The October meeting of the above named community council was held at Aberporth Village Hall on Tuesday 18th October 2016 at 6:30pm. The Chairman; Cllr Gethin Davies; presided.

Present:

Cllr Jann Tucker, Cllr Hywel Evans, Cllr Dai Ogilvie, Cllr Gethin James, Cllr Richard Williams, Cllr Colin Evans, Cllr Anne McCreary, Cllr Mike Harwood and Cllr Jackie Brown.

The Chairman expressed the Councils’ sympathies to Cllr Richard Williams and his family on the loss of his mother.

A welcome to Cllr Anne McCreary after her illness.

Minutes need to be amended to reflect that apologies had been received from Cllr Colin Evans. Subject to the amendment Cllr Richard Williams proposed that the minutes be accepted as correct, this was seconded by Cllr Hywel Evans and agreed unanimously.

Ceredigion Community Health Council Locality meeting Friday 14thOctober 2016, 10.00 am at the Waunfawr Hall, Aberystwyth.

Cllr Dai Ogilvie informed the meeting that the laptops owned by the village hall committee were not being used; he had contacted Santander who provided the grant to buy them and was advised that as long as the grant had been spent according to the application then the village hall were free to do what they wished with the equipment. One is to be used by the Secretary of the Village hall; a second to another member of the village hall to undertake a website project and a third laptop to the Village Hall treasurer; the remaining are being donated to Aberporth school.

A request had been received from Jean Gough to put a plaque on an existing bench. It was noted that the bench she identified had recently been refurbished by Cllr Anne McCreary and she intends to place a memorial plaque on it.

It was suggested that she may like to put a plaque on a proposed bench on the coastal path.

The Consultation on removal of BT phone boxes including opposite the old post office in Blaenannerch and one in Blaenporth was noted; there were no comments against the proposal

Ceredigion County Council Consultative Meeting 2016 is to be held on 23rd November at 6.30pm in Cardigan. It was agreed that Chairman, Vice chairman and county councillor would be attending.

Cllr Jann Tucker requested that the issues of parking on the beach be raised. Cllr Ogilvie felt that there was a shortage of parking and to attract people to the area with boats that there was no real problem with parking on the

beach when village car parks are full.

Concerns about people going down too fast on the slip were raised and Cllr Gethin Davies noted that a new sign to advise that it is a pedestrian area has been put up.

Cllr Gethin James noted that this has already been to Ceredigion County Council scrutiny committee and without enforcing trespass laws there is nothing that can be done. He did raise the question of how other areas can charge for parking on the beach.

Cllr Colin Evans noted the Llangrannog park and ride system; how has this been achieved? He enforced that there has not just been issues with parking on the beach but throughout the village.

Cllr Gethin James requested that speeds going up the hill past the school be raised with the County Council and also that the community councils request to be included in Gosafe scheme with the speed camera van has never happened despite the necessary data testing being undertaken. He suggested that temporary speed limit of 20mph be considered during drop off and pick up times similar to outside Llanarth school.

He would like to see the Blaenporth straight being enforced at the 60 and he has spoken with the police commissioner regarding this.

Cllr Mike Harwood suggested signs that show the actual speed of the vehicle be installed. Cllr Gethin James noted that whilst these are being used on Carmarthenshire there aren’t any in Ceredigion.

Cllr Gethin James requested that the question be asked if the county council has any intention to go back to regular road sweeping services?

Cllr Richard Williams noted that they have been done recently on pre gritting routes.

Cllr Anne McCreary had received complaints about speeding in lower Brynglas where young children are playing.

She also reported that Mrs Mary Bott, on the evening of village hall meeting; had nearly got knocked over by a car going very fast down the road.

Cllr Gethin James informed the meeting that there is a live planning application in New Road and that a revised drawing showing two entrances with a new road behind; he has commented that he is not happy with this as who would be responsible for the road? He has met with a highway officer on site and requested that traffic calming measures be included on this road; a wider road will result in faster vehicles and will require traffic calming to ensure vehicles maintain 20mph.

Cllr Gethin James noted that it is within community council powers to undertake traffic calming. He suggested that the community money being raised as part of the new holiday home tax system could be used for this purpose.

Councillors noted concerns and issues with vehicles not slowing at the mini roundabout by Dyffryn Garden and the high hedges limiting visibility.

