Report Title: Community Engagement Group - Lay Member Report

1. SUSTAINABILITY AND TRANSFORMATION PLAN


The first joint meeting including Lay Members of the 3 CCGs in the STP area is to take place on 25 September in Ipswich. The organisation for the STP is starting to come alive as the services put forward their proposals for the Five Year Forward View which set out the umbrella for the strategy and how we intend to change to meet our aspirations.

One of the commitments was to break down barriers of how care is delivered. Some of the work in process is part of that programme:

1.1  Suffolk Primary Care – new Super Practice

1 April 2017 saw the start of Suffolk Primary Care, a partnership between 14 doctors’ surgeries from across the county.

The practices stay independent but by working together they can make best use of resources and share their expertise. The new body is to set up a patient implementation group which will meet every two months to help advise on the formation of Suffolk Primary Care.

The Super Practice newsletter says:

‘We are keen for patients to be involved in shaping the future of Suffolk Primary Care. Regular newsletters and information will be displayed in surgeries and on practice websites. ‘We also plan to hold regular Patient Participation Group (PPG) meetings and patient surveys to encourage feedback on our progress. You can help this by asking questions, voicing concerns or ideas and talking to other patients. You don’t need to be part of the PPG to do this’.

Paul Brown is the Chief Executive of the new Practice and is keen to work with us on engagement for the twelve practices in his organisation.

1.2  Primary care – workforce

A further aspiration in the Five-Year View was to develop primary care. The shortage of doctors and nurses to provide primary care services nationally has been highlighted in the press.

The West Suffolk CCG ‘Community Education Provider Network’ (CEPN) brings together organisations locally who can contribute to the recruitment and retention of these staff for West Suffolk. The group includes local education providers, primary care staff, and Health Education England (HEE). It is responsible for planning for the workforce needed and for the development of all primary care staff.

Initiatives fall into four main categories:

·  Increasing pre-registration student nurse placements in primary care

·  Increasing nurse mentorship capacity

·  upskilling existing workforce

·  Raising awareness of careers in primary care

The group has set out an ambitious programme of work, assisted by funding from HEE. A newsletter will keep staff in touch with developments.

1.3  IT Digital Roadmap

Central to the wish to provide ‘integrated care’ services is the acceleration of the IT Local Digital Roadmap (LDP) which shows how health and care organisations will use technology over the coming five years to join up and simplify services for patients. It is designed to make services more sustainable in the long term. It also supports the government ambition to become paper-free by 2020.

The West Suffolk Hospital has been identified by NHSE as a ‘centre of global digital excellence’ as one of the country’s 26 ‘most digitally advanced’ trusts following the introduction of e-Care. Up to £10 million of funding will be invested to accelerate the hospital’s existing plans to develop further its e-Care system. This is not about doing anything different than previously but means to make it happen more quickly.

Active engagement of patients and the public is an area critical to the success of the programme. This was raised at the Patient Revolution in June and delegates felt that the CEG could usefully develop an engagement programme for the roadmap implementation across the health system. Two members of the audience offered their support and will meet Kate Walker, Head of Digital Strategy and Transformation, the two members at the revolution, the Engagement team and any CEG members who would be interested to support.

2.  LOCALITY DEVELOPMENT

The project manager for locality development and roll out will report on progress at the meeting.
