ON COUNTY GATES AREA PARKING SCHEME

RESPONSE TO CONSULTATION

1.  Purpose of the Report and Policy Context

1.1.1  The purpose of this report is to inform members of the response to the consultation carried out with:-

a) Residents in St Aldhelms Road, Chester Road, Ormonde Road and Eaton Road to establish their views on extending the parking scheme.

b)  Residents in Wills Road and Cardigan Road on introducing a residents parking scheme

and to seek approval to advertise the proposals.

2. Recommendations

2.1.1  It is recommended that the following orders be approved and advertised:

a)  A parking scheme with 2 hours limited waiting Monday to Friday, 8am - 6pm and exemption for residents, visitors and commuter permit holders, in St Aldhelms Road as shown on drawing AppendixB.

b) No alterations be made in Chester Road, Ormonde Road and EatonRoad, apart from no waiting at any time restrictions at the junction of Chester Road and Ormonde Road as shown in AppendixD.

c) A parking scheme with 2 hours limited waiting Monday to Friday, 8am - 6pm and exemption for residents, as shown in Appendix C in Wills Road and Cardigan Road.

d)  The restrictions in Cardigan Road be changed to provide more parking bays as shown in Appendix C.

3. Background

3.1 The Transport Advisory Group meeting of 11th July 2002 recommended a consultation be carried out with-

a)  Residents in St Aldhelms Road, Chester Road, Ormonde Road and Eaton Road to establish their views on extending the parking scheme.

b)  Residents in Wills Road and Cardigan Road with a view to introducing a residents parking scheme.

3.2 Residents in the County Gates area had originally been consulted on whether they wanted a residents’ parking scheme and this was subsequently introduced in those roads where there was a clear majority for the proposed parking restrictions. The scheme consisted of two hours limited waiting with exemptions for permit holders. The permits were available to residents, residents’ visitors and commuters.

  1. Consultation Results

4.1 The results of the consultation in Eaton, Ormonde, Chester and StAldhelms Roads are shown in Appendix A. Although there is a majority in favour of a residents parking scheme in Ormonde Road (82% in favour), there is not a majority in favour from the residents of the adjoining roads( 42% in favour). It would not be practical to introduce a scheme in Ormonde Road alone, and introducing a scheme on any individual road would intensify the parking in the adjacent roads.

4.2 There were 5 comments concerned about the parking on and near to the junction of Chester Road and Ormonde Road. It is suggested that restrictions are imposed here to protect the junction.

4.3 There is clear support for extending the area parking scheme to the section of St Aldhelms Road south of Lindsay Rd. St. Aldhelms Rd is a standard width road, where parking would be generally be allowed on both sides, but large vehicles visit the Royal Victoria School, and it is suggested that parking should only be allowed on one side north of the school access.

4.4 The response to the consultation in Wills and Cardigan Roads is also shown in appendix A. There is clear support for a residents parking scheme. Although some residents expressed concerns about the clearance for the rear access to Wills Road, it would still be possible to provide more spaces in Cardigan Road while still keeping a suitable clearance for the access.

4.5 The current restrictions in Wills Road apply Monday – Saturday 8am to 6pm. All the other restrictions in the Borough’s area parking schemes apply Mon-Fri 8am-6pm. There is a small majority in favour of the residents parking scheme applying Mon-Fri, and it is suggested that the proposals be advertised on this basis to be consistent with the adjoining County Gates area.

5. Financial Implications

5.1 Funding for County Gates all other Controlled Parking Schemes has been in the form of ring fenced expenditure with subsequent income from the sale of permits covering the cost of implementation. It is suggested that the proposals put forward here to extend the scheme will be financed on this basis.
