  8. Budget 2004 reviewed (See Attached)
  9. To improve the accrual of interest, Certificates of Deposit (CD) were purchased in the following amounts:
  10. 3 month CD - $20,000.00
  11. 6 month CD - $20,000.00
  12. $11,000 remains for operating expenses
  13. Currently $5700.00 under total operating budget
  14. No legal or accounting assistance required
  15. Insurance not due until CY 2006
  16. Two homeowners have yet to pay their annual dues for CY 2004.
  17. Overbudget for postal costs
  18. Purchased actual mailbox, for a cost of $300.00, placed at Pilgrim entry into the subdivision. The previous post office box at the Butler post office cost $120.00/ year. Therefore, in subsequent years, there will be a cost savings of $180.00.
  19. Bonnie Clow has paid for the materials and the postage for two mailings, for a cost saving of ~$157.00.
  20. New Business
  21. Budget 2005 reviewed
  22. Added line item for website development and maintenance. While we have not received the bill, we are expecting it to be in the $700.00-$800.00 range plus monthly maintenance. The cost could be up to $1200.00/year if there are many, complex additions.
  23. Fiduciary forwarded to the CCHA Treasurer, an IRS notice reporting CCHA non-compliance with the submission of income tax. To be in compliance, the monies collected in dues greater than expenses, would be taxed at 30%. Janelle Brandtjen, a CCHA member, suggests that CCHA may wish to declare the organization’s status as “not for profit”. Sue Steinkraus and Janelle Brandtjen will investigate this possibility of attaining this status and submit the appropriate documents with the IRS.
  24. The 2005 budget was approved as submitted.
  1. Ponds
  2. While Al Blau is the Board member responsible for the pond maintenance, Aquatic Biologists does the actual maintenance.
  3. The Board is awaiting receipt of the Department of Natural Resources (DNR) criteria for this mandatory dredging. When this is done, the Board wishes to consider rebuilding the ponds for preventative maintenance purposes. This would include placing a line which not only inhibits the sludge, at ~1 ½ feet in CY 2004, buildup but the geese habitation. The most recent estimate for dredging and rebuilding the ponds is ~ $120,000.00.
  4. Some homeowners recommended CHHA suggest preventative maintenance to all homeowners, including decreasing fertilizer application and avoiding the flow of lawn clippings into the ponds.
  5. Creekwood Highlands does have it’s own retention pond which was built to avoid sludge build-up.
  1. CCHA Bylaws
  2. David Otis has accepted the CCHA Board responsibility as Compliance Officer.
  3. There are CHHA members who are not in compliance with the Bylaws. Examples include: two homeowners have yet to pay 2004 annual dues and a homeowner has erected a fence without permission. There is a “paper trail” in place to support the efforts of the Board in addressing these breaches.
  4. Since some homeowners may not understand the Bylaws as written in the legal document, Sue Steinkraus plans to summarize this section in “layman’s” terms.
  5. The Village of Menomonee Falls cannot enforce the more-strict CCHA Bylaws.
  6. When asked, Larry Kreitzer informed the members of the $2500.00 legal cost to place a lien on the house of the homeowner who did not comply with the Bylaws in the past. The Board received support from the CCHA members for pursuing legal compliance with the Bylaws if needed. There is a possibility to disclose these breaches during the property sale by the homeowner.

  2. Brad Williams, Treasurer is moving out of the area and will need replacement. The duties include receiving and paying the outstanding bills, collecting the dues, and notifying title companies of the dues paid before the transfer of the home ownership.

The CCHA members approved Jim Riesen as the replacement of Brad Williams as Treasurer.

  1. Lot Zoning change
  2. Mary Jo Mallowski, Creekwood Highlands, was instumental in assuring the lot at the Northwest corner of Creekwood Crossing at Silver Spring not being rezoned. Currently Medical Associates is negotiating the cost of the purchase for placement of a clinic on the site.
  3. Historically, the original purchasers paid $500.00/lot for the support of Menomonee Falls parks division. While this was not to be used to develop a specific park in close proximity to the Creekwood subdivision, approximately two years ago, there was a debate to do so. However, Michael McDonald, Trustee, did not support this development.
  4. Dues
  5. The CCHA annual dues are currently $160.00. To determine changes needed in the amount collected the Board will first evaluate the IRS income tax status.
  1. Lighting
  2. A CCHA homeowner reports Best Electric Supply was unaware of the light bulb needed for the lamppost. Jim Riesen will contact company.
  3. CCHA Directory is almost complete and will be distributed in April, 2005.
  4. Bonnie Clow has placed information regarding the Spring Rummage Sale on the website.
