ORDER

Whereas, office of United Nations High Commissioner for Refugees, 14 Jor Bagh, New Delhi is located at 14 Jor Bagh, Police Station Lodhi Colony, New Delhi.

2.And whereas reports are there that processions, demonstrations etc. are likely to be held in the area, which could cause obstruction to traffic, disturbance to public tranquility and threat to the security.

3.And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquility.

4.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978(i) UTL dated 1-7-1978, I, Yudhbir Singh Dadwal, Commissioner of Police, Delhi do hereby make this written order prohibiting in an area surrounding the office building of UNHCR upto a distance of 200 meters.

i)the holding of any public meeting;

ii)assembly of five or more persons;

iii)carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.

iv)Shouting of slogans.

v)making of speeches etc.;

vi)Processions and demonstrations; and

vii)picketing or dharnas in any public place within the area specified in the schedule and site plan appended to this order without a written permission.

5.The order shall come into force with effect from 21-08-2008and shall remain in force for a period of 60 days i.e. upto 19-10-2008 (both days inclusive) unless withdrawn earlier.

6.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

7.As the notice cannot be served individually on all concerned, the order is hereby passed ex-perte. It shall be published for the information of public through Press and by affixing copies on the Notice Boards of the offices of all District DCsP/Addl. DCsP/ACsP, Tehsil offices, all Police Stations and the offices of the NDMC and MCD.

8.Religious functions/rallies/public meetings etc. can be held with prior permission, writing, of Deputy Commissioner of Police, South District, New Delhi.

  1. This order shall not apply to processions, which have the requisite permission from the competent authority.

GANG OF BUS ROBBERS BUSTED BY THE STAFF OF P.S. MANGOL PURI,

OUTER DISTRICT : DELHI

Introduction:

With the arrest of (1) Sodan Singh @ Kalu, (2) Ravi Kumar, (3) Tarun @ Ladoo, (4) Dharambir, (5) Ashok Kumar, (6) Tej Singh (7) Sunil, the staff of Police Station Mangol Puri, Delhi has busted a gang of Bus Robbers, who used to commit robbery upon the passengers in Bus Route Nos. 254,918,954,982 & 940.

Brief facts:

To keep a check on the menace of pick-pocketing in running buses, a special team comprising of S.I Ajay Karan I/C P.P. Sanjay Gandhi Memorial Hospital, S.I Sunil Kumar, HC. Baljeet, Ct. Virender Rathi, Ct. Om Prakash and Ct. Sheshan was constituted. The team worked day and night and the untiring efforts of the special team finally bore fruits when on secret information accused persons were apprehended from a park near Peera Garhi Flyover while they were planning to rob passengers in a running bus. One country made pistol with a live cartridge was recovered from the leader of the gang Sodan Singh @ Kalu. Besides this three spring actuated knives, a packet of chilli powder and two iron rods were recovered from other gang members. A case vide FIR No. 404/08 dated 19.8.08 u/s 399/402 IPC & 25 Arms Act has been registered at PS/Mangol Puri, Delhi. The accused persons were subjected to sustained interrogation and during further investigation 16 mobile phones, three wrist watches and two purses, which seems to be stolen were recovered on their instance, which were seized as per the provisions of Section 102 Cr.P.C. Efforts are being made to connect these suspicious articles with their respective reported cases.

Profile of the accused persons:

Accused Sodan Singh @ Kalu above has been found involved in number of cases and is an absent B.C. of PS/Mangol Puri, Delhi. Other accused persons arrested in the case are budding criminals and have been found involved in cases of Theft, Arms Act etc.

RANSOM CASE SOLVED, BOY RESCUED

With the arrest of Vijay Kumar S/o Sh. Raghubir Raj R/O Vill. Mohiane, P.S. Bajpatti, Sitamarhi, Bihar Eastt. Distt police has solved a sensational case of kidnapping for ransom. The kidnapped boy Jitender aged 13 years S/o Bhurelal R/o East Laxmi Market, Delhi was rescued.

Incident

On 3.8.08, the complainant Sh. Bhurelal got the report of missing of his son Jitender lodged at PS Preet Vihar. A case vide FIR no. 388/08 u/s 363 IPC was registered.

