Minutes of the meeting of Meidrim Community Council held at Meidrim Village Hall on Tuesday 25th October, 2016.

2. Minutes of the meeting held 27th September, 2016

Minutes were accepted as correct on correction of the following:

4 (a) Report from County Councillor

“Play Area money from the RDP” and not “LDP”

Village Green

“a complaint had been made regarding the low cables over the Village Green”

Grass Verge

“J. N. Williams to cut the Grass Verge”, to be cut in the Spring or when necessary ”

3. Public Question Time

No one present.

4. Reports

(4a) Report from County Councillor

In the absence of the County Councillor the following written report had been received:

(a) I was referring to the RDP and not LDP, that applications can be made on an annual basis for grants to help with the running costs of amenities

(b) Written to Nia Stokes to oppose the closures of the Telephone kiosk. Also spoke today to Llinos Quelch, Director of Planning, regarding my strong objection to the idea of removing all the Telephone Kiosks

(c) Contacted John McEvoy recently regarding the traffic calming

(d) the minutes of the previous meeting, not sure how we stand at the moment regarding section 106 money as Ruth Mullen had not responded to the letter regarding my objection as to the intention of using this money for the tarmac.

(4b) Report from Meidrim Welfare Committee Liaison

As previously reported the Christmas party was being held on the 3rd of December, 2016. Everything was in hand regarding the “Pod” and a representive from the company was calling at the Play Area next week.

(4c) Report from School Liaison

A Governors meeting was being held next week, a newsletter had been produced by the School. An event was being held at the Black Lion.

(4d) Report from One Voice Wales liaison

Nothing to report.

5. Mattera Arising:

Picnic Area

No further information received from the Solicitor, the Clerk to write a further letter.

Village Speed Restriction

As reported earlier in the meeting County Councillor J. Lewis was in contact with Mr John McEvoy.

Meidrim Public Conveniences

Nothing new to report, but continuing to wait for confirmation regarding whether payment for the new tarmac was being taken from the 106 money.

The Chairman had prepared a report of the work carried out at the public conveniences and also up-to-date readings of the electric meter.

Defribillator

The training session had been very successful and well supported by individual organistions. A photograph was taken of people present that had contributed towards the Defribillator and this would be placed in the local press. A request had been received for a further training session possibly in the New Year, although it was mentioned that some people automatically receive training in the work place. The possibility of it being included during Meidrim Carnival week was mentioned.

Village Green

Due to the fine weather lately the Village Green was continuing to remain dry. Counc. L. Roberson had sprayed around the trees, and Counc. T. Sinden and Mr Glyn Phillips had been weeding the Village Green.

J. N. Williams had signed the contract for another year, cost of mowing Village Green £100.00 plus V.A.T. per cut, strimming/trashing perimeter around the field for Autumn 2017 will be £250.00 plus V.A.T.

Wind Turbine – Gelliwen

The Clerk to contact the Clerk of Trelech Community Council for any updates regarding the availability of the promised funds for surrounding villages.

Footpaths

An e.mail had been received from Carmarthenshire County Council stating that no reply had been received from the Welfare Association as to whether or not they will allow the path to pass through the playground. The main issue being that they have a dog exclusion on the site, and obviously dogs would be allowed on the footpath, CCC are encouraging sites such as this to be brought under PSPO’s so that the Authority can carry out enforcement. The Order has been drafted in regards to the Council owned land, but they are not to go ahead until the Welfare Association decides what they want to do. If the Welfare Association decide against the path another possibility is that the path could terminate at the playground boundary, as it is a public space. Some paths lead to public spaces/places of public interest, they could follow this proposal but it is obviously not ideal.

They e.mail also confirmed that the Council is quite prepared to repair the fence-line and make it safe, if the new owners would like to retain it, otherwise it will be removed. Any legal issues relating to getting the path legally recognised/adopted may take some time as there is a backlog of other work to attend to as well as this issue and it is not pressing as the path is open for people to use without the legal work being in place. They will let us know regarding the repair/removal of the fence.

Initial of quarterly financial report/bank statements

It was not possible to initial the report prepared by the Clerk as it did not include enough detail.

Budget 2016/2017

The information prepared was an income and expenditure report and not a budget report, the Clerk to re-visit the information prepared and it would be discussed again at the next meeting.

A V.A.T. claim for £2,290.68 had been sent to HMRC.

8. Planning Matters

Nothing to report.

9. Correspondence

(a) Hywel Dda health board – “let’s talk health”

(b) Dyfed Powys Police Commissioner – strategic suggestions

(c) Carmarthenshire County Council – Official notification had been received regarding the consultation exercise regarding B.T.’s proposal for removing public payphones, as well as giving communities the opportunity to “adopt” red telephone kiosks within Carmarthenshire at a cost of a £1 each, and to remove the telephony.

This was discussed and everyone was encouraged to send in objections, Counc. T. Sinden agreed to place this information on the Facebook page.

10. Any other business:

(a) Pumping Station

The trees around the pumping station were overgrown again, the Clerk to contact Dwr Cymru.

(b) Mud on road

Counc. V. Morgan had previously asked the Clerk to report the excessive mud on the road from passbye to the Bridge on Meidrim Road as it was very dangerous driving conditions, also by Penlan Farm.
