DANGEROUS GOODS HANDLING PROCEDURE AT CHENNAI PORT

WE WISH TO ADVICE WITH FOLLOWING CLARIFICATIONS FOR THE IMDG CLASS WISE CARGO ARRIVING IN CHENNAI PORT FOR IMPORTS / EXPORTS.

CLASS 1: EXPLOSIVES.

Only service explosives, manufactured fire works and safety explosives are permitted to handle in Chennai Port with certain conditions. For further details and clarifications Contact Dy. Port Conservator or Harbour Master Chennai Port Trust.

CLASS 2: GASES

Class 2 and all sub class (2.1,2.2,2.3) can be handled by CCT. However certain commodity falls under Environment Hazard, which needs permission from Tamil Nadu pollution control board.

CLASS 3: FLAMABLE LIQUID.

Class 3 and sub class (3.1,3.2,3.3) can be handled by CCT. As per Chpt safety regulations

Certain commodity quantity restricted subject to flashpoints. . Hence need Chpt Fire officer permission prior handling.

CLASS 4: FLAMABLE SOLIDS

Class 4 and sub class (4.1,4.2,4.3) can be handled by CCT.

CLASS 5: OXIDES

Class 5.1 Oxidizing substance and 5.2 Organic Peroxides can be handle by CCT. However some of the commodity comes under environment hazard, which needs permission from Pollution control.

CLASS 6: POISONOUS.

Class 6.1 Toxic and 6.2 Infectious substances can be handled by CCT.

CLASS 7: RADOACTIVE MATERIALS.

Class 7 grouped under three different categories. Any cargo necessarily obtain CHPT safe permit from handling the cargo and this is normally not approved with out no objection certificate issued by Atomic Energy Regulatory Board, Government of India, Anu Sakthi Nagar, Mumbai – 400 094.

For each consignment, However, small it may be, Each consignment shall be accompanied by a competent technical person during its transit from Port to its destination or vice versa.

CLASS 8: CORRESSIVE.

Can be handled by CCT.

CLASS 9: MISCELLANEOUS DANGEROUS SUBSTANCES AND ARTICLES.

Cargo can be handled by CCT. However some of the commodity comes under Environment hazardous, which requires clearance from Tamil nadu pollution control board.

As regard environmentally hazardous substances, Hazardous waste cargo, Tamil Nadu pollution control board permission for Imports/Exports for each consignment must be obtained before entry in to Chennai port. If it is being handled regularly in the Port, Then acknowledgement issued by Pollution control board Tamil nadu will suffice. As per our experience, we have seen this kind of cargo mostly falls under IMDG class 9, however these commodities also are classified under other IMDG class between “1 to 8 “and not necessarily only under IMDG 9.

Remarks:

There is no Blanket restriction on any IMDG cargo in Chennai Port. Only prior intimation as to the properties of the cargo is required as indicated in the MSDS (Material safety data sheet) so that the fire personnel and others can act efficiently and effectively in any case of any necessities.

All Import and Export Hazardous cargos irrespective of class should be informed to Chpt and obtain safety permit which to be submitted to CCT along with Declaration for exports and with D/o while taking delivery
