bills as printed. Second by Diehl. Motion carried unanimously.

COMMENTS FROM THE FLOOR: None

WATER ISSUES: Kevin Lambert, Beth Wickwire, and Brent Brunner visited houses and inquired about the water quality. Many people stated it was getting better. The new part for the water plant has been ordered and will be on location in 6-10 days, according to Craig Johnson.

SEAL COATED STREETS: Brent Brunner, Kevin Lambert, and Beth Wickwire inspected the seal coated streets with Jeremy Rucker from Mannatts on Tuesday, March 8th. Mannatts will be sending a crew on March 9, 2017 to sweep up extra rock from streets and yards. The City crew will remove the rock and will use it for repair use.

SEWER AT 506 3RD AVE SW: The Council asked Darrel Montgomery what his original intentions were. Montgomery requested to put in his own septic system. Council member Wickwire moved to grant Darrel Montgomery a variance to install his own septic system, contingent that if any problems arise with the septic tank or system, Montgomery will be required to connect to the City’s sewer system per code. Second by Lambert. Motioned carried unanimously.

CITY COMP-TIME AND VACATION: The Council discussed paying all comp-time that employees have incurred. The Council also discussed vacation carry-over. Council member Breitsprecher moved to cap vacation carry-over to 240 hours yearly and to pay Craig Johnson’s balance over 240 in the next fiscal year. Second by Stapp. Motion carried unanimously.

ANIMAL PERMITS: The Council discussed the residents that have not returned their animal permits. The Council instructed the Clerk to give a courtesy call to these residents and to send certified letters. The Council will discuss this topic again at the April 12, 2017 meeting.

ACH MODULE: The Council discussed adding the ach module to the computer system. The Council wants more support from Data Tech before they move forward with this module. The Council tabled the ach module until a later date.

ORDINANCE 271: Council member Breitsprecher read aloud Ordinance 271. Council member Wickwire moved to approve the second reading of Ordinance 271, “An Ordinance Amending the Code of Ordinances of the City of Dayton, Iowa, 2013, by Amending Provisions Pertaining to Sewer Rental Rates.” Second by Breitsprecher. Motion passed by roll call: All ayes.

ORDINANCE 272: Council member Breitsprecher read aloud Ordinance 272. Council member Wickwire moved to approve the second reading of Ordinance 272, “An Ordinance Amending the Code of Ordinances of the City of Dayton, Iowa, 2013, by Amending Provisions Pertaining to Water Rates.” Second by Stapp. Motion passed by roll call: All ayes.

MOWING BIDS: The Council discussed the different bids. They compared the bids to the City bid. Lambert moved to accept Duane and Cindy Greene’s bid for $360 per mowing of the properties. Second by Diehl. Motion passed unanimously.

2017-2018 BUDGET: Mayor Brunner opened the public hearing regarding the 2017-2018 budget at 8:46 p.m. No comments were voiced and none had been received. After the hearing was closed at 8:48p.m, Council member Wickwire introduced Resolution 2017-5, “Resolution to Approve the Budget for the Fiscal Year Ending June 30, 2018”, and moved its adoption. Second by Stapp. Roll call vote-all ayes. Resolution adopted.

REQUEST CHANGE OF AGENT: Mayor Brunner opened the floor for comments. Meredith Gallentine presented the Council with a packet containing information pertaining to her mission, pending appointments, the City policy and City health insurance, and about her licenses. Mark Klever wanted to know the reason for the request. Council member Wickwire informed everyone that the Council wanted to hear the request officially at the Council Meeting. Mark Klever was not requesting the agent of change to be directed toward his business. Joe Fritts spoke about his contracts with other cities, and shared all his licensed agents. Council member Breitsprecher moved to give the change of agent to Meredith Gallentine. Motion failed to get a second. Motion failed. The City policies stay with Sandholm Insurance.

SEWER LAGOON RENTAL: The Council discussed sewer lagoon rental and advised the Clerk to advertise for bids in both the Dayton Leader and the Dayton Review.

CURB AND GUTTER 103 3RD ST SW: The Council discussed installing curb and gutter at 103 3rd St SW per the resident’s request. The Council wants clarification on how much of the property needed curb and gutter. The Clerk will gather more information on this property and other property owners on that street. The curb and gutter is tabled until the April 12, 2017 meeting.

OAK PARK GOLF AND RECREATION LIQUOR LICENSE: Council member Diehl moved to approve the Oak Park Golf and Recreation liquor license with Sunday and outdoor sales. Second by Wickwire. Motion passed unanimously.

CITY CLEAN UP DAYS: The Council set City Clean Up Days for June 2nd and 3rd. They advised the Clerk to contact TCB Sanitation and Pickett’s. They want information on what will be picked up and other options for City clean up. More information will be presented at the April 12, 2017 meeting.

CAMERA SYSTEM FOR FIRE STATION AND CITY HALL: Police Chief Nick Dunbar presented information on an 8 and 10 camera system. Council member Breitsprecher moved to purchase the 10 camera system for $649.00 contingent on the Fire Board paying the difference of the 2 systems in the amount of $150.00. Second by Diehl. Motion passed unanimously.

DEVELOPMENT GROUP: The Council discussed reforming the Development Group. It will be a sub-division of the Community Club.

LIBRARY CEMENT QUOTE: The Clerk presented a quote from Ed Ulicki for cement work at the Library. Council member Breitsprecher moved to approve the quote from Ulicki for cement work at the Library. Second by Stapp. Motion passed unanimously. The Council would like to include other areas that need cement work to be included in the bid.

CLERK TRAINING: The Clerk presented training offered by Iowa State University. The Council advised the Clerk to narrow what classes she was interested and the Council will discuss it at the April 12, 2017 meeting.

SOUTHEAST VALLY AFTER-PROM: Council member Diehl moved to donate $100 to the Southeast Valley After-Prom. Second by Stapp. Motion passed unanimously.

OTHER BUSINESS: Officer Luke Hainzinger was sworn in by Mayor Brunner. Nick Dunbar would like Firearm Instructor Training to be added to the April 12, 2017 meeting.

ADJOURN: Council member Diehl moved to adjourn. Second by Wickwire. Motion carried unanimously. Meeting was adjourned at 8:54p.m.
