This County of Alameda, General Services Agency (GSA), RFQ Addendum has been electronically issued to potential bidders via e-mail. Responses to Questions

Q1)  If a vendor is not listed in the Vendor List, does that vendor qualify to bid on this RFQ?

A1)  Yes. The bid is a public bidding and open to all vendors. The vendor list is only for communication purposes.

Q2)  Will the County supply the letters and envelopes for the job names listed on the Bid Form A-1 requiring the stuffing of envelopes?

A2)  The County will supply pre-printed letters and envelopes for the job names listed on the Bid Form A-1 requiring the stuffing of envelopes.

Q3)  Can the County please clarify the size of the letters to be stuffed in #10 window envelopes listed under job name Health Benefits Warning/Term Letters and Confirmation in the Bid Form A-1?

A3)  The letter to be stuffed in #10 window envelopes listed under job name Health Benefits Warning/Term Letters and Confirmation in the Bid Form A-1 is single-sided, 8 ½ x 11”, and Z-fold.

Q4)  Can the County please clarify whether contractor should use actual postage stamps to stamp envelopes or whether contractor can use an inkjet printer with indicia for the job names requiring envelopes to be stamped?

A4)  Indicia is included for all the job names requiring envelopes to be stamped except job names Supplemental Memory Jogger Bills (Winter), Supplemental Memory Jogger Bills (Spring), and Supplemental Tax Bills.

Q5)  Can the County please clarify the size of the paper, stock paper type, and the type of ink required to be printed for the job names that require letters listed in the Bid Form A-1?

A5)  For job names Health Benefits Warning/Term Letters and Confirmation, Health Benefits Application Packets/Kits, Training Class Mailings, Memorandum of Understanding Changes Notification, Open Enrollment, and Registry Ad-Hoc Mailings, the size of paper is 8 ½ x 11”, 20lb stock, and laser-printed, as needed.

Q6)  Can the County please clarify if the vendor is to print Training Class Mailing and if so, what is the size of paper, stock, and ink? Will indicia be included?

A6)  The County will provide pre-printed Training Mailer that is currently 1-3 pages, double-sided, on pastel-colored, 8 ½ x 11” paper, laser-printed, folded and wafer sealed. Mail merge will be provided with address information to be screened onto envelopes and indicia included.

Q7)  Can the County please clarify if the vendor will be duplicating 1-page letter on job name Open Enrollment? If so, what will be the print, stock, ink, and size of the paper?

A7)  The County will provide with indicia, letters in English, Chinese, Spanish, Vietnamese, and Farsi. Those with language other than English will have the English letter printed on reverse. There are two types of letter, one for HMO and one for PPO members. In total, there are ten different emanations of the same letter. A mail merge file will be prepared with language delineation and a list of items to go into the envelope will be provided. The original letters, all 10 emanations, will be provided electronically, with the mail merge for the language and addresses, for the vendor to produce. The letters will be printed on 8 ½ x 11” paper, 20lb stock, and laser-printed.

Q8)  Can the County please clarify on the print, stock, ink, and paper size on job name Registry ad-hoc Mailings?

A8)  The paper may be in 8 ½ x 11” or a post card.

Q9)  Can the County please clarify whether all 30 boxes listed under job name On-site storage of Health Benefits application packets/kits and materials should be picked up at one time?

A9)  A variety of pre-printed materials and envelopes of varying sizes will be stored so as to be on hand as items are requested. Roughly 30 boxes in total. The boxes will be picked up from the previous vendor by the new vendor all at one time.

Q10)  Can the County please clarify the size of the original and the stock paper type is required for job names Tax Bills, Large Amount Bills, Informational Bills, Notice of Intent to Lien, Memory Jogger Bills (Winter), Supplemental Memory Jogger Bills (Winter), Memory Jogger Bills (Spring), Supplemental Memory Jogger Bills (Spring), and Supplemental Tax Bills listed in the Bid Form A-1?

A10)  The size of the paper is 8 ½ x 11” and pre-printed for the said job names. Therefore, stock paper type is not relevant.

Q11)  Can the County please clarify whether the envelopes used for the job name Pick-up outgoing mail (domestic and international) from County facility at 1106 Madison Street, Oakland will have indicia on the envelope and will each piece weigh the same amount?

A11)  The envelope provided does not have indicia. All pieces vary in weight.

Q12)  Can the County please clarify whether the envelopes used for the job name Pick-up outgoing mail from County facility Auditor Agency, 1221 Oak Street, Oakland will have imprinted indicia on the envelope and will each piece weigh the same amount?

A12)  The outgoing mails from County facility Auditor Agency will not contain indicia and the weight will typically be 1 to 2 oz.

Q13)  Can the County please clarify how many pieces are intended to be inserted in each envelope, the envelope sizes, single and/or multiple page documents supplied, imprinted indicia on the provided envelopes, and whether the pieces weigh the same or different for job name Pick-up mailing material (documents and supplies) from County facility at 1106 Madison Street, Oakland?

A13)  The amount of pieces per envelope may vary as some mailings contain several pages. The envelopes are 4 ⅛ x 9 ½” and 8 ½ x 11”. The envelopes supplied by the Auditor Agency to the vendor do not contain indicia. The weight of the pieces may vary pending the amount of pages processed.

Q14)  Can the County please clarify if in Bid Form A-1 “Unit Price (B)” only a factor of the “Approximate # (A)”?

A14)  “Unit Price (B)” is only a factor of the “Approximate # (A)” in Bid Form A-1.

Q15)  Can the County please clarify if in Bid Form A-1 the information provided in “Frequency” column is to be disregarded when determining the “Unit Price (B)” column?

A15)  The information provided in “Frequency” column is for information only and to be disregarded when determining the “Unit Price (B)” column.

Q16)  Can the County please clarify if in Bid Form A-1, Item 1, the “Approximate # (A)” is 1000 units then the “Unit Price (B)” would be the cost to produce one unit of the “Materials Mailed/Used” description so that “Unit Price (B)” multiplied by the “Approximate # (A)” will result in “Total Cost (A x B)”?

A16)  The “Total Cost (A x B) is derived from “Unit Price (B)” multiplied by the “Approximate # (A)” in Bid Form A-1.
