ProjectSummary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsoreddevelopment programs throughout Pakistan. The Performance Management Support Contract (PERFORM)will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:

MSI is recruiting for a long-termData Management Officerto support USAID/Pakistan’s MSF. The Data Management Officer is responsible for managing and maintaining a database that tracks program activities and deliverables. He/she works closely with technical staff to update the status of activities and ensure the timely delivery of services and deliverables. He/she will also help prepare quarterly, annual, and other reports for submission to USAID/Pakistan.

This is a full-time position, based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.

Responsibilities:

  • Advise Chief of Party, in coordination with Geographic Information System/ Management Information System (GIS/MIS) unit, on updating systems for tracking and reporting on PERFORMPerformance Management Plan (PMP)indicators.
  • Develop archives for collecting all relevant information on PMP indidators.
  • Assist Chief of Party with the preparation of quarterly and annual reports to USAID/Pakistan.
  • Create and/or maintain a database and tracking system for all PERFORM Task Order Plans(TOPs) / individual activities.
  • Liaise with the task manager, unit directors, and technical advisors to update the status of activities.
  • Provide the Chief of Party with up-to-date information on each activity.
  • Maintain an Outlook Calendar for major activities related to TOPs and track them to ensure that deadlines are met.
  • Assist in the preparation of other reports for USAID/Pakistan, relevant government entities, and upper management.
  • Work with the technical teams and graphics support to prepare infographics/graphs for reports and presentations.
  • Provide support to technical units, as needed and assigned.

Qualifications:

  • MinimumBachelor’s degree in development, business administration, economics, or relevant field. Master’s degree preferred.
  • Minimum three(3) years of work experience in a relevant field.
  • Applied experience in the development sector.
  • Experience supporting USAID-funded programs preferred.
  • Basic knowledge of monitoring, evaluation, and research principles.
  • Applied research and/or monitoring and evaluation experience preferred.
  • Experience compiling and reviewing program information for reporting.
  • Basic knowledge of data visualization principles and graphic design.
  • Excellent written and oral communication skills.
  • Experience using the Microsoft Office suite.
  • Fluency in Urdu and English required.