Investigation

Search was made but no clue found. Later, a ransom call of Rs. 1 lac was received by father of the missing boy. SI NK Jha, IO of the case posed as uncle (chacha) of Jitender and talked to the Kidnapper. The caller told that Jitender has been kidnapped by a professional gang and asked for delivery of cash at Janakpur (Nepal). It was revealed that the caller was making calls from various places in Bihar. A team led by Pankaj Singh, SHO/Preet Vihar comprising SI N.K.Jha and Ct. Ajay of PS Preet Vihar was formed under close supervision of Sh.Rajneesh Garg, ACP/Preet Vihar and more information was collected. A team comprising of SI NK Jha and Ct. Ajay was dispatched to Bihar. In the meantime the caller continued making calls from different places in Bihar and SI NK Jha kept interacting with him as Jitender’s uncle. After intelligent analysis and painstaking efforts the police team was able to zero on the caller. The caller who was identified as Vijay was arrested from a PCO at Pakdi Chowk, Sitamarhi, Bihar. Jitender, who was kept in the remote area of Sitamarhi, Bihar was also rescued.

Interrogation

The accused revealed that he was under impression that Bhure Lal is affluent person and will give ransom amount easily. He hatched a plan to kidnap Jitender for ransom. He took Jitender from Guru Angad Nagar area on the pretext of site seeing. He took him to some places in Delhi and then to Bihar from New Delhi Railway station. He kept Jitender in his house and told people that Jitender is his friend’s son and has come to Bihar for touring. Jitender told that Vijay used to threaten to kill him by showing knife if he disclosed anything.

Profile of arrested person

The accused Vijay Kumar aged 25 years used to work with a caterer in Guru Angad Nagar, Delhi. He also worked with Jitender’s father for some time. He is married and has two children living at his village. He is illiterate and Jobless.

THREE PERSONS INCLUDING NEPHEW OF THE COMPLAINANT ARRESTED FOR EXTORTION BID

With the arrest of Vijay Pant @ Biju, aged 23 years s/o Narain Dutt Pant r/o H. No. B-213/25, IP Colony, Amrit Vihar, Burari, Delhi, (2) Sunny, aged 23 years s/o Prem Kumar r/o Khasra No.19/43, Gali No.45, C-Block, IP Colony, Amrit Vihar, Burari, Delhi and (3) Sonu, aged 23 years s/o Late Sh. Dharam Dass r/o Jhuggi G-228, G-block Jhuggi, Jahangir Puri, Delhi, North District police has busted a gang involved in making extortion calls and sending threatening letters to extort money from the owner of a reputed school.

TEAM AND THE INCIDENT

A team consisting of Inspr. Ram Pal Singh, SHO/Timar Pur, Inspr. Amar Deep Sehgal, Inspr. Spl. Staff/North District, SI Samar Pal Singh, I/C PP Jharoda, SI Ravinder Singh, SI Jogender Singh, HC Pushpender, HC Rajpal, HC Anil, Ct Sanjiv, Ct. Radhey Krishan, Ct, Ravi Khari and Ct Anil was constituted under the close supervision of Smt. Vimlesh Yadav, ACP/Civil Lines, North District.

On 09.08.08, one Sh. Govind Ram Pant s/o Sh. Tulshi Ram Pant r/o St. Johns Convent School, Gali No.112, Sant Nagar, Burari, Delhi had reported to the police of PS Timar Pur that he is the Principal as well as the owner of the above mentioned Convent School and that on 08.08.08 at about 05.00 PM some body had delivered an envelop to his guard which was addressed to him. It contained a threatening letter for demand of money and a live cartridge. On this, a case of attempt of extortion, Arms Act and criminal intimidation was registered at PS Timarpur and the investigation was taken up.

INVESTIGATION

During the course of investigation, the records of the criminals with similar modus operandi were scrutinized. The details of the incident were passed on to the stakeholders of the 'Eyes and Ears Scheme'. Technical surveillance was also mounted and after a painstaking exercise, the team identified the accused persons and apprehended them from IP Colony on 19.08.08.

