14. General Summary of Function/Purpose of Position
The purpose of this position is to help oversee and participate in the daily operations of Otsego Lake State Park, the Pigeon River Country Forest and a multitude of other State Forest Campgrounds, Boating Access Sites and Trailheads for an assigned shift. The employee in this position will oversee subordinate Parks and Recreation Division Seasonal Rangers, State Worker 4s and other seasonal personnel while participating in the work.
The employee in this position will assist the Park Supervisor in a variety of day to day operational duties. These duties will include but are not limited to assisting in the development of schedules and work assignments, directing, coordinating and participating in construction and maintenance projects, requisitioning of supplies and materials, training of seasonal employees and overseeing the work of subordinate personnel. This employee will also be the unit’s safety officer and will assist the Park Supervisor in keeping the unit up to date with current safety standards and required safety plans.
The employee in this position will assist the Park Supervisor with a wide array of office duties. These duties will including but are not limited to compiling and submitting various reports in a timely manner, maintaining inventory and training records, answering surveys, over sight of our campground host program, keeping and submitting law enforcement records, over sight of the cash handling procedures of subordinate employees and assisting in the accounting situations with CAMIS.
This position requires that the employee be able to obtain and hold a DNR Recreation Division Law Enforcement Commission.

Duty 1

General Summary of Duty 1 30% of Time
MAINTENANCE AND OPERATIONS
Individual tasks related to the duty.
·  Participate in and oversees the work of subordinate personnel.
·  Perform janitorial tasks, carpentry, building repairs, grounds maintenance, vehicle & equipment repair, electrical and plumbing repairs, and be able to safely and efficiently use any tools and equipment necessary for the accomplishment of these tasks
·  Maintain and update skills and knowledge pertaining to cleaning supplies and cleaning procedures including new “greener” replacement products.
·  Plan, organize and direct routine preventative maintenance tasks and repairs including minor construction projects.
·  Operate and maintain various pieces of equipment. Equipment includes but is not limited to trucks (+/- 10,000 lbs), farm tractors, equipment trailers (+/- 10,000 lbs), motorized carts, riding and push lawn mowers, string trimmers, leaf blowers, chainsaws, and an array of electric power tools.
·  Write reports and fill out maintenance and operational forms and logs as delegated by the park supervisor.
·  Plan, prioritize and assign daily operational and maintenance tasks to subordinate employees.
·  Assist park visitors with campground registration, the sale of Recreation Passports and POS items.
·  Plan and implement maintenance of park facilities and infrastructure to meet Recreation Division standards.
·  Oversee and perform periodic inspections, routine cleaning and maintenance of the park facilities, infrastructure and trails. Maintain records of inspections including but not limited to playground, fire extinguisher, equipment, sewer pump, sewer treatment plant, hazardous trees and buildings.
·  Plan, implement and oversee routine maintenance and operations of the other facilities that are administered by Otsego Lake State Park. Including but not limited to the Pigeon River Country Forest and its facilities, a variety of State Forest Campgrounds, Boat Access Sites and Trailheads. Perform periodic inspections, routine cleaning and maintenance of those facilities.
·  Assist with periodic inspections, maintenance, operation and administrative responsibilities of the parks waste water treatment facilities. Ability to obtain operator’s certification for system.

Duty 2

General Summary of Duty 2 25% of Time
CUSTOMER SERVICE
Individual tasks related to the duty.
·  Assist and offer resolutions to campers and day users with concerns, problems and complaints.
·  Encourage and maintain an attitude of positive public relations.
·  Disseminate information and answer questions as needed by the public.
·  Assist boaters at the facilities’ boat launches with routine and non-routine concerns in a manner consistent with department and division policies and procedures.
·  Assist in the manning of the campground office for staff breaks, lunches and shift changes.
·  Assist with public programs and special events.
·  Address safety issues that might directly or indirectly affect public safety including emergency situations and weather related issues.
·  Attend public meetings that pertain to the park or other facilities administered out of Otsego Lake State Park.
·  Ensure compliance with the departmental and division policies, procedures, rules and regulations as they pertain to the public.
·  Keep the Unit Supervisor apprised of areas of concern in the park as related to customer service.
·  Assist with the responding to public correspondence in the form of phone calls, faxes, emails, letters and verbal communication.

