This is an exciting time for our community. Home Rule gives us new tools to shape local government to fit our islands’ needs. As a 27 year, highly involved resident, I understand the unique challenges we face.
The County Council must: resolve the level of GMA compliance appropriate for our community, ensure acceptable ferry service, improve cell phone coverage, protect our environment and the economic vitality and diversity of our community, all the while maintaining essential services and staying within budget. I will ask the hard questions.
I am an experienced negotiator and consensus builder. I will seek out and listen to diverse viewpoints, work collaboratively and act decisively to address local issues of concern. I will not settle for interim fixes that please only a select group. And, I will explain honestly why I make each decision. Bring "Action with Vision" to the County Council. Please vote Richard Fralick.

Having been involved in community service in many areas, many years, I have looked at our county government, wishing to continue to serve. The pressure on the environment by more population, tourists, and the forces of nature, require relentless attention.
In 1988, as County Commissioner I was proud to help save Madrona Point from development; with fellow commissioners created the Land Bank.
I will make it my business to be informed about all aspects of our island community, listen to my constituents, and consult leaders in all sectors for ideas, and problem solving, while working with county employees to make their work efficient and responsive to the needs of the working community.
I will help safeguard our pristine islands from outside interference, and bureaucratic mismanagement, while supporting the betterment of our local educational system. I have the experience, the know-how and the drive!

This is an important time on Orcas; we have many challenges before us. My vision is a diverse economy providing opportunities for local businesses and a community that promotes artists, families, agriculture, a vibrant tourism industry and environmental responsibility.
I have been a dedicated community member since 1990, and participated in the early meetings on the Growth Management Act. I have seen laws passed but not implemented. I have watched our leaders ignore the advice of appointed advisory committees and disregard the needs of a growing Orcas Island. As a result, time and money have been wasted.
As Chair of the Eastsound Planning and Review Committee, I am aware of the desperate need for effective communication between the county and Orcas residents. I have the skills and tenacity to work with fellow leaders and give Orcas Island an authentic voice at the county level.