During sustained interrogation, they disclosed that Vijay Pant worked as a driver with a private firm in Nirankari Colony. He was known to Sunny (unemployed) and Sonu (Safai Karamchari in a private firm) who also lived in the same vicinity. Further, they revealed that the complainant was the real uncle of Vijay Pant who was well off and the two families did not have visiting terms. A few days back, the motorcycle of Vijay Pant had got burnt. He had suspected foul play in the incident and had an intuition that it was the handiwork of his uncle Goving Ram Pant. He developed a grudge against him and in order to teach him a lesson, he associated Sunny and Sonu with him and decided to extort huge amount of money. Initially, they had sent a threatening letter and a live cartridge. Further, they started making phone calls demanding money from the complainant. One mobile phone and two SIM cards used by the accused in this incident and some documents have been recovered from their possession.

Further investigation / interrogation is in progress.

  1. Sonu s/o Late Sh. Dharam Dass r/o Jhuggi G-228, G-block Jhuggi, Jahangir Puri, Delhi is 23 years old. He has studied upto class 9th and is a private sweeper. Since, his income is meager and in order to meet his daily expenditures he joined Vijay Pant @ Biju and Sunny in this crime.

DESPERATE GANG OF INTERSTATE AUTO LIFTERS BUSTED AFTER A BRIEF ENCOUNTER :TWO STOLEN CARS (A SCORPIO & A MARUTI VAN) AND ILLEGAL FIREARM RECOVERED: TWO M.V. THEFT CASES SOLVED : A WANTED CRIMINAL (IN A SENSATIONAL CASE OF MURDER IN HARYANA) ALSO AMONG THOSE ARRESTED.

With the arrest of Harish @ Jai Singh, aged 21 years s/o Ram Kishan r/o Village Hassan Pur, PS & Distt. Jhajjar, Haryana, (2) Anil Kumar, aged 27 years s/o RajenderSinghr/oVillage Mola, PS Narnod, Distt. Hissar, Haryana, (3) Mohan, aged 29 years s/o Daya Kishan r/o H. No. 173, V & PO Goga, PS Narela, Delhi and (4) Deepak @ Rancho, aged 24 s/o Rajender Singh r/o V & PO Goga, PS Narela, Delhi, North District police has busted an interstate gang of notorious auto lifters. They had also fired at the police party in a bid to escape. Two cases of M.V. theft have been solved and two stolen four wheelers (a scorpio and a maruti van), illegal firearm and ammunition have been recovered from their possession. Further, it has emerged that accused Harish @ Jai Singh is also wanted in a case of murder cum attempt to murder of PS Jhajjar, Haryana in which he had fired upon his aunt (BUA) and his cousin Shekhar over a property dispute. While Shekhar died on the spot, his aunt was critically injured.

TEAM AND THE INCIDENT

A team consisting of Inspr. Paras Nath, I/C AATS/North, SI Mahabir Singh, ASI Sant Ram, HC Rakesh, HC Sanjay, HC Jileshwar, HC Rajesh, HC Mahesh, Ct. Manik Chand, Ct. Pradeep, Ct Rajender, Ct Ishwar and Ct Vijay was formed under the close supervision of Sh. S.S. Malik, ACP, Operation Cell, North District, Delhi.

In order to prevent and contain the increasing incidents of M.V. theft and cases of snatching in the area of North District, the above mentioned police team was constituted to develop information about auto lifters. A large number of auto lifters were interrogated and sources were also deployed. On 19.08.08, an information was received by the team that four persons, who are in possession of a stolen SCORPIO car, would come from Jhajjar, Haryana side and pass through Hanuman Mandir, Civil Lines. On the basis of this information, a trap was laid at Ring Road, Opposite Hanuman Mandir, Civil Lines and at about 5.15 PM on 19.08.08, at the instance of the informer, four suspicious persons traveling in a SCORPIO car were signaled to stop. Instead of obeying the instructions of the police team, they fired at them with a country made firearm and tried to escape while reloading the weapon, leaving behind the vehicle. The police team showed exemplary courage by not allowing them to reload their weapon and further overpowering all of them. On their cursory search, two illegal firearms alongwith three live and one fired cartridges were recovered from them. They were further asked to show the documents regarding ownership of the vehicle in their possession. However, they could neither produce any document in this regard nor they could give a satisfactory reply. On verification, it was found that this car was stolen from the area of P.S. Salvasa, Jhajjar, Haryana. A case of attempt to murder, causing obstruction to govt. servants in discharge of their official duties, Arms Act and recovery of stolen vehicle was registered against the accused persons at PS Civil Lines and the investigation was taken up.
