DRAFT MINUTES of the MEETINGof SILKSTONE PARISH COUNCIL held on Monday6 October14 at 6.45pm at Silkstone Sports Pavilion.

In attendance: 8 residents and the Clerk.

PUBLIC QUESTION TIME
A resident asked what progress had been made with clearing the footpaths on the A628 from Manor Park to Noblethorpe Hall. Another resident asked the same question of Cone Lane. The Clerk advised that Barnsley MBC had been advised of the issues with the pavements and a response/action is awaited. The Clerk was asked to chase a response.

A resident advised that the street lights have been on along the bottom half of Cone Lane for a fortnight. Barnsley MBC street lighting is aware.

Cllr Stier highlighted the issue of inconsiderate parking opposite the Bakery on Ben Bank Road, Silkstone Common. The issue will be raised at the crime and safety sub group meeting on Wednesday to find out if the Police can take any action.

Cllr Brocklehurst advised that he had tried to report an abandoned vehicle on Ben Bank Road to 101. The number had just rung out with no answer machine at 9am. He reported to Penistone police station instead.

Cllr Handley advised that the dry stone wall on Hillside has been added to the list of dry stone walling projects for the students with Cllr Wilson.

Cllr Smith advised that he had been approached by a school asking for details of the sunclock recently installed at the war memorial.

14-070 APOLOGIES
RESOLVED that there are no apologies.
14-071DECLARATIONS OF INTEREST
RESOLVED to note Cllr Stier’s declaration of interest in the payment to the handyman under agenda item 15 and Cllrs Barkworth and Brocklehurst’s declaration of interest in planning application 2014/1092 Land at Ladyroyd, Silkstone Common.

14-072 PEDESTRIAN CROSSING A628

RESOLVEDtosuspend standing orders and bring forward an item of correspondence from Silkstone Luncheon Club relating to the possibility of a pedestrian crossing to replace the island on the A628 in front of the petrol station and co-op.

RESOLVED to note that Silkstone Luncheon Club has written to Barnsley MBC Highways, to request a pedestrian crossing on the A628; to provide a safe crossing point for the elderly residents of Silkstone to get to the Co-op and post office. The Chairman advised that ward Cllr Barnard has advised that it is unlikely that Barnsley MBC will consider a crossing in this location due to the current budget restraints and the lack of ‘police statistics’ for accidents in this location. He has agreed to raise the issue with the new Police Commissioner when he is elected at the end of this month as it is intended to raise the issue of speeding in all parishes. The concern is that a lot of residents stay at home rather than risk walking to the post office and Co-op. It is a dangerous crossing for the elderly, disabled and parents with pushchairs and/or young children with speeding traffic.

RESOLVED that the Clerk will find out a contact name at Barnsley MBC to which letters can be sent and will seek the written support of the user groups of the new community centre including cubs, scouts, brownies, guides and dance school and will also speak to the Co-op/Post office for their input.

RESOLVED to note the thanks of Silkstone Luncheon Club for their Parish Council grant.

RESOLVEDto reinstate standing orders. 6 residents left the meeting.

14-073 COMMUNITY CENTRE

RESOLVED to discuss this item in private session at the end of the meeting due to its contractual nature.

14-074MINUTES

RESOLVED to approve the minutes of themeeting of Silkstone Parish Councilon Monday 1 September2014 as a true and accurate record. The Chairman signed the minutes.

RESOLVED to note the minutes of the Silkstone Playing Fields Committee meeting held on 22 September 14.

PLANNING

14-075 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BARNSLEY MBC)

RESOLVED to approve the comments on the following planning applications, the Clerk will advise the planning officers of Barnsley MBC.

2014/1026 / 57 High street, Silkstone
Raise height of roof to create first floor living accommodation, erection of two storey front and rear extensions, installation of front dormer to dwelling, erection of detached garage and demolition of existing garage.

