Interstate cheat arrested.
Cheated on pretext of providing admission to prestigious Management Institutes. He has cheated more than 30 students and duped them of more than 2 crore rupees in the past 2 years. He was found wanted in 9 criminal cases registered in Delhi, Mumbai and Jaipur.
The Crime Branch of Delhi Police has arrested an interstate cheat. He
has cheated more than 30 students across the country including Mumbai,Patna, Jaipur and Delhi. He has duped his victims to the tune of Rs. 2 crores till now. He promised them admission into different management institutes before vanishing with their money. The arrested person is:
• Shashi Shekhar Sharma @ Chander Shekhar Mishra (35) r/o Gaya, Bihar.
- He runs a Management Institute in Patna in the name of “Wise Path
Educational Trust”. He is educated and is a M.Sc. (Chemistry) from
GayaUniversity. He started his career by taking coaching classes in
Patna. Thereafter, he gave out advertisements in local news papers
promising admission into various management courses in different well
known management institutes of the country.
In April 2010, he posed as an Assistant Director of Management
Development Institute, Gurgaon to cheat a Delhi student of Rs. 13
lakhs. He promised admission to the PGPM course on a management quota seat in the Management Development Institute, Gurgaon. To convince the victim, he produced a visiting card bearing his name and the name of the Institute. He even met the victim outside Bihar Bhawan to convince the victim of his clout. He took Rs. 13 lakhs in cash and bank drafts against a fake Fee Receipt and then provided a fake Admission Letter to the victim. By the time the victim found out that his Admission Letter was fake, Shashi Shekar had already vanished. A case, vide FIR No. 142/10 u/s 420/468/471 IPC PS. Crime Branch was registered for the same.
Insp. Sajjan Singh Yadav received information about Shashi Shekhar
Sharma. A team led by him including SI Sumer Singh, HC Suresh, HC.
Sandeep, Ct. Manoj Kumar and Ct. Rajesh, under the close supervision
of ACP Sh. Rajender Singh, was formed to further develop this
information. After sustained efforts the police team finally managed
to apprehend Shashi Shekhar on 27.10.10 from a house in Safdarjung
Enclave, New Delhi. Fake visiting cards of Assistant Director of
Management Development Institute, Gurgaon, fake fee receipt book, fake admission letter and his computer and hard disc were recovered from his possession. He was found involved in at least 9 criminal cases of similar nature in PS. Tilak Nagar, Ghatkopar in Mumbai, Jyoti Nagar in Jaipur and Kotwali in Patna City, all registered in the past couple of years. He promised admission to management courses in different well known management institutes such as the K J Soumaya Institute of Management, Mumbai, S.P. Jain Institute of Management, Mumbai, Management Development Institute, Gurgaon and Bharati Vidyapeeth, Pune.
In some instances, he visited the particular Institute along with
victim and spoke with some office bearers of the Institute in the
presence of the victims to further convince and assure them of their
admission into the Institute. He had deposited the bank drafts and
money in his bank accounts which have all been linked with the crime.
His accounts in the Bank of Baroda, HDFC Bank and Standard & Chartered Bank have been frozen. He downloaded the logo and format from the concerned Institute’s website and used it to prepare the fake receipts and admission letters. His computer along with the hard disc has also been seized. Further investigation in the case is in progress.

DESPERATE SNATCHERS/ROBBERS ARRESTED: TWO ROBBED MOBILE PHONES RECOVERED AND ONE CASE OF ROBBERY WORKED OUT
With the arrest of Lakhan Mishra (18 years) s/o Santosh Mishra r/o Jhuggi No. 41-42, C Block, Shahbad Dairy, Delhi and Narender Kumar @ Babloo Langra (28 years) s/o Babbu Ram r/o Jhuggi C Block, near Ram Krishana Public School, Shahbad Dairy, Delhi Outer District Special Staff have busted a gang of active snatchers/robbers. Two robbed mobile phones recovered and a case of robbery worked out.
