  1. Meeting commenced at 6:30 p.m.

  1. Senator Clark requested to amend theagenda and add to the discussion Block Party ideas for the Haiti donations.

  2. The Director of Statewide Affairs Katelyn Rauch went over theminute corrections.
  3. The February 2nd minutes are approved after some corrections were made.

i.The Back to Basics registration is due tomorrow for the retreat that is this weekend.

  1. ASI Update
  1. Senator Douglas Whitesell served as a great representative for ASI Board at the last meeting.
  2. There were changes that were made in the ASI election code.
  1. Muhammad Yunus Event
  1. I am securing tickets for the event.
  2. There are other campuses coming to the Thousand Oaks eventMuhammad Yunus Event.
  3. Student Government is thankful of our University for this event.
  1. New Student Union
  1. There is not a solid date for the opening of the New Student Union yet.
  2. Please make sure we are all serving students at the immediate time.
  3. Thank you for the flexibility in dealing with moving offices and all of the changes this year.
  1. Yield to Lobby Corps Director Anthony Bernardo
  1. Lobby Corps Update
  2. Lobby Corps plans on traveling to San Francisco acramento twohree times this semester.

iii.Lobby Corps has one more visit to Sacramento.

iv.We are currently focusing on the Master Plan for Higher Education.

  1. We are also focusing on local legislatorsures and will be setting up appointments with them.
  2. We will be working more on sustainability before next year.
  1. Other Updates
  2. Met with our Supervisor Kathy Long.
  1. Kathy Long encourages students to be safe and she supports sober driving.
  2. I am working with her on a Public Relations campaign.
  3. Our campus can possibly get County money for working on this campaign.
  1. Sailing Update
  1. The County wide and State wide level is boating right now.
  2. The Channel Islands waterfront is teaching the younger generation how to sail.
  1. Furloughs
  1. SDSU put together a survey about furloughs and how it impacts the students.

  1. ASI Elections Committee
  1. ASI Elections Committee met last week and decided on a marketing plan to get more students to vote in ASI elections.

B. Maximus Committee

  1. I attended this meeting today.
  2. April 9th is the final date for the Maximus event.
  3. The Maximus Committee is still deciding on a venue.

  1. CHESS Conference April 23rd-26th
  1. There are five rooms reserved at the Sacramento Hyatt Hotel.
  2. There are about 15 people attending the CHESS conference from CSUCI.

  1. Student Fee Advisory Committee (also known as IRA)
  1. Begaun its meetings for Sspring 2010. Requests for University 392 courses have been submitted, most of which have been approved. The committee will be deliberating on whether to fund 75% or 2/3 of these courses in the future, mainly to sustain funding for on campus IRA related activities, as UNIV 392 courses are usually associated with study abroad. Of course, all proposals are considered based on how they relate to class offerings and the University’s mission.
  1. Events Budget
  1. Within our “events” budget, each senator currently has $150 to go towards something valuable to their constituency. Keep this in mind, as you set your goals for this semester.

ii. According to our allocation from ASI board, we anticipated spending would be $4000 by December 31st, 2009 from this account. However, only $212 was used during town halls and statewide day of action, leaving Student Government $3788 cushion in “events” budget!

  1. From December 31st through end of spring semester, we’ve budgeted $1950 for events. That gives us a total of $5738 to work with during this time period.
  2. We’ve been conservative in our spending so far. I suspect that once the Student Union opens, these funds will be valuable in creating experiences and events for students. The plans for future block-parties & voter registration may also share in this budget.

  1. Lobby Corps
  1. Our Lobby Corps will be connecting with other Lobby Corps from other CSU campuses.

  1. I met with two legislatorures and the heads of each academic Senate of the UC, CSU and Community Colleges.
  1. AB656 Update
  1. The AB656 bill went to theAssemblySenate floor last week.
  2. The bill passed 42 to 28.

  1. The Student Advisory Committee met this week.System Wide Budget Advisory Committee met this week at the Chancellors office to discuss the proposed budget..
  1. CSU Budget Update

i. If the federal funds fall short, the budget proposes to list 4.6 billion of triggered cuts.Katelyn discussed the budget implications and what happens if the federal money come through.

G.Senator Elizabeth Bingham

  1. There are going to be Valentine cards in the Student Center this week.
  1. This week in the New Student Center there is a Valentine’s Day card making event. There are also supplies to make friendship bracelets. Also in the New Student Center, sign a poster and make a friendship chain in rememberance of Larry King who was killed two years ago, February 12, 2008, for his sexual orientation and gender expression
  2. Resident Assistant information sessions are continuing this week. For more information contact
  3. Housing is sponsoring a blood drive to donate blood to the victims of Haiti. It will take place on Tuesday March 2, 2010 from 10AM- 4PM. It will be help in Santa Cruz in the G1 Lounge.
  4. The Pi Party will be held on March 18, 2010. It is an event in housing to recognize individuals who obtained a 3.14 GPA and above. Everyone is welcome to come and celebrate and eat pie.

ii.There is a blood drive for victims in Haiti this week.

iii.There is a housing event for students that earned a 3.14 or higher.

