14. General Summary of Function/Purpose of Position
The function of this position is to assist the Park Supervisor and Lead Worker in the day-to-day operations of Metamora-Hadley and Ortonville Recreation Areas. The parks are located in Lapeer County. The parks consist of over 6000 acres, and contain a 214 site modern campground, a 25 site Equestrian Campground, 2 designated beaches, 5 boating access sites, 3 Picnic Shelters, and over 14 miles of trails. This position performs scheduled tasks as assigned to carry out the operations and maintenance of the park in compliance with Department and Division policies and procedures. The purpose for the position is to provide quality recreation opportunities to the public and preserve/protect the natural and historic resources of the park.
This position will require that the employee be able to obtain and hold a DNR-PRD law enforcement commission. Applicants/employees must obtain passing physical fitness test certificate prior to hire *The fitness test is administered by the Michigan Commission on Law Enforcement (MCOLES)

Duty 1

General Summary of Duty 1 % of Time 30
ADMINISTRATION/PUBLIC CONTACT
Individual tasks related to the duty.
·  Provide information to visitors concerning facilities, services, and Park and Recreation rules/regulations.
·  Disperse general information on facilities and local attractions.
·  Enforce Parks and Recreation rules and regulations.
·  Handle complaints and fill out incident reports.
·  Respond to accidents and medical emergencies.
·  Report public incidents to supervisor and fill out proper paper work as needed.
·  Conduct foot and vehicle patrols of grounds and facilities.

Duty 2

General Summary of Duty 2 % of Time 40
PARK MAINTENANCE
Individual tasks related to the duty.
·  Trim and remove trees and brush.
·  Perform minor electrical, plumbing, concrete and carpentry repairs.
·  Instruct and assist summer rangers in cleaning and minor repairs of the facility.
·  Assist in setting up a safety program and perform tailgate safety talks.
·  Conduct daily safety inspection and repair hazards.
·  Assist in the opening and closing procedures for the facility.
·  Clean and sanitize public restrooms, showers, and other facilities as needed.
·  Operate and maintain equipment such as lawn mower, weed whip, leaf blower, DNR radios, small hand and power tools.
·  Perform minor maintenance on state-owned vehicles, tractors, and other motorized equipment.
·  Employee performs a wide range of facility, equipment, trail, and grounds keeping maintenance tasks as assigned.
Ensure that proper safety equipment is being used when performing maintenance tasks.

Duty 3

ADMINISTRATIVE/FINANCIAL
Individual tasks related to the duty.
·  Prepare and make bank deposits as required.
·  Train state workers in proper cash handling techniques.
·  Report overages and shortages.
·  Use Central Reservation System (CRS) to record and track reservations and passport sales.
·  Register campers and assign campsites as appropriate.
·  Sell and reconcile Recreation Passports purchased by visitors.
·  Maintain records and prepares reports.
·  Account for all money collected and accurate Recreation Passport permit inventory.
·  Compile various reports on park and recreational area activities.
·  Maintain an effective radio communication system.

STEWARDSHIP (Natural & Historical)
Individual tasks related to the duty.
·  Assure protection of assigned properties to benefit present and future generations.
·  Enforce compliance of rules which protect the land and buildings from unauthorized use.
·  Comply with environmental and/or historical regulations.
·  Is cognizant of protected and/or endangered species and historical features within properties.
·  Identify and implement control of invasive species.
·  Assist in natural and historical interpretation and recommends interpretive signage or displays.

PERSONNEL
Individual tasks related to the duty.
·  May participate in the training of new workers.
·  Assist in the development of employee work assignments.
·  Participate in and oversees the work of subordinate personnel.
·  May be assigned supervisory responsibilities in the absence of the unit supervisor and Lead Worker
·  Ensure compliance with the safety and regulatory authority vested in the Department of Natural Resources.
·  Direct the safe operation and maintenance of power and hand tools, and diesel or gasoline powered equipment.

MISCELLANEOUS
Individual tasks related to the duty.
·  Trap small animals that are nuisances within the recreational area and releases them in an appropriate location.
·  Pick up and delivers supplies and other materials.
·  Required to obtain and maintain first aid and CPR certification.
·  Perform related work as assigned.
·  Work cooperatively with other State Department/Bureau/Division personnel.
·  Promote Recreation Passport & Passport Perks program.
·  Participate in outreach and promotional programs related to the DNR, PRD, and assigned unit.

Matters concerning public and employee safety, including routine problems and interpretation of operational policies. Decision on day to day maintenance. Temporary/routine assignment of State Workers.

Provide assistance to the Park and Recreation Supervisor and lead Ranger in the day to day operations of facilities.
Ensure the facility is maintained and operated in a safe manner for all employees and public.
Ensure DNR Parks and Recreation Rules and Regulations are followed.
Ensure proper financial processes and practices are followed.
Assist in training and oversight of summer rangers (State Worker-4’s)

The unit park is established and maintained to provide a location for quality outdoor recreation and appreciation by the citizens of Michigan and out-of state visitors, and to protect the park’s unique natural and historic resources. This position is critical in providing these opportunities.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Education level typically acquired through completion of high school
EXPERIENCE:
6 Level: No specific type or amount is required.
7 Level: One year of experience in a park or recreation setting or in the construction trades.
8 Level: Two years of park and recreation experience including one year equivalent to a Park and Recreation Ranger 7.
Alternate Education and Experience
Completion of at least 8 semester (12 term) college credits in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger E.
Completion of at least 15 semester (22 term) college credits in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and Recreation Ranger E.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to communicate effectively, resolve disputes and maintain composure in stressful and emergency situations.
Knowledge of computer applications and operation.
Knowledge of power and hand tools, skilled trades (carpentry, electrical and plumbing).
Ability to maintain records and prepare reports.
Knowledge of building, equipment and grounds maintenance.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of a valid driver’s license.
Possession of current CPR and First Aid certifications (Renewed every 1-3 years as required).
Submit to and pass a physical examination, pre-employment drug test, and criminal history check, as well as complete DNR training to obtain a DNR-PRD Law Enforcement commission. Required for continuance of the commission: successful completion of annual DNR Survival Tactics (ST) training, periodic law update training, random drug testing, etc.
