14. General Summary of Function/Purpose of Position
Coordinate, review and monitor MDOT activities and position statements with national transportation associations such as the American Association of State Highway and Transportation Officials (AASHTO) and Transportation Research Board (TRB), etc., supports research and technology transfer needs, provides technical communication support, and coordinates staff involvement with Transportation Research Board (TRB) and the National Cooperation Highway Research Program (NCHRP). This position coordinates and manages the research staff to develop, monitor, and deliver MDOT’s Research Program. This position directs, plans and implements policies, procedures, and budgets in these areas. This position will be responsible to serve as lead coordinator of the State Transportation Innovation Council (STIC), Federal Everyday counts initiatives, and other Federal Research or Innovation initiatives.

Duty 1

General Summary of Duty 1 % of Time 60
Develop and manage research activities within the Highway Bureaus (Bureaus of Field Services and Bureau of Development and Bureau of Bridges & Structures). Coordinate all research needs by overseeing activities and making recommendations.
Individual tasks related to the duty.
1.  Coordinate activities by scheduling work assignments, setting priorities, and directing the work of subordinate staff.
2.  Coordinate the development of the SPR with the Bureau of Transportation Planning staff.
3.  Manage the Michigan Transportation Research consortium of universities research program.
4.  Coordinate the needs of the Highway Bureaus with universities and other entities performing research activities.
5.  Catalog all research activities ongoing within the Highway Bureaus.
6.  Direct the preparation of status reports and budget summary reports for all research activities and report to the Deputy Director. Monitor ongoing research within the Highway Bureaus.
7.  Work with universities to develop research proposals that match their areas of expertise to the department's area of need for future department studies.
8.  Access research programs in other states and determine best practices used by others for proposing research, evaluating proposals, conducting studies, and post-critiquing of activities, and implement those best practices.
9.  Work with the private sector and universities to develop applied research projects which could implement those best practices.
10.  Assess highway research projects with universities to ensure practical application of results in improving the quality of our products.
11.  Coordinates the updates of national transportation research database with MDOT research publications (RIP), Transportation Research Record (TRR), Transportation Research Information Database (TRID).

Duty 2

General Summary of Duty 2 % of Time 25
Develop, coordinate, and monitor MDOT's position on national issues.
Individual tasks related to the duty.
1.  Work with the Highway Bureau Directors, the Chief Operations Officer and the Department Director to develop
and document MDOT's engineering position on national policy issues.
2.  Provide recommendations on new national policy initiatives.
3.  Represent MDOT on national association task groups and committees (examples: ASSHTO and TRB).
4.  Represent the Director for Field Services, the Chief Operations Officer and the Department
Director as required.
5.  Identify research and technology transfer opportunities with other countries. Implement such opportunities as
practical.
6.  Coordinate the activities of other staff representing MDOT at national association meetings and conferences.
7.  Assure that MDOT's position statements are coordinated, consistent, and uniform in nature.
8.  Update and track MDOT Membership on TRB Committees and NCHRP Panels.
9.  Track the implementation of TRB annual meeting takeaways and report annually to MDOT leadership.

Duty 3

General Summary of Duty 3 % of Time 15
Provide assistance to the Director of Field Services and the Chief Operations Officer on emerging national best practices.
Individual tasks related to the duty.
1.  Represent the Deputy Director of Field Services and the Chief Operations Officer on the Legislative Review Committee.
2.  Assist in the resolution of issues which may arise between MDOT and other states and federal agencies.
3.  Present MDOT's position as required, to the State Transportation Commission.
4.  Participate in legal defense of lawsuits against MDOT; serve as an expert witness in both state and federal court cases.
5.  Serve as a member of the Engineering Operations Committee.
6.  Perform other duties as assigned by the Director of Field Services.
7.  Serve as lead Coordinator of the State Transportation Innovation Council (STIC), Federal everyday counts initiative and other Federal Research or Innovation initiatives. Responsible for scheduling the Council meetings and coordinate the information gathering of the innovations from the STIC members and MDOT staff.

Exercise independent judgment and make independent decisions based on existing procedures, past practices, or experiences. Initiate new or extend existing guidelines to address any situation not covered by existing practices. Frequent contacts are made with the Governor's staff, legislators, various state and local agencies, federal agency officials, private businesses, and the general public.

Sitting for long periods of time at a computer. Considerable demand for traveling statewide and out of state with overnight stays. May have extended hours of work, including nights and weekends, as needed, especially during times of emergencies.

23. What are the essential functions of this position?
This position is responsible for overseeing, directing and making recommendations concerning university research for the Highway Bureaus. Position directs, plans and implements policies, procedures and budgets in these areas. Position reports to the Director for the Bureau of Field Services, and coordinates all activities relating to research.
This position supports research and technology transfer needs, provides technical communication support, and coordinates staff involvement with Transportation Research Board (TRB) and the National Cooperation Highway Research Program (NCHRP). This position coordinates and manages the research staff to develop, monitor, and deliver MDOT’s Research Program.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Bachelor of Science Degree in Civil Engineering. Master of Science is highly desirable.
EXPERIENCE:
Two years’ experience equivalent to an Engineer Manager Licensed 3; one year as at the 4 level.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of principles and practices of transportation engineer. Considerable knowledge of federal, state and local relationships and the impact to MDOT. Ability to recommend policies, procedures and resolution based on evidence and knowledge of the supervisor's viewpoint. Considerable knowledge of management principals. Ability to communicate effectively. Ability to work with news media.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid Michigan driver’s license
Licensed Professional Engineer in the State of Michigan.
