MINUTES of the MEETINGof SILKSTONE PARISH COUNCIL held on Monday4 November 13 at 6.45pm at Silkstone Sports Pavilion.

PUBLIC QUESTION TIME

As there were no members of the public in attendance, the Chairman invited questions from Members and Ward Cllr Barnard.

Cllr Barnard advised that the next Ward Alliance meeting is a week on Thursday (an item is included on the agenda to nominate a Parish Council representative to the Ward Alliance)

Cllr Gallamore advised that the beck at the rear of Towngate/Manor Park is backing up. Cllr Leech advised that the landowner keeps an eye on this but the Clerk will advise him and Barnsley MBC.

Cllr Leech advised that the road gully opposite the petrol station on the A628 is blocked. It was agreed that the road gullies at the bottom of Cone Lane are also often blocked. Cllr Barnard agreed to speak to Highways about gully clearing.

Cllr Barkworth advised that a number of trees have been cut back on the Trans Pennine Trail (TPT) between Moorend Lane and Black Horse drive. Cllr Barnard will speak with Cllr Wilson who sits on the TPT steering group to ask if he is aware of any planned works in this area.

Cllr Stier asked Cllr Barnard to remind Cllr Wilson that he was to speak to Neighbourhood Pride about cutting back a hedge on Hall Royd Walk following their site visit.

Cllr Brocklehurst asked if anyone knew what was happening with the Mission Rooms in Silkstone Common which stand empty since they were purchased privately some time ago. It was agreed that a photograph of the building should be taken for record. Cllr Barnard advised that unless the building is derelict and a danger to passersby there is no enforcement available to ensure the building is maintained and the site is kept tidy.

13-093DECLARATIONS OF INTEREST

RESOLVEDto note Cllr Stier’s declaration of interest in the payment to the handyman under agenda item 22; this payment was approved on mass with other payments and is listed under minute number 13-113 below.

13-094MINUTES

RESOLVED to approve the minutes of themeeting of Silkstone Parish Council on Monday 7 October2013 as a true and accurate record with the following amendment:

Minute number 13-089 …Attended Will attendthe Berneslai homes steering group meeting.

Matters arising:

Cllr Stier asked why CARE would not maintain the shrubbery area at Towngate, Silkstone. Cllr Leech advised that if the handyman cuts the shrubs right down, CARE will work with residents to maintain the area.

Silkstone Common Recreation Ground – sign still on post at entrance. Footballers all parked on Beech ave and Hall Royd Walk rather than in the parking area on the recreation ground at weekend causing inconvenience to residents. The Clerk will liaise with Barnsley MBC to ensure the sign is relocated.

Cllr Stier advised that a local community centre has had to close due to legionella. This highlights the importance of Silkstone PC’s monthly legionella monitoring of the sports pavilion.

RESOLVED to note the minutes of the Silkstone Playing Fields Committee meeting held on Monday 28October13.

PLANNING

13-095 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BARNSLEY MBC)

RESOLVED to suspend standing orders for the duration of the meeting to allow Cllr Barnard to participate in the meeting.

POLICY
13-096 POSSIBLE POLICY COMMITTEE

RESOLVED that the Parish Council will form a Policy Committee with Chair or Vice Chair + any 2 Councillors to enable flexible membership. The Clerk will update the terms of reference document for consideration by the Policy Committee and approval by Parish Council.The first meeting will take place in the next few weeks with Cllrs D Liddell and B Barkworth to attend. Standing orders, financial regulations and risk assessments will be reviewed at this meeting.

13-097 WARD ALLIANCE SILKSTONE PC REPRESENTATIVE

RESOLVED that Cllr Leech be nominated to represent the Parish Council on the Ward Alliance.

13-098 BANK MANDATE

RESOLVED that all Councillors sign the bank mandate to allow Cllr Barkworth to become a cheque signatory. The Clerk will obtain signatures from Cllrs Handley and Smith this week and then post the mandate.

13-099 PARISH COUNCIL MEETING DATES 2014

RESOLVED to approve the schedule of Parish Council meeting dates for 2014.

13-100 COMPLAINTS PROCEDURE
RESOLVED that an introduction will be added to the procedure which will then be presented to the Policy Committee for approval.

13-101 FORWARD PLAN 2013/2014

RESOLVED to approve the updated forward plan for 2013/2014.

13-102 STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT (SHLAA) CONSULTATION

RESOLVED that Parish Council will wait until the next round of consultations on this document when the site allocations will be clearer.

13-103 VILLAGE DESIGN STATEMENT REVIEW

RESOLVED that the Clerk will contact Colin Thompson with a request that he contacts the individuals involved with the Village Design Statement Group to arrange a meeting to discuss a review of the document.

