A complete proposal must include:

Proposals must also include signed Letters of Supportfor cash or cash-equivalent contributions equal to or greater than $5,000, as well as for in-kind contributions equal to or greater than $20,000. Additional letters of in-kind support/contributions or non-funded partner indications of interestshould also be provided where deemed helpful to corroborating end-user interest, key statements of value, confirming the “redirected” nature of contributions, or unique contributions as outlined in the main proposal. Letters must clearly indicate the proposal title, and may be delivered by fax, courier, or scanned and emailed (deadline: March 12, 2014).

  • Proposals received either incomplete or after the deadline will not be reviewed or funded.

6. Description of the proposed project
Describe the proposed project, including how it willaddress the challenge outlined in the competition announcementof identifying the full breadth ofkey drivers and associated risks related to elements of municipal water management, how these risks are being addressed through current risk management practices, the relative significance and interrelationship of these various risks, and the risks and practices that would require consideration in an integrated risk approach for municipal water management.

7. Description of the project approach and work plan
Describe in detail the proposed approach and work plan for the project. The work plan should clearly indicate how your team proposes todetermine the range and nature of the various risk management approaches currently being applied that must be considered if a new framework is to be inclusive and practical, and provide an overview of the options for a risk management approach that could enable effective integration.This should include:details on theapproach and plan for convening a national consultation workshop that brings together and gathers feedback from the various communities addressing different elements of risk management, including academic and non-academic experts (municipalities, utilities, regulators, technology and service providers, and the finance and insurance sectors); a clear plan for how the information exchanged at the national consultation workshop will guide the development of and be included in the final report; a description of how the final report will achieve the project objectives; the proposed report format; details on how the report will be generated; and a clear timeline that lists milestones over the duration of the work (note required project deliverables described within the Competition Announcement). There should be sufficient detail to allow reviewers to assess the scientific rationale and merit of the proposed approach to the work. Provide references for any cited literature in section 14 of this form.

Describe the relevance of the proposed project to the currentCanadian decision-making context, and demonstrate how well it is positioned to inform decision making for municipal water systems.