  1. I need T-shirt ideas with a Haiti theme for the Block Party.
  2. I want to create an event that gets all the students involved.
  3. There is lots of money for Clubs & Orgs. I would like to get some cool events going.

  1. College for a Day will take place February 27, 2010 27th
  1. This event is hosting 250 students.
  2. They are putting on a workshop about the college.
  3. College for a Day is looking for volunteers.

  1. I am officially cart certified.
  1. Health Advisory Committee.
  1. A lot of students have requested to know what was offered in the health center.
  2. I am tabling on Tuesday to help promote the health center.
  1. Business Club Fundraiser
  1. The Business Club is trying to raise money Thursday at Toppers.
  2. There is a Haiti fundraising at Chiles Thursday night.
  1. Senator Alexander See
  1. The Social Sciences have been getting more of a shaft with furloughs.
  2. I would like to see a Resolution encouraging professors to furlough on Fridays.

  1. Maximus Committee.
  1. We are promoting Maximus at the 80’s Block Party in March.
  1. Dolphin Discount Program
  1. The list is now on the CSUCI website now under Dolphin Discount.

N. Senator Douglas Whitesell

  1. Attended an Athletics Advisory Council Meeting as Brandon could not attend due to a conflict.
  2. Meeting was primarily for informing all the committee members about the specific details of how athletics are implemented at university campuses.
  3. Kevin is recommending me to fill Brandon’s position.
  4. Scholarship money is a limiting factor for conference membership.
  5. State budget condition overall is a limiting factor for athletics.
  6. Attended Student Fee Advisory Committee meeting
  7. Instructionally-related activities, including student travel through University 392 courses, have had their funding recommendation decided. I’m not sure when these will go to President Rush, but some of the courses are taking place this term or this summer.
  8. Attended IT Policy and Planning Committee
  1. Representatives from Pearson Education discussed new and emerging trends in educational information technology. The representatives believed the iPad would revolutionize how we use educational content.
  2. The meeting was also about cost savings for the University and the students.
  1. Attended an ASI Board meeting.
  2. Elections Code was amended to reflect electronic voting and changes to entities selections process.
  3. Additional funds were allocated for electronic voting. We’re trying to have it, but I would not be surprised if we had to do paper ballots still.
  4. Special ASI Board Meeting — Next Tuesday at 8 AM to fill the Vice Chair vacancy and general board member vacancy.
  5. Working with Ms. Rauch and Mr. Schallert on small issues in ASI, along with Ms. Thompson and Dr. Evans-Taylor, to ensure that the integrity of the organization is preserved and that students are best heard.

  7. Attended SPB Ice Skating on Friday—well done!
  8. Condoms and Candy is this Thursday between 11 and 3 in front of Broome Library.

Discussion Items:

  1. ASI Entity Elections
  • SPB has changed their Constitution. This was passed on February 2nd.
  1. SPB’s election and removal process has been changed – internal selection is by job interview.
  2. This will take away power from the Senate and will give more to ASI.
  3. Senator Douglas Whitesell does not like the legislative power being taken away without a referendum or student oversight.
  4. Senator Brandon Clark agrees with Senator Whitesell. He believes that this is a commitment that we have to our constituency, to represent the students and make changes responsibly.
  5. President Kevin Schallert does not like that the board is creating these bylaw changes. The process with ASI change should be approved by a process that adds credibility and is slower and more deliberative.
  6. Advisor Jaimie Hoffman says that Student Government should recognize students that came to the ASI board.
  1. Student Protection Act
  1. Senator Douglas Whitesell says it is a good idea to have a reasonable notice of the fee increases, but180 days is too long for notice.
  2. Senator Jonathan Neira does not like the 180 day notice either.
  3. Senator Brandon Clark says we need more than 10% to run the school. We should talk with the legislature and ask for an alternative to raising fees during the semester so this can be a more effective bill.
  4. Director of Statewide Affairs Katelyn Rauch says the months between January and May is crucial for our budget. We would probably have to pay fees by August. If the state came out with the budget on time and we had 180 days, we would know our fees around December. The realistic time span is 60 days. It’s not that the University won’t function off of 10% but other parts of the University will take a hit like the administration and staff.
  5. President Kevin Schallert would like to get an amendment for this bill.
  6. This bill is titled Senate Bill 917.

  1. Block Party Discussion
  1. The Student Government table is having a Haiti donation table.
  2. There will be T-shirts that say “I donated, Haiti 2010” and they will be available for donators.
  3. The general consensus from Senate is that we should order 100 t-shirts at the Block Party.
  4. Some of the Senators will be looking into different vendors for the best pricing for the Haiti t-shirts.
