14. General Summary of Function/Purpose of Position
This position serves as the recognized resource for the Department of Natural Resources Forest Resources Division’s (FRD) communication strategies. This position is responsible for planning, developing and implementing the division’s marketing, communication and public relations strategies. In this capacity, the employee is responsible to write, edit and oversee the design of print and online materials; responsible for leading the marketing and promotion of the state’s forest resources and programs to encourage increased understanding of the role FRD staff plays in the sustainable management of 4 million acres of state forest land. This includes coordinating ways for FRD to use new technologies and coordinating promotional programs. These activities include electronic-based marketing through the use of social media tools; the development of publications and displays for marketing areas; coordination with other departmental staff engaged in communication activities; and evaluation of efforts and their impact. This position represents the unit and division and acts as a liaison with other divisions within the Department as well as with external entities to coordinate promotional programming and technical efforts.

Duty 1
General Summary of Duty 1 % of Time 40Develop, coordinate and oversee all communication, public relations and marketing activities for the Forest Resources Division. Research and determine the appropriate venues, compose the materials and determine the proper distribution plans. Provide analysis of communication media.
Individual tasks related to the duty.
· Solely responsible for all written communication pieces focused on the work of the division that are distributed to the public.
· Assist staff with distribution of public information, both content and supportive materials.
· Write – or assist in writing – and coordinate the production of all communications, literature and advertising, including press releases, media advisories, annual reports, strategic plans, monthly/bi-monthly staff emails, magazine and radio ads, promotional brochures and informational letters.
· Solicits the cooperation of press, radio and television for the promotion of programs and services.
· Develop and design PowerPoint presentations for the division chief and assistant chief as needed under tight deadlines.
· Serve as recognized resource for all contact on media inquiries, press releases, marketing initiatives, and external communications.
· Communicate with Forest Resources Division staff, other department staff and the public to identify new areas to focus on for marketing initiatives.
· Expert reviewer of communication, public relations and marketing materials prior to public distribution.
· Analyze and monitor impact of communication, public relations and marketing efforts of division on the general public.
· Provide analysis of communication, media and report findings.
· Serve as point of contact for dissemination of division’s outreach and education materials.
· Work with other DNR staff on special communication, public relations or marketing efforts and attend meetings and act as liaison with other agencies and organizations.
· Plan and attend conferences, seminars, educational events and trade shows to share marketing materials and promote the Division’s work and resources (e.g., the Forest Products Summit and Detroit River Days).
Duty 2
General Summary of Duty 2 % of Time 20Serve as the recognized resource for the investigation, adoption and utilization of a variety of social media and electronic systems to transfer information to internal and external audiences.
Individual tasks related to the duty.
· Serve as the FRD point person to develop content/ideas to be used on DNR’s social media sites – including those of a text, graphic, photographic or video nature.
· Solely responsible for all forestry-related emails distributed through the DNR’s electronic mail service – GovDelivery – including development of content, plan for distribution, and effectiveness of information shared.
· Encourage subscriptions and monitor retention rates of individuals engaged through DNR forestry-related topics in GovDelivery.
· Utilizing GovDelivery, responsible for selecting and disseminating information to the appropriate media to execute the information sharing.
· Oversee from idea conception to final product video development for the division.
· Perform market research (in collaboration with Marketing and Outreach and public information officers) as appropriate.
Duty 3
General Summary of Duty 3 % of Time 20Serve as the backup to the Division’s web administrator working on the development and maintenance of Forest Resources Division’s website(s).
Individual tasks related to the duty.
· Consult and provide guidance to the FRD web administrator to design, write, organize and maintain websites of an external and internal nature (intranet/internet).
· Create web-specific promotional materials as necessary.
· Work with web administrator and Division program managers to overhaul existing websites to ensure content is up-to-date, accessible and easy for the public to use.
Duty 4
General Summary of Duty 4 % of Time 20Conduct special projects to assist with Division programs, projects and initiatives. Examples include: forest health issues; wildfire prevention on state and private forest lands; Arbor Day and assistance to private landowners, communities, cities and citizens.
Individual tasks related to the duty.
· Consult with other division/department staff to identify areas for promotion and marketing collaboration/cross-promotion.
· Assist division managers with PowerPoint presentations as needed to promote division programs or budget requests to the Executive Division and/or the Legislature.
· Determine what materials would be most effective to use. Responsible for the design and purchase of special products for department constituents.
· Continuously monitor and evaluate effectiveness of programs and need for expansion or change.
· Participate in education and outreach events or programs as requested.
· Work with FRD staff to write and edit grants to obtain funding for promotion of programs that will benefit and promote public outreach efforts.
· Other duties as assigned.

This position (working within Department guidelines set by the Marketing & Outreach Division, the Executive Office and/or the Public Information Officer) will make independent decisions regarding the appropriateness of information to be contained in developed materials and in what format the materials should be. They will have the expertise to decide how content should best be presented to have the desired outcome for the public. The decisions made will directly impact the reputation of the division with all who utilize the services.

23. What are the essential duties of this position?
To plan, development and implement marketing strategies and materials to be used in support of division activities. This position will serve as the recognized resource in FRD with the knowledge of the best way to convey messages to the public regarding Forest Resources Division initiatives or policies/procedures. They will keep abreast of technology and how best to utilize that in the mission of the division. They will work in tight collaboration with other department personnel in achieving these goals.

25. What is the function of the work area and how does this position fit into that function?
Program Services Section provides various types of business, financial, administrative, and program support to all Forest Resources units statewide. This position will serve as the sole position within the division to accomplish all marketing and communications initiatives.
Communication is the key to letting residents of the state know what is available to them and reaching individuals in a variety of mediums is a requirement. This coincides with the state’s leadership direction to preserve and enhance our natural resources and encourage individuals to participate. This position will serve as the sole position within the division to accomplish these marketing and communications initiatives through the development and presentation of a variety of materials.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree in English, journalism, communications, broadcasting, telecommunications, advertising, communication arts, public relations or a related field.
EXPERIENCE:
Three years of professional experience in preparing and disseminating informational and promotional materials equivalent to a Communications Representative, including one year equivalent to a Communications Representative P11.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge and ability to utilize social media.
Knowledge of public relations and promotional methods and techniques
Knowledge of the types of informational media appropriate to the work
Knowledge of departmental services and programs.
Skill in the development of marketing and communications materials.
Ability to interpret and explain departmental services and programs.
Ability to work well independently as well as with others and to organize and coordinate multiple tasks simultaneously.