Land at Ladyroyd, Silkstone Common
Erection of agricultural building.
RESOLVED that the Parish Council object to the erection of an agricultural building so close to a family residential area. The proposed access to the site from Cone Lane/Ladyroyd would mean that agricultural vehicles transporting animals and feed would be driving through a family housing estate. This new application does not address the concerns raised by the Parish Council on the original application 2014/0379. Barnsley MBC to be asked to provide the details of the original refusal and how this new application addresses the reasons for that refusal.

POLICY

14-076 COUNCILLOR RESIGNATION AND SUBSEQUENT VACANCY
RESOLVED to note that Cllr Mrs Pat Gallamore has resigned from Silkstone Parish Council. Cllr Mrs Gallamore has been on Silkstone Parish Council for 11 years. During that time she has worked hard for the Parish on the Parish Plan and subsequent reviews, Heritage trail and Silkstone walks leaflets and has been the link councillor with the Silkstone Common Ladies Choir, Silkstone Guides and Brownies and CARE. Parish Council will miss her and wish her well.

RESOLVED to note that the subsequent vacancy will be advertised on the village notice boards and Barnsley MBC will be advised.

14-077 REMEMBRANCE DAY
RESOLVED to note that since the Silkstone branch of the Royal British Legion has folded; the Clerk held a meeting with Rev Browell and between them they will make the arrangements for Remembrance Day at the war memorial. Councillors were advised that the short parade from the top of Martin Croft to the memorial will congregate from 10.30am on 9 November 14.

14-078 COMPLAINTS PROCEDURE
RESOLVED to defer this to the Policy Committee meeting later this month for consideration and approval.

ENVIRONMENT

14-079 ALLOTMENT ASSOCIATION

RESOLVED to note that around a third of allotment holders responded to the Parish Council’s letter about setting up an allotment association. Those responses all indicated a preference for the administration of the allotment site to remain with the Parish Council. The Clerk will display a notice on the allotment site to advise the allotment holders.

14-080 HALL ROYD LANE WOOD

RESOLVED to note that Cllr Barkworth, Graham Wells and The Clerk attended a meeting with Barnsley MBC officers regarding the possible transfer of the wooded area known as Hall Royd Lane wood in Silkstone Common. A business case report has been prepared and is with Barnsley MBC for consideration.

14-081 GRASS CUTTING SILKSTONE AND SILKSTONE COMMON
RESOLVED that the Clerk will calculate the cost to the Parish Council for the handyman to cut the 3 areas of grass that Barnsley MBC will no longer cut. A grant application to the ward alliance will then be submitted to cover this extra cost.

14-082 CHRISTMAS TREE LOCATIONS
RESOLVEDthat due to the cost of the engineering works required to install Christmas trees in Silkstone and Silkstone Common which is over £2,000; the Parish Council regrettably will not be able to provide trees for Christmas 2014. The Clerk will deliver a letter to the residents of The Rose’s in Silkstone Common.

14-083 SILKSTONE RECREATION GROUND

  • Water ingress/Insurance
    RESOLVED to note that the loss adjuster has approved the removal of selective areas of plaster and removal of all floor coverings on the ground floor with a further 4 weeks of drying with dehumidifiers, reinstatement and redecoration.
  • Health & Safety
    RESOLVEDto note that the ground floor fire doors are now closing. The disabled toilet alarm is working sporadically and is being dealt with by the electrician. The last monthly legionella inspection was fine.

RESOLVED to approve the bank reconciliation for the period 1 April to 30 June 14.

RESOLVED to note Councillor Meeting’s attendance as follows:

14-089 COMMUNITY CENTRE
RESOLVED that due to the contractual nature of this item the public be excluded.

RESOLVED to note that the appointed building contractor has withdrawn from the community centre project. The demolition element of the scheme will progress as planned tomorrow and the contractor will provide the data from the site investigation following which they will vacate the site.

RESOLVED that Spring & Co be retained to act as the Parish Council’s project manager for the re-tender process and that all reasonable fees for this work be met from the community centre budget.
RESOLVED that the Project Manager will re-tender the new build design and build scheme to a minimum of 3 tenderer’s and that a maximum price or ‘narrow band’ be included within the tender pack. The preferred contractor will be selected based on specification and lead in time rather than just cost as the scheme needs to go ahead as soon as possible.
