RE-AIM: Early Childhood

This evaluation guide illustrates the five dimensions of the RE-AIM framework: Reach, Effectiveness, Adoption, Implementation, and Maintenance that will be used for LHD’s Policy, Systems and Environment change evaluation and reporting. The RE-AIM framework is useful for planning new interventions, adapting existing interventions, and designing evaluations that assess the potential public health impact of interventions.

Reach: Number of people and percentage of the target population affected. The extent to which the individuals reached are representative and include those most at risk.

Coverage:# of SNAP-Ed eligible children (incomes < 185% FPL) in the county*

Estimated actual reach:

  • # of children attending qualifying childcare centers with intervention activities*
  • # of SNAP-Ed eligible children (incomes < 185% FPL) attending qualifying childcare centers with intervention activities
  • Demographic characteristics of participating children

Effectiveness: Short termoutcomes include the actual environmental changes. Intermediate outcomes include the effects on health behaviors, and include positive, negative, and unanticipated consequences.

  • # of sites with improved scores on childcare assessment tool(for example, Contra Costa Child Care Council Self-Assessment Tool, Nutrition and Physical Activity Self-Assessment for Child Care - NAPSACC)) (report scores)*
  • # and type of policies/standards or environment changes that improve nutrition and physical activity practices in childcare settings

Adoption: The number and percentage of settings participating; the appropriateness of the settings(andpartners) for reaching/engaging the target population.

  • # and list of organizations, partners, and community members that are actively involved in developing/strengthening healthy eating and physical activity policies in qualifying childcare centers*
  • # of qualifying childcare centers that adopt/strengthen healthy eating and physical activity policies*

Implementation: Environmental change is implemented as intended;all key components are in place and of high quality(fidelity).

  • # of sites that change the food environment such as time allotted for meals, improvements in layout or display of food, menus, reduced portion size, edible gardens, improvements in free water taste, quality, smell, or temperature (list changes)*
  • # of sites that make changes meal preparation such as increase in fruits and vegetables, increased availability of 100% whole grains and lean protein, lower sodium levels, lower saturated or trans fat (list changes)*
  • # of sites that change the physical activity environment or new/improved standards such as limits on screen time, daily time spent doing physical activities (list changes)*
  • SNAP-Ed and institutional or community (non SNAP-Ed) resources allocated to childcare policy/standards change (staff, cash, in-kind support)*
  • Number of staff receiving training, and parents and children receiving education
  • Identification of barriers hindering the implementation of policies/practices

Maintenance: Individual level – individuals continue to exhibit the desired health behavior changes.Setting level – environmental change is maintained. New barriers to use are prevented or mitigated.

  • Number of childcare centers in which a nutrition or physical activity-related policy is maintained and/or augmented*
  • # of participating sites with a plan for sustaining the childcare policies/standards*
  • % change in SNAP-Ed and institutional or community (non SNAP-Ed) resources allocated to childcare policy/standards change (staff, cash, in-kind support)*

*Represents core PSE indicators that should be incorporated into final evaluation plan. These indicators will be compiled and represent indicators outlined in the WRO evaluation framework.