TEAM/ INVESTIGATION
Due to sudden rise in incidents of snatchings/robberies & MV theft in the area of Outer District, Delhi during last one month, a special team comprising of Inspr. Puran Pant, HC Satish, HC Ravail, Ct. Rakesh, Ct. Kuldeep, Ct. Shamsher & Ct. Prem was constituted for identification and apprehension of culprits under the close supervision of Sh. Ved Prakash, ACP/Ops/OD. The team worked hard and concentrated on criminals with previous record and budding criminals through deployment of sources and other means of information.
On 30.10.10 at about 05.30 PM, the team received a specific information regarding gathering of snatchers/robbers at ganda nalah road, Sector 25, Rohini, Delhi for robbing passersby at isolated stretch of the said road. The team members immediately swung into action and laid a trap near St. Jeviour School, Ganda Nalah road, Sector 25, Rohini, Delhi. At about 07.00 PM, Lakhan Mishra & Narender Kumar @ Babloo Langra who reached there and hide themselves with the intention to rob passersby were apprehended by the team members and recovered two costly mobile phones (make Samsung) from both the accused. Initially, they tried to mislead the police party but on sustained interrogation they confessed that the mobile phones recovered from them were robbed by them with their associates namely Sandip Sansi and Sheru one month ago. In this regard, a case FIR No. 213/10 u/s 392 IPC PS S.B. Dairy, Delhi was found to be registered. Accordingly both were arrested u/s 41.1(d)/102 CrPC.
INTERROGATION:
During the course of interrogation, accused Lakhan Mishra & Narender Kumar @ Babloo Langra disclosed that about a month ago, they alongwith their associates Sandip sansi & Sheru, duly armed with dandas & knives had robbed a motor cyclist at about 11 pm at Ganda Nalah Road, Sector-25, Rohini, Delhi. They badly hurt him and robbed his
motor cycle, purse containing cash about Rs. four thousand and two mobile phones. They further disclosed that within a short span of last two months, they robbed more than 20 persons at Ganda Nalah Road, Sector-25, Rohini, Delhi during late night.
MODUS OPERANDI:
Their modus operandi is to rob passersby during late hours at some isolated place. If the targeted person resists, they even do not hesitate to cause injuries to him with their weapons. They had snatched more than 15 mobile phones andwhatever they earned from the robbed articles, spent by presenting gifts to their girlfriends.
PROFILES OF ACCUSED ARRESTED:
- Lakhan Mishra (18 years) s/o Santosh Mishra r/o Jhuggi No. 41-42, C Block, Shahbad Dairy, Delhi is a school drop out. His mother works as a labor in a factory. He originally belongs to District Etah, UP.
- Narender Kumar @ Babloo Langra (28 years) s/o Babbu Ram r/o Jhuggi C Block, near Ram Krishana Public School, Shahbad Dairy, Delhi is a illiterate and having three brother and one sister in his family. He is previously involved vide FIR No. 312/08 u/s 452/323/506/34 IPC PS Bawana, Delhi and three other cases of theft/snatching.

A NEW ROUTE OF HUMAN TRAFFICKING EXPOSED
With the arrest of one Adil Vali Mohammed, aged 38 years, a carrier agent, the IGI Airport Police has exposed a new route of human trafficking in which Indian citizens were sent to Mexico, Canada and U.S.A illegally without any visa through a safer route of Guatemala.
While returning from Guatemala Adil Vali Mohammed was found in possession of 31 Passports apart from his own passports at DelhiAirport. The recovery of such a large number of Passports belonging to different passengers was alarming. Immediately a case was registered and investigation taken up by a team under the leadership of Sh. M.I. Haider ACP/Palam, Inspr. Ramesh Kumar, SHO/IGIA and SI. Kehar Singh. The questioning of Adil Vali Mohammed has revealed a very organized network of carrier agents, middlemen based at point of origin and point of final destination involved in human trafficking. Everybody has been assigned different roles and were paid handsome amount by the kingpin of the racket.
