Croton Watershed Clean Water Coalition has learnedalarming newsthat Spectra Energy will construct a massive 42" diameter shalegas transmissionpipeline andenormous compressor stations (CS) in Stony Point (Rockland),Brewster, NY (PutnamCounty) and 3in CT, please see attached. They are upping in size and intention from a present consumer line to agigantic transmission line. The mapshows the line running from Ramapo (Rockland) under the Hudson at Stony Point to Somers (Westchester) and eastwards intoSoutheast(Putnam) to connect with Algonquin's line. It continues through CT andMAterminatingin MA Bay, indubitably for a yet to be approved export terminal further creatingcolonial exploitation of our once magnificent state and country. There'll modify 25 existing metering and regulating (M&R) stations and construct 2 new ones.

This aboveinformation and the following was sent tothe surrounding BrewsterCS town boardstoday to educate and involve them. To appreciate the enormity of this line and CS, the hotly contested Constituion transmission pipelinehas a 30" diameteranda presentcapacity of 650,000 dekatherms.Millenium is 24" and 30" with 600 milliondekatherms capacity per day. Over the past7 years Milleniumcontinued to increase its dekatherm capacity from an original 150,000 to nowits massive amount. This proposed Spectra/Algonquin pipelinewill be increased to42" withno mention in the attached of how many dekatherms. Pipelines can leak raw methane at the joints at72 times the impact on global warming than carbon dioxideand they canexplode.

In addition to the 24/7 extremely high-decibel noise generated, air emissions from a shale gas CS areextremely harmfulas theyemit methane,BTEX compounds, benzene, toluene, ethylbenzene, xylenes, carbon monoxide, hexane, and volatile organic compounds. They have been associated with significant headaches, bloody noses, skin lesions, blisters, rashes, and severe respiratory problems The air emmision problems come not from conventional gas collected from shallow pools but from unconventional hydrofracked deep shale gas, also laced with radon. John Hanger of PA on his blog advises that there exist fuel switching andtechnological fixes to mitigate the emissions but just what they are we have yet tolearn whichwould beessential whencombined with sufficient public pressure for them to be forced to add on.

The compressor station in Brewster will be at142 Tulip Roadoff Dingle Ridge Road(3 miles from PeachLake), accessible now only from Restaurant 121's on Route 121 in North Salem to Dingle Ridge Road, not from Rt. 84 as they are replacing84's bridge over Dingle Ridge. The health-impacting CS fumes will be carried for many miles in whatever direction the winds are blowing. Re Stony Point CS, Prevailing Westerlies will carry the noxious fumes to western Putnam and northern Westchester.

For comparison, Millenium's massive Minisinkcompressor station is 12,260 horsepower. This line proposes adding modifications to 5 CSsadding 72,240 hp = an average of 14,440 to the already existing hp. Infrared video shows immense amounts of raw methane emitted from compressor stations accounting for60% to 75% of fracking's air pollutants, according to John Hanger, and as stated above, at 72 times the impact on the atmospherethan carbon dioxide.

The only NY public scoping meeting is this evening Monday, Sept. 30 at 7 pm at MorabitoCommunity Center, 29 Westbrook Drive, Cortlandt Manor, NY10567. A representative will "describe the project, present maps, and answer questions" an hour beforehand so it's essentialwe do that as the presentation will be a probable PR stunt with thefiller perattached rather than thehard facts we need to know. A Tuesday night Oct. 1 meeting follows in Danbury, CTat thesame time, RogersParkMiddle School, 21 Memorial Drive.

Key questions:

What capacity of dekatherms will Spectra/Algonquin have?Howmany will it start off with, how many can it go up to?

How many horse powers for the Brewster CS?

Whatfuel switchesand technological fixes exist to mitigate harmful emissions? Which of them are you proposing to use?

How will the deafening noise be mitigated?

When will construction of laying the pipeline start and finish, ditto the upgrade on the CS?

Etcetera.

The Scoping process opened September 13 and closes October 14, 2013. Submit commentsto FERC.per instructions on page 8 of attached.
