1748.Mr T R Majola (DA) to ask the Minister of Basic Education:

Does (a) she, (b) her Deputy Minister or (c) any of the heads of entities or bodies reporting to her make use of security services paid for by the State for (i) him/herself, (ii) his/her immediate family members or (iii) any of their staff members; in each case (aa) what are the reasons for it, (bb) from which department or entity’s budget is the security services being paid, and (cc) what are the relevant details? NW1954E

RESPONSE

(a)MINISTER

(i)As per the Ministerial Handbook and South African Police Services (SAPS) regulations, the Minister and her immediate family is provided with security services paid for by the State, through SAPS. In the event that the service provided exceeds the maximum of eighty (80) hours during a specific month, the Department of Basic Education (DBE) is liable for such costs.

(ii)Refer to response in (a)(i).

(iii)None of her staff members make use of these security services.

In each case above:

(aa)What are the reasons for it?

Security Services are provided for all appointed Ministers as stated in the Ministerial Handbook.

(bb)From which department or entity’s budget is the security service being paid?

From the South African Police Services (SAPS) and the Department of Basic Education’s budget.

(cc)What are the relevant details?

Not applicable.

(b)DEPUTY MINISTER

(i)As per the Ministerial Handbook and South African Police Services (SAPS) regulations, the Deputy Minister and his immediate family is provided with security services paid for by the State, through SAPS. In the event that the service provided exceeds the maximum of eighty (80) hours during a specific month, the Department of Basic Education (DBE) is liable for such costs. The Deputy Minister does not have any static protection at his residences.

(ii)Refer to response in (b)(i).

(iii)None of his staff members make use of these security services.

Security Services are provided for all appointed Deputy Ministers as stated in the Ministerial Handbook.

(bb)From which department or entity’s budget is the security service being paid?

From the South African Police Services (SAPS) and the Department of Basic Education’s budget.
