MINUTES

Meeting held in Dalry Community Centre on 6th March 2017 from 7 pm to 9 pm.

Chair Report

HG advised that everything would be covered in the meeting

Treasurer Report

JW advised that she is still getting the bank set up

HG welcomed Simon McGrory Project Officer who spoke about the “Garnock

Connections” initiative and confirmed that there would be further opportunities to

find out more about the funding opportunities and timescales. There were discussions around this

Police Report:

Sgt Joe Murdoch gave us the monthly report for Dalry, he advised that there had been

147 incidents in the period 9th January to 6th February.

Included in this was 25 crime reports with 12 of these being detected and 13 with

ongoing investigation,6 common assault, 2 Drugs offences, 8 thefts, 1 robbery detected,

12 public nuisance calls and 1 act of vandalism.

He also advised that the public can now highlight priorities on the Police Scotland

website.

The issue with the double yellow lines in Townend Street need to be taken up with

Transport Scotland as they have worn away.

Matters Arising

Dalry bypass

HG advised that we have received a letter from the Transport Minister Mr Yousaf advising

That the archeological digs are taking place currently and that tender submissions are

due to take place in March. Joy Brahim who was there to represent Kenneth Gibson

advised that Mr Gibson is trying to get more regarding the bypass and the den

realignment and will update when has this.

22 Sharon Street

There was a consultation which took place within the last month at the Community Centre. DM attended and it was made clear that the building will be on only about half of the ground and there will in fact be some ground left which could be looked at for additional parking for the school. Lynne Richardson is the contact there.

New Members

Due to AA standing down and Janet Gibson standing down. HG advised that we are looking for 2

additional members for the Community Council.

Centralised Bin store at Dalry Cross
It has been noted that since the last meeting the area is looking much better and that there are no bins being left at the seated area. DCDH have advised that they are willing to buy 2 Planters to put in the area where the toilet was to stop the parking there. DCC was also requested to ask Steetscene to consider relocating the two square planters currently located against St Margaret’s Church boundary wall.

DCDH update

At the DCC meeting AA provided the following update regarding the transfer of a number of initiatives from DCDH to DCC, and asked that arrangements be put in place to prioritise and progress any outstanding actions.

Why no written confirmation of funding and timescales as yet from Kenneth Gibson MSP?
The Dalry Bypass and the Den Re-alignment projects are now being progressed by DCC

Establish what progress has been achieved at Dalry Park Playground – action (DCC)

James McCosh to attend feasibility study meeting regarding Kilwinning – Kilbirnie cycle path. – action JMcC (DCC)

AA to contact Ian Kinghorn to arrange completion of works for the Dalry Walks Map at Bridgend. – action AA (DCDH/DCC)

A joint meeting to be arranged NAC/DCC/DCDH/DAG to discuss revision of planters and associated developments related to the proposed centralised bin store and pick up point. – action HG (DCC)

Issues about community benefit will be tackled by DCDH.

DCDH will continue to undertake funding applications for initiatives.

Greg Brown to be contacted regarding Dalry Walks and the possibility of future repair/development – action AA (DCDH)

Dalry public play park

The £30k for new equipment is still there and we were advised that the upgrades are still going ahead in the current financial year.

Planning

Retrospective planning for Wilson’s to extend their yard towards the river which has caused some issues with the riverbank as the path there and SEPA are looking into this. Suggested that we contact the Access officer to walk this and see the damage

Blair House there is a planning submission for external and internal alterations - objections to this

Licensing

There are no submissions this month

Training for Community Councillors

The dates for these have been advised and all Community Councillors were urged to check dates and advise when they can attend.

There are trainings on Introduction to Community Councils, Planning, Licensing, Community Engagement and Funding.

Notice boards

DCC have agreed to take over the day to day running of the notice boards but not the Maintenance of them.

Meeting with Dalry Community Sports Club

This has been arranged for 14th of March in Dalry Primary School at 7.30pm with members of the DCC, DAG and DCDH.

Window Art and Dalry Heritage Trail

A discussion took place around a project in Strathbungo where residents had transformed their front windows for and evening arts trail and if this was something we could involve the community of Dalry to do.

There was discussion about the current Dalry Heritage Trail initiative, and thoughts around the painter George Houston, and what had happened to some of the paintings donated to local organisations. It was confirmed that one of his paintings used to hang on the wall of a room in the old Dalry Primary School. - HG to speak to the school about this.

3rd Sector Conference

This is to take place on 30th of March between 10-2

Skate Park

Some discussion took place and it was suggested that Craig Allison speak to Dalry Community Sports Club as they have previously paid for a consultation report which included a skatepark within the Public Park.

The request for a Community Wind-farm was again brought up, and it was suggested that Craig Allison speak with Jennifer Ramsay at: to find out more.

HG then closed the meeting.

Next Meeting will be held on Monday 3rd April 2017 at 7pm in Dalry Community Centre
