Crescent View Annual Meeting

April 30, 2005

The 2005 Annual Homeowners meeting of Crescent View was called to order at 10:10 a.m. with a quorum of owners.

Welcome

New owners Doug and Alicia Wright received a warm welcome. Please stop and say hi to them and their partner-owner Brandon Arnson in D-124. Rich and Susan Osburn are also new owners in Unit E230. Soo-Hui Um is the new owner of unit F-133. WELCOME ALL.

Maintenance

Don Wetsch gave a summary report of maintenance projects for the year.

  • The waterfall pool and kiddie pool sustained major damage due to contractor negligence. They were repaired.
  • New decks in Buildings C and A were completed during the year.
  • The continuing drainage problem around the shuffle board court was repaired this spring.
  • If the Special Assessment passes, the remaining carpeted decks will be replaced this Fall
  • Thank you to Mark Nunamaker for keeping the entire complex looking great.

Web/Security Services Discussion

Dave Kelliher presented a proposal to create a website for Crescent View.

In addition to information of interest to owners, surveillance cameras can be accessed. Cameras could be located in common areas and/or individual units.

ACTION: A motion was made and seconded to consider the proposal, to be sent to owners for review asking for return feedback to the board. The set up costs would be $1000 for the complex.

Water

Scott Miller gave a summary report on the Crescent View Water Association for Bill Miller who was unable to attend the meeting.

Pursuing a separate, public water system has been determined not feasible. The Crescent View Association and Board must own and bear responsibility for the water system and a separate insurance policy is required for the water system.

There are 101 hook-ups (2 – Tower Green Plaza; 4 – Cliffs; 23 – Orchards and 72 – Crescent View). Operating costs will be shared among the entities. An advisory committee has been formed with representation from each entity.

An engineering company has been contacted to provide a review of the status and suggested ways of saving money while meeting the state requirements.

Secretary

  • Jeanne Rickey asked members present with proxies to be sure the absent owners receive their annual meeting packets.
  • Currently 2/3 of the members receive minutes and financial information by e-mail, saving the association considerable postage and printing costs. If you have not provided an e-mail address please contact Jeanne at
  • The flower pots at each pool and planting area at the gate are ready for volunteers after the meeting. Your help is really appreciated.

Treasurer

Jim Willoughby stated the final audit report will be available the first week of May. The preliminary report shows all finances are in order.

Insurance

State Farm cancelled the condo policy as they are removing themselves from the Condo insurance market.

Thank you to Mark Sayko for his help in securing an acceptable quote from Farmers Insurance with a $29,000 annual premium and $10,000 deductible

Several factors emerged during the search for a new insurance provider: It’s important that the volunteer fire department stay and ratings remain high.

The Association must take care not to have any water damage claims. Owners were reminded to check your water heaters, make sure they are not more than 10 years old and turn off water when you leave.

WATER HEATERS:

A discussion about the need to update our water heaters pointed out that ANY damage from leaking water heaters will be the responsibility of the owners.

Jeanne Rickey will provide information about getting new heaters, prices, and contact numbers for an installer.

A suggestion was made to keep a database of when hot water heaters are replaced (it could be accessed on a website!)

Turning off the water when you leave assures that if there is a leak, the damage is kept to a minimum.

During the winter be sure to set the furnace temperature at 65 degrees

Check that the inline connection to the manifold is not leaking and the fitting is tight.

Legal

Unanticipated costs to recover the costs of the pool repair. Upon legal advice, the board did not sue the contractor due to their limited bond, a poor record and number of suits ahead of us.

  • Reserve

13% of the homeowner dues go into the reserve account. Jim talked about the possibility of hiring a company to prepare a list of assets, their physical life and the amount to replace them at the end of their useful life. That would help us build a reserve account to make the replacements as needed. The reserve fund also includes $10,000 for the insurance deductible

  • Water

The $30 fee will continue. It pays for the operation and maintenance of the water system and a reserve fund as required by the state.