ENVIRONMENT

13-104 ORCHARD WOOD

  • FOOTPATHS
    RESOLVED that the Clerk will place an order for the limestone chippings at a cost of £210 + Vat. The Clerk will also submit a grant application to the Community Support Fund for the cost of the materials.
  • DOG BIN
    RESOLVED that an order be placed with Barnsley MBC Neighbourhood Services at a cost of £50 +Vat to relocate the dog bin at the Woodland Rise entrance to Orchard Wood.
  • TREE WORKS

RESOLVED that an order be placed with Profell to carry out a survey of Orchard Wood, Conroyd Wood and the Chestnuts at a day rate of £150.

  • DRY STONE WALL

RESOLVED that the possibility of rebuilding the dry stone wall in Orchard Meadow will be discussed as part of the budget setting process for 2014/2015.

13-105 HANDYMAN JOB DESCRIPTION
RESOLVED that following discussion the Clerk will update the Handyman’s job description which will be presented to the Policy Committee for approval.

13-106 WAR MEMORIAL WORKS

RESOLVED to note that the tarmac work is complete and benches are installed. Cllrs Liddell and Smith are researching designs for the sundial and the cost of this along with childrens games such as hopscotch will be included in the budget discussions for 2014/2015.

13-107 COMMUNITY CENTRE PROJECT

RESOLVED to note that the planning application is now out for consultation. It is anticipated that a decision will be made by the Planning department late in December this year.

RESOLVED that a risk assessment and business plan need to considered for the Community Centre Project. A risk assessment will be drafted by Cllr B Barkworth and the Clerk for the Community Centre Committee and Parish Council consideration. A business plan will be discussed with the Community Centre working party and presented to the Parish Council for approval.

13-108 HALL ROYD LANE WOOD

RESOLVED to note that Cllr Barnard and Andrew Frosdick are liaising with NPS Barnsley on this matter and will respond to the Parish Council in due course.

13-109 SILKSTONE RECREATION GROUND

a)Silkstone Playing Fields Committee Budget Monitor

RESOLVED to note the Playing Fields Committee budget monitor upto 30 September 13 and to note that the insurance claim for the water ingress works was received in October.

b)Water Ingress/Insurance

RESOLVED to note that a response is awaited from the Project Manager regarding a way forward. The drain is complete and dehumidifiers removed. The Clerk has submitted the claim for dehumidifiers electric consumption.

FURTHER RESOLVED to note that surface water has been collecting in the central area above the new drain, the Clerk has contacted the Project Manager for advice as the contractor may need to return to site.

c)Health & Safety

RESOLVED to note that a solicitor’s letter has been received relating to an accident in the recreation ground car park in February 13. The Clerk will forward the letter to the Parish Council’s insurers.

FINANCE

13-110 GRANTS BUDGET
RESOLVED to approve a grant of £200 for Old Silkstone Brass Band.

RESOLVED to vire £1,000 from the grants budget to the Community Centre budget.

13-111 BANK RECONCILIATION

RESOLVED to approve the bank reconciliation for the period 1 July to 30 September 13.

13-112 BUDGET MONITOR

RESOLVED to approve the budget monitor for the period 1 July to 30 September 13.

13-114 MEETINGS

RESOLVED to note Councillor Meetings attendance as follows:

Cllr Gallamore / Attended the Barnsley West Housing Steering Group and secured an allocation of their funding for Silkstone with new/repaired benches for Martin Croft and bulb planting for Manor Park. The next meeting is 15 January 14. Any Councillors with questions or issues to raise with the steering group are asked to contact Cllr Gallamore before this date.
Cllr Liddell / Attended the YLCA meeting where officers of Barnsley MBC addressed members about gypsy/traveller issues and advised that any issues on Parish Council land can be dealt with by Barnsley MBC in the same way as if it were Barnsley MBC land.
Attended the Rural Action Yorkshire AGM where it was noted that the British Empire Medal has been reintroduced. Cllr Liddell will research this further as it is understood that Parish Council’s can nominate individuals for this medal.
Attended the National Association of Local Councils AGM which mostly covered policies and procedures.
Cllr Barkworth / Met with Clerk to discuss Councillor’s role on 11 October 13 and also met with Clerk to go through the Risk Assessments on 25 October 13.
Cllr Stier / Accompanied Silkstone Common Good Companions on their trip to the Blackpool illuminations.
Attended the Crime and Safety Sub Group meeting and advised that there were no crimes in Silkstone Parish in the last month.
Cllr Barnard advised that there has been a spate of thefts from agricultural buildings in Hood Green residents are asked to be vigilant.

e-mail from J Openshaw re fly tipping – noted. Cllr Barkworth advised that he had reported fly tipping of mattresses on Hall Royd Lane and the items were removed very quickly – the Clerk will e-mail Neighbourhood Pride to thank them.

YLCA training schedule – noted – Cllr Barkworth is booked to attend the new councillor training on 20 November 13
SYPTE – confirmation that they will adopt ‘both way’ bus stop on Cone Lane .