The investigation revealed that these passports belonged to 31 different passengers who had already departed with the help of different carrier agents to Guatemala. Out of these 31 passengers from India, 29 were from Gujarat and 2 from Punjab. The journey of all these passengers were organized by local agents Jayesh Desai and Manish Patel of Ahmadabad, Gujarat. These local agents further got their journey arranged with the help of agents Kamal and Billa of Delhi, Tajudin and Zakir of Mumbai, Maharashtra. These 31 passengers were taken to Guatemala on different dates. It is important to mention that visa is issued on arrival at Guatemala. These passengers were further received by one Ronnie @ Pali of Jalandhar, Punjab at Guatemala. Further Ronnie used to organize their illegal entry into U.S.A through jungle or borders of Mexico or Canada. Thus Guatemala was used as safe transit route by the traffickers for onward journey to U.S.A. The journey of a passenger was arranged for consideration of 20/30 Lacs.
MODUS OPERANDI
All the candidates were lured through local agents Jayesh Desai and Manish Patel of Gujarat and through Pali of Punjab. They used to locate aspirants for U.S.A and Canada very easily who could pay 20 to 30 Lacs rupees for their journey.
The passengers were given prior assurance that consideration amount will be collected only after reaching the final destination. He used to book the tickets from different ticketing agents of Punjab and Chennai.
All the candidates were brought to Delhi where local agents Kamal, Tazudin and Billa would make further arrangements regarding their stay in Delhi. Another Agent Zakir would prepare all the documents such as fake invitation letter, hotel booking, letter from all consulate regarding visa to transit from their country and picket with the help of agents Billa, Kamal, Tazudin and Pali.
After arranging all the documents all the candidates were handed over to carrier agent Adil Vali Mohammed along with extra money for their expenditure during journey.
The tickets of the candidates are booked in certain airlines such as Qatar Airways, Turtish Airlines.
He used to transport the candidates from Delhi to Guatemala via Doha, Saupaulo, Santiago, Panama or via Istanbul, Saupaulo, Santiago, Panama and Guatemala.
In Guatemala he handed over all the passengers to Pali @ Ronnie (A Canadian Passport holder) where he would come back after getting 50,000/- and the passports of all the passengers. He handed over the passport of the passengers to Zakir in Delhi, who would further hand over the same to the parents of passengers as it could be required in case these passengers are caught working illegally in U.S.A and passport would be sent to U.S.A to fix their identity and further to claim the agreed money from family of passengers.
Adil Vali Mohammed is a computer graduate and comes from a lower middle class family. His father was an auto mechanic in Mumbai. Adil has also worked as a salesman in Dubai for some time. On his return to Mumbai, he started a computer hardware repair shop in Mumbai where he came in contact with other associates in the racket to make fast money. Adil has been sent to judicial custody on expiry of remand. Further investigation of the case is in progress.

Whereas reports have been received that Pan, Cigarette and aerated water-shops are kept open till late in the night and the same attract gathering of persons W ho cause annoyance to the neighborhood and indulge in quarrels having the potential of escalating into riotous situations and also disturb the public tranquility and endanger human life.
And whereas to prevent annoyance to public, human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the forming of such gatherings of persons in the late hours of the night.
Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Homa Affairs, New Delhi's Notification No. U-11036/3/1978(D-UTL, dated- 01.07.1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. F No. 11.36/1/2010-UTL dated- 09.09.10, I, R.C.Saini, Assistant Commissioner of Police of Sub-Division Ashok Vihar of North-West District, Delhi, do hereby make this written order, prohibiting Pan, Cigarette and aerated water shops being kept after 1:00 AM in the jurisdiction of the Police Stations Ashok Vihar, Bharat Nagar and Keshav Puram, Delhi.
The order shall come into force with effect from 28.10.10 and shall be effective for a period of 60 days up to 26.12.10 (both days inclusive) unless withdrawn earlier.
Any person contravening this order shall be punishable under Section 188 of the Indian Panel Code.
As the notice cannot be served individually on all concerned the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of the offices of all the DCsP, Addl. DCsP, ACsP, Tehsil offices of the Districts, all police stations concerned and the offices of the NDMC and MCD.

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations Ashok Vihar, Bharat Nagar and Keshav Puram, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
And whereas it is necessary that some checks should be put on landlord/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.
