County of Orange Report on Grant Applications/Awards
The Grants Report is a condensed list of grant requests by County Agencies/Departments that allows the Board of Supervisors to discuss and approve grant submittals in one motion at a Board meeting. County policy dictates that the Board of Supervisors must approve all grant applications prior to submittal to the grantor. This applies to grants of all amounts, as well as to new grants and those that have been received by the County for many years as part of an ongoing grant. Receipt of grants under $50,000 is delegated to the County Executive Officer. This report allows for better tracking of county grant requests, the success rate of our grants, and monitoring of County’s grants activities. It also serves to inform Orange County’s Sacramento and Washington, D.C. advocates of County grant activities involving the State or Federal Governments.

Office of Traffic Safety “Grants Made Easy,” is a grant proposal process designed specifically for local law enforcement agencies. “Grants Made Easy” significantly reduces the paperwork and time required to submit a proposal and finalize a grant agreement. Our agency is seeking funding for DUI education and awareness programs. We anticipate hosting DUI programs, events and purchasing supplies and materials associated with DUI and Traffic Safety programs through an Extra-Help Position of a Traffic Safety Programs Coordinator. The duration of the grant is for one year. October 1, 2010, through September 30, 2011. The amount being requested by our agency has not yet been determined. The date of grant award notification is approximately June 1, 2010. No Full-time positions will be funded through the grant.
This is a similar grant to the “Real DUI Media Contests and Real DUI Trial in Schools Equals Real Results” in that it provides similar Traffic Safety and DUI awareness programs and events to students and youths in our region.
The Traffic Safety Programs Coordinator facilitates events and activities throughout the County to improve and reduce alcohol related traffic collisions through education and awareness. The primary target is the high risk group of teen drivers. Educational materials are produced and programs are hosted at the various schools and forums throughout the year; programs such as Mock DUI collisions, Parent/Teen Driving Forums, Is Your Teen at Risk, Media Challenges and Real DUI Sentencings. A website is also maintained as a traffic safety resource for students, teens and parents.
Funding for this program, position and materials are entirely funded through the grant. There is no negative fiscal impact placed on the County. This is the only position within the department dedicated to traffic safety education and implementing best practices and programs.
There is no need for establishing a program. Many of the programs and services are being provided through already established channels. The programs are in collaboration with other OC agencies, organizations and schools. All costs will be reimbursed through the grant. The Courts and Orange County Schools are affiliated with some of the programs being funded through the grant. There is no fiscal impact on the other agencies and/or organizations associated with this program.

The California State Office of Traffic Safety (OTS) offers annual grant opportunities to support statewide traffic safety and collision prevention/mitigation activities. Regional Emergency Medical Services (EMS) agencies are eligible to apply for monies and to serve as local “Host” agencies to provide funding to aid in the procurement of equipment for local EMS system providers/ stakeholders. The Orange County EMS (OCEMS) program is actively working toward the creation of the data system known as Orange County - Medical Emergency Data System (OC-MEDS), so that pre-hospital providers can capture patient records electronically. The data system will allow OCEMS to track treatment and patient outcomes. HCA/OCEMS became aware of this grant opportunity on December 4, 2009.
This grant will help support the implementation of the OC-MEDS by enabling HCA/OCEMS to provide funding to local public EMS provider agencies (Fire Departments) to procure hardware/ software that will enable them to interface with the OC-MEDS. There is no County match.
HCA/OCEMS has established a multidisciplinary taskforce composed of hospital, fire department, and ambulance personnel. The taskforce is creating data standards, protocols, and practices that define the OC-MEDS.

Grantor: California Emergency Management Agency (Cal EMA) Crime Suppression Section will administer federal Edward Byrne Memorial Justice Assistance Grant (JAG) program funding provided by the American Recovery and Reinvestment Act (Recovery Act) of 2009
This Application (RFA) for the Evidence - Based Probation Supervision Program will provide local assistance through federal Edward Byrne Memorial Justice Assistance Grant (JAG) program funding provided by the American Recovery and Reinvestment Act (Recovery Act) of 2009. The goal of the program is to provide evidence-based supervision, programs, and services to adult felon probationers in an effort to reduce the likelihood that they will commit new crimes or other violations and be sent to prison. Grant application materials were received November 26, 2009. Funding for this RFA is for three-year grant period from October 1, 2009 – September 30, 2012. Once the RFA is approved funding will be distributed.
This grant is coming before you Honorable Board to ratify because of the quick turnaround time and the next available Board meeting date.
The Probation Department will develop a range of programs, processes, and interventions impacting how we do business. Court and other stakeholders will be involved in planning and will be kept fully informed of changes. It is expected there will be additional positive impacts by reducing the need for and volume of formal probation violations, reducing the court calendar, and resources required by stakeholders, including jail bed usage.
Funding will be used to develop alternatives to formal probation violations resulting in jail time; Evidence Based Practices training for our staff and collaboratives; research and re-validation of our risk/needs assessment and outcome measures; improve community resources and actively monitor programs to ensure quality, consistent programming in community resources in Orange County; and, focus on jail reentry efforts. No new positions will be necessary.
There is no match requirement under this RFA. Court and other stakeholders will be involved in planning and will be kept fully informed of changes with minimal impact to other County Departments. Authorization from the County is required via a Certification of Compliance; however, no Board Resolution is required.

At the April 7th Board meeting, the Board of Supervisors approved a resolution supporting Census 2010, and pledging the County’s support to encourage participation in that effort. The CEO’s office is coordinating a Census 2010 Task Force with representatives from each County Department who will create a plan to educate, inform and encourage Orange County residents to participate in the Census effort. Funding has just become available from the State to assist in our outreach efforts. The primary focus of this grant will concentrate on our Orange County Hard to Count (HTC) population.
This grant is coming before you Honorable Board to ratify because of the quick turnaround time and the next available Board meeting date.
These funds will enhance the County’s efforts to get a complete count by providing funding to assist in our marketing and media campaigns, events, and other collateral materials and events. By ensuring the most complete and accurate count possible, Orange County will benefit from our fair share of the estimated $3 trillion the federal government will distribute over the next ten years based on census data. The CEO’s office is collaborating with all County departments in our Census 2010 outreach efforts. There is no match cost required.