A small amount has been set aside to hire a water system management company to advise the board of our current compliance status, requirements and budgets for each of the four entities to remain in compliance.

A cleaning of two water tanks will proceed this fall.

Although the accounts are balanced, each year they fall behind as the property ages and repairs are required. The board suggested 5 % increase to the monthly fees.

Budget

Association members were asked to approve the 2005 budget as presented. A proposal was made to raise dues 10% and put 5% into the reserves, effective July 1 (rather than the 5% presented by the board).

ACTION:

It was moved and seconded to accept the budget as presented with a 10% increase in the monthly dues, with 5% going into the general operating account and 5% to the reserve account.

The motion passed unanimously.

Information in the owner’s packets was based on a 5% increase. As a result of new increase in monthly dues by 10% here are the new dues as of July 1, 2005.

Special Assessment

$50,000 is required to complete the deck repairs for buildings B, D, and E and move toward a water cross-connection system. (These are connections to separate drinking water from other water such as pools, irrigation, fire sprinklers.)

ACTION: It was moved and seconded to assess the owners $50,000.

The motion passed unanimously.

The association also voted to approve a special assessment of $50,000 to finish the deck repairs and install cross connections valves. The special assessment is the same amount as last year. Here is the new rates for special assessment fees:
If your dues are $188 then your SA is $686.64 or $85.83 per month from May to December
If your dues are $189 then your SA is $687.60 or $85.95 per month from May to December
If your dues are $201 then your SA is $697.60 or $87.20 per month from May to December
If your dues are $204 then your SA is $700.64 or $87.58 per month from May to December
If your dues are $211 then your SA is $706.64 or $88.33 per month from May to December
If your dues are $213 then your SA is $708.64 or $88.58 per month from May to December
You do not need to write separate checks for dues and special assessment fees. If the treasurer has any questions regarding your payment, he will contact you by e-mail for clarification.

This fall owners in buildings B, D, and E will receive notice prior to the deck replacement. When you leave at the end of the summer, please empty storage area, move deck furniture and take screen doors off. All owners with new decks are encouraged to put down mats under BBQs.

Election

Due to a family illness, Bill Miller must restrict his time available to the board. His son, Scott Miller has agreed to step in for Bill and act as a co-board member until Bill is able to return to full duties.

ACTION: It was moved and seconded to accept the entire slate of candidates as the Board of Directors for Crescent View for 2005-06.

It passed unanimously.

Board members for 2005-6 are Don Diers, Don Wetsch, Bill and Scott Miller, Jim Willoughby and Jeanne Rickey.

Wireless network

Steve Hoppe, the CEO of OAC Network gave a presentation on wireless and fiber. OAC is able to provide high-speed wireless internet service to Crescent View. The completed fiber link can connect up to 5,000 homes in the area. Testing throughout the condo site he found wireless service will be accessible from livings rooms, decks, boats, even golf carts! Surveillance cameras can also be set up in individual units or common areas. (Condo cameras are at the owner’s expense.)

Fireworks

At the annual meeting, only $297 was collected for fireworks. The association will write a check in the amount of $720 as our contribution towards the fireworks show. If you did not attend the annual meeting or forgot to bring your wallet to the annual meeting, please send an extra $10 in with your next payment.

Open discussion

Owners discussed the Quiet hours rule from 10 p.m. to 8 a.m. This includes the use of dishwashers and washing machines or dryers.

When a violation of the Extra renter’s policy is observed, please contact the owner immediately or request an “incident form” from Mark to be turned over to the board. The owner will be contacted. Fines are applicable.

A packet with Rules will be sent to all new owners. They should be posted in the condos if renters are there.

Jeanne will send the new owner roster and copy of the rules.

Discussion about the possibility that the golf course lease is up for renewal this year.. Question as to whether there will be any changes at the boat launch and marina.

Discussion about the new bridge. Speculation that the bridge will be replaced this fall without a cart path. Owners are encouraged to comment about the need for a cart path/pedestrian walk as part of the new structure.

The meeting was adjourned at 11:30. Lunch was served.