Duty 3

General Summary of Duty 3 15% of Time
ADMINISTRATIVE/FINANCIAL
·  Assist in the recruiting, screening, interviewing and selection of seasonal rangers, state worker 4’s and campground hosts.
·  Create and maintain safety records for staff training while acting as the safety officer for the park.
·  Maintain vehicle and equipment usage and maintenance records.
·  Prepare, record and make bank deposits as required by departmental and division policies and procedures.
·  Train rangers and state workers in proper cash, check and credit card handling techniques.
·  Report and document overages and shortages.
·  Use CAMIS to record and track camping registrations.
·  Register campers and assign campsites as appropriate.
·  Sell and reconcile Recreation Passports purchased by visitors.
·  Maintain records and prepare various reports.
·  Assign Recreation Passports to staff and reconcile assignments using CAMIS.
·  Assist the Unit Supervisor with depositing all money collected, unused Recreation Passports and inventoried sale items.
·  Maintain an effective radio communication system.
·  Over sight of the Campground Host program, including scheduling and planning activities, tracking expenses of program, assisting with needs of hosts, and evaluations.
·  Assist in the responding to surveys requested by various agencies both public and private.

Duty 4

General Summary of Duty 4 10% of Time
SAFETY
Individual tasks related to the duty.
·  Maintenance and oversight of records pertaining to public and employee safety programs and training.
·  Report to Unit Supervisor unsafe or unusual conditions that involve injuries, property damage or theft, potential litigation, facility breakdown or closure, power outages and missing persons.
·  Report all injuries and accidents to supervisor.
·  Participate in the development and implementation of park safety program, including but not limited to employee training.
·  Strive to ensure compliance with MIOSHA standards and Departmental and Division policies and procedures pertaining to employee and public safety.
·  Safely operate State owned or leased vehicles and equipment.
·  Inspect vehicles and equipment on a regular basis to insure that they are in safe operating condition and that log books are kept up-to-date.
·  Keep the Unit Supervisor apprised of areas of concern as related to public and employee safety.
·  Identify targets, and maintain ongoing hazard tree removal program.
·  Will take on the responsibility of the park’s safety officer however various safety officer duties may be delegated to a Seasonal Ranger E with the Unit Supervisor’s consent.
·  Will maintain up-to-date records that pertain to park Material Safety Data Sheets (MSDS) and the transition to the Global Harmonizing System (GHS).
·  Update and maintain required Federal and State government postings.
·  Will maintain records of monthly and annual safety related inspections including but not limited to playground inspection, fire extinguisher inspections and air compressor inspections.
Duty 5
General Summary of Duty 5 10% of Time
LAW ENFORCEMENT
Individual tasks related to the duty.
·  Enforce state administrative rules and other laws within the facilities administered by Otsego Lake State Park. This may require such tasks as making physical arrests, writing appearance citations, visitor evictions, and assisting other law enforcement actions.
·  Conduct safety and security actions necessary to provide a reasonable safe work and recreation environment for public usage.
·  Conduct vehicle and foot patrol of grounds and facilities.
·  Acquire and retain a State of Michigan law enforcement commission as a DNR/PRD policy directs.
·  Respond to accidents and medical emergencies.
·  Represent the Department in a favorable light by working with other law enforcement agencies and first responders in the performance of their duties.
·  Prepare and assist in the preparation and documentation of incidents within the park including filing concisely written Incident Reports.
·  Maintain issued law enforcement equipment such as radios, batteries, handcuffs, flashlights, batons, and pepper spray.
Duty 6

PERSONNEL
Individual tasks related to the duty.
·  Train or assist in the training of subordinate employees including Seasonal Rangers, State Worker 4s and program personnel such as the Host Camper programs.
·  Train or assist in the training of staff in proper money handling of State revenues.
·  Train or assist in the training of staff in the proper use of State and CAMIS computers and their programs.
·  Train or assist in the training of staff in the proper use of tools and equipment needed to complete assigned work.
·  Train or assist in the training of staff in safety precautions including use of personal protective equipment and safety talks and presentations.

·  Assures protection of assigned properties to benefit present and future generations.
·  Enforces compliance of rules which protect the land and buildings from unauthorized use.

·  Be cognizant of protected and/or endangered species, natural communities and dedicated and proposed natural areas as well as cultural and historical features and structures within the park and other facilities administered out of Otsego Lake State Park.
·  Develop, implement, and prioritize programs to address emerging stewardship issues including but not limited to invasive and protected species, site expansion, water quality issues, natural community enhancement and prevention of inappropriate user activities to meet the unit’s core objective of visitor safety and resource protection.

Physical efforts:
On a daily basis: Walking, standing, bending, lifting, kneeling, climbing, pulling, repetitive use of hand/power tools, use of cleaning chemicals, operation of motor vehicles.
On a regular basis: Use of paints and solvents, operation of tractors/mowers, operation of other vehicles, operating chain saws, felling trees, stressful situations with the public including emergency response and law enforcement efforts.