Cllr Gethin James felt that there was not much use of traffic calming measures in Ceredigion.

Cllr Anne McCreary requested the planting of more daffodils bulbs. It was agreed to purchase two sacks for Aberporth and a sack each for Parcllyn, Blaenporth, Blaenannerch.

Cllr Jacki Brown reported a section of pavement at Heol yr Wylan closed until repairs are done. Cllr Richard Williams has reported to Ceredigion County Council.

Clerk provided an update on the information panel. Ceredigion County Coucnil have approved the work and obtained a price. The artwork needs to be agreed. Anne Stokoe of Menter Aberteifi has given permission for the art work in the maritime information leaflet to be used.

It was agreed that the initial design needed to be amended to reflect the art work in the maritime leaflet. IT was requested and agreed that a second panel be purchased by the community council to be located at Penrhodyn

Clerk was contacted for an Evaluation of Ceredigion Coastline: Unlocking the Potential funding which we benefited from for the steps adjacent to lower welfare park.

Groundworks Play session was organised and held in Parcllyn playground.

Clerk enquired about the proposals to make improvements to the storage shed at the cemetery. Cllr Mike Harwood and Cllr Colin Evans to organise repairs. It was suggested that a water butt be placed on a stand and to extend the guttering into it; agreed to get two.

Cllr Mike Harwood informed the Council that the footpath down to Dolwen beach bank is slipping.

There is a bank of sand on the rocks below the welfare park.

Village hall and community council have contacted Ceredigion County Coucnil with concerns regarding sand levels; there has been no response.

Cllr Richard Williams reminded the Council of the bonfire and fireworks to be held on 5th November

Cllr Jann Tucker enquired about Brynseion path. Cllr Gethin James has spoken to Ceredigion County Council as this route used to have vehicles along here; he noted that there are lots of different classifications for paths, by way open to all traffic or just as a footpath. This gives a stronger case for footpath and if designated the community council could put it on the schedule to keep it open.

It was agreed to ask the contractor to cut back the section between the two properties on the small path section leading from Jamsons to the coastal path.

The Chairman had nothing to report. He has been busy clearing back the paths.

He reminded the Councillors of Rembrance service.

Clerk confirmed for the Chairman that the Pensioners dinner was to be held on 7th December and lists would be in the shops by beginning of November. Need to ask Mrs Rees if she will be available to play the piano for Christmas carols. It was noted that Reverend Tizzard was unwell and suggested that we identify someone to say grace.

The Christmas trees have been ordered for delivery in the last weekend of November.

Cllr Jann Tucker reported on the progress of Blaenporth Management committee; they had recently attended a funding meeting organised by CAO and have now submitted an initial enquiry to the Heritage Lottery Fund and are

looking at ways of getting other small grants.

Have a constitution, committee of church & community members, meetings are 1st Thurs monthly; finance meeting 2nd Thurs monthly; a sub committee to do grant funding. A bank account has been opened with a balance of £2000 raised at the carnival. They are recording their voluntary hours. Church of Wales has been approached and plans have been drawn and agreed are they are inviting 3 tenders/quotes £100k to £150K. Plans include the removal of pews – keep 6; installing a kitchen and toilet, raising floor and installing under floor heating; remove steps; reinstate water supply; new heating system; external porch door, move millennium window, install internet, purchase table & chairs. Monday club; Wed coffee morning; crèche health visitor, exercise classes, social events

Cllr Jann Tucker proposed that the community council give them some of the money from the community fund; they are working on establishing match funding

Cllr Hywel Evans felt that it would be better to wait until they have the permission from the church

Clerk suggested that the community council pledge the funds rather than hand it over. Cllr Jann Tucker agreed that this was a good idea and suggested £10,000.

Cllr Gethin James felt that it was good that the project is progressing and that a decision was made by the community council that we would be match funding and have indicated we would prioritise this project.

It was agreed that if they are going to heritage Lottery Fund for the grant the community council will provide them with a letter/confirmation that we will support matching funding. When ready to proceed Blaenporth Management committee can provide the community council with the relevant grant information.

Cllr Gethin James noted that it was right to use the community fund in this way; enabling Blaenporth committee to access grant funding for a £150k project

Cllr David Ogilvie had attended the school governors meeting and he reported that is everything running smoothly, with happy children and a school that is well staffed.
