Minutes of the Meeting held at the Community Centre, Ystalyfera on Thursday 15thJune 2017

3998: Police Matters
It was stated that the next PACT Meeting will be held on the 6th July 2017.
3999: Minutes of Previous Minutes
Clerk received funding application forms (Awards for All – Big Lottery Fund) from ‘Cariad’ for defibrillators. Clerk to speak to NPTCVS regarding assistance with completing the forms.
Clerk purchased the new domain name for the new council website, Old domain name (ystalyferacommunitycouncil.org) has been renewed via Ystalyfera Development Trust. Clerk will redirect domains so that they point to the new website. Councillors to forward photos of the area to Clerk for inclusion on the website. Agreed that new Councillor photos for the website will be taken after the next meeting. Clerk to begin creating new website.
Signatory issues with Barclays now resolved. It was decided that Councillor B. Lewis will be added to bank signatories.
Swansea Council back-payment of pension contributions resolved.
Clerk awaiting response from Ross MacKenzie (Amberon) regarding two replacement baskets for Ystalyfera.
Clerk spoke to Mike Stephens (Centregreat) regarding Christmas lighting. He suggested using festivelighting.co.uk and has given the name Shaun as a contact. Clerk to contact Shaun.
Agreed that Clerk should book Santa Sleigh with Swansea City Council for Friday 15th December 2017.
Park equipment: Disabled wheelchair swing £3500 or Mirage seat £420 with harness £60 (all prices excluding delivery & installation). Councillor R. Davies to contact family of disabled child to find out which swing option would be most appropriate.
It was stated that the new school at Ystalyfera will be holding an open evening on 29th June 2017. Councillors invited to attend.
Landslip at Cyfyng Road: DŵrCymru devising a plan to re-connect supply. It was stated that a further landslip had occurred and canal culvert was blocked causing flooding in the new Swansea Valley Business park. Senior NPT Council officers to visit the site.
4000: Matters Arising from Minutes
Zurich Insurance: Suggestion by Zurich Account Manager that the Council purchase a fireproof cabinet for the Community Hall to keep previous years accounts. Chair suggested using an old gun cupboard. This will need to be checked by fire officers to ensure it is fireproof.
Chair suggested purchasing flower pots for placing in appropriate areas within the local community. Cllr. R Davies suggested placing them on the verges. Chair to contact Ceredigion Council to gain advice on this and to find out more about what they have done in Lampeter and Aberystwyth.
Cllr. R Llewelyn attended the One Voice Wales area meeting. Clerk to make copies of Code of Conduct handout.
Clerk to enquire regarding cost of new Christmas lighting for the new lamp-post in Godre’rGraig.
Clerk to contact Mike Stephens regarding installation of Christmas lighting for the area.
Public telephone removed from Chemical Row. Chair expressed concern as to the lack of mobile phone signal on the main road.
It was stated that rubbish is being left next to the bench seat in Godre’rGraig. Cllr. R. Davies to investigate this further and to enquire regarding placement of a rubbish bin.
Cllr. R Davies suggested replacing the tables and chairs in the Community Hall as well as the flooring. Clerk will research prices.
4001: Correspondence
(i)Ynysmeudwy Pottery Book:Clerk to order two copies for Ystalyfera and Godre’rGraig schools.
(ii)Helen O’Farrell:Letter received regarding offer of flowers. Clerk to respond with thanks and inform her that we are waiting for pots/tubs.
(iii)Email from Katie Padfield (NPTCVS):Alltygrug Action Group. Council decided to invite the group to discuss matters before the next meeting.
(iv)NPTCBC re: Road links at Ystalyfera new school: Letter received from NPTCBC stating that detailed assessments will be completed.
(v)Seafarers UK Merchant Navy: Letter received asking the Council to buy a flag. As the Council has no flagpole, it was decided not to purchase.
(vi)Barclays:Letter received confirming new signatories.
(vii)One Voice Wales:Invitation to area committee meeting. Cllr. R. Llewelyn attended.
(viii)South Wales Third Sector Law and Governance Conference: Invitation to attend on 7th July. Councillors decided not to attend.
(ix)Royal Mail: Letter received regarding Council correspondence address. Clerk will inform of changes.
(x)Email from Noir James: Request for the £300 donation towards the Chunky 7’s event and copy of logo. Clerk to send cheque and email logo.
4002: Planning Matters
Cllrs. A. Llewelyn and R. Davies declared an interest and left the room.
Land at Alltygrug: It was stated that planning has been approved but with conditions. Ground stability report to be done.
Public Footpaths: Access through field that previously had a public right-of-way. Application supported.
Planning application:Arwel Williams. Council require further information on proposed building.
Planning application: Sam Watts. Planning agreed.
Planning application: Joshua Lines-Zechmann. Planning agreed.
Planning application: Miss Hulme. Planning agreed.
Planning application: William Ainsley Davies. Planning agreed.
4003: Leisure Matters
Project Group meeting Monday 5th June 2017 was cancelled. A new date to be arranged.
It was stated that the bench seat at the Gardens in Ystalyfera had been removed. Residents have asked for the bench to be put back or replaced. Clerk to contact NPT Homes regarding this matter.
Residents of Penyrallt wish to have a bench seat installed. It was suggested that this be discussed in the next project group meeting.
4004: Financial Matters
Clerk to send £450 cheque to Noel at the Bowls Club to pay for grass mower.
Annual accounts and annual governance statement approved by Chair and signed. Clerk to send External Audit documents to BDO.
