CAUCUS MEETING

SEPTEMBER 4, 2007

6:30 P.M.

Members Present: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Walter Larcombe, Robert McCullion, Edwin Koehler, Joseph Duncan and Kellyann Tolomeo. Councilman Robert Maschio was absent due to illness. Also present were City Administrator Raymond Townsend and Solicitor Andrew Cafiero.

COUNCIL PRESIDENT ROSENELLO stated that there are no changes to be noted in tonight’s agenda.

ADMINISTRATOR TOWNSEND asked council members to review the proposed sign ordinance that will come before Council in the near future. Townsend stated that the historic baseball display case is on order. Townsend offered many thanks to Solicitor William Kaufmann for obtaining necessary easements for the seawall Base Bid Area and Option Area #1. The Anglesea section of the wall project will be awarded this month. Townsend said that the mayors of North Wildwood, Wildwood, and Wildwood Crest have met regarding the “Centers of Place” designation which will expire on January 8, 2008. Remington Vernick will be presenting a proposal for the towns to review. Townsend said that the City needs to decide what to do with the COAH certification. Townsend noted there are new obstacles in “Round 3.” Remington Vernick requested three more weeks to review.

On a motion by Duncan, seconded by Koehler, that caucus now be adjourned until the regular meeting begins at 7:00 PM. Carried. 6:41 PM

REGULAR MEETING

SEPTEMBER 4, 2007

7:00 P.M.

A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated that “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 3, 2007.”

RE:Petition To Extend Licensed Premises Sept. 21-23, 2007

On a motion by Duncan, seconded by Koehler, that the above application be approved with conditions and filed with the State. Councilman Larcombe expressed concern over a recent fire at 2nd St. Annie’s and possible violations. All voting in the affirmative except Larcombe voting nay. Carried with the following conditions added: All fire code violations must be corrected by September 18th and the port-a-potty area be fenced at the rear separating from the parking area.

MAYOR’S COMMUNICATIONS:

Mayor Henfey stated that he has received a letter from a citizen commending and thanking two lifeguards, Eric DiPadova and Bill Ciavarelli, for helping all summer at 5th Avenue beach with her severely handicapped daughter. Henfey also thanked Councilman Walt Larcombe for helping to obtain an Automated External Defibrillator for the Fire Department.

ORDINANCES:

ORDINANCE NO. 1524 - On a motion by Koehler, seconded by Duncan, that Ordinance No. 1524 be placed on its second reading. Carried.

The Clerk read Ordinance No. 1524 by its title, as required by Law, known as “An Ordinance Amending Those Portions Of Ordinances That Have Been Codified In Chapter 240, Fire Prevention, Of The Code Of The City Of North Wildwood.” This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1524 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the Clerk if she had received any objections in writing, the Clerk stated none, the President of Council declared the hearing closed.

On a motion by Koehler, seconded by Larcombe, that Ordinance No. 1524 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1524 duly adopted.

FINANCE/VOUCHER LIST:

COUNCILMAN DUNCAN wished everyone a warm September.

COUNCILMAN McCULLION stated that it is his choice to put a resolution on the table to talk about it if he desires. McCullion noted he had a question but still decided to vote no as he is allowed.

COUNCILMAN KOEHLER apologized to Councilman McCullion for implying that McCullion couldn’t offer the resolution and then vote no.

MAYOR HENFEY asked Superintendent of Recreation Buddy Tarbotton to explain upcoming events. Tarbotton said that the 30th Annual Surf Fishing tournament is this weekend with 150 fishermen expected. Tarbotton also said that the Mummers/Stringband event is this coming weekend. Tarbotton also spoke of this weekend being Biker’s weekend and the following weekend is the NJ State Fireman’s Parade beginning on Saturday at 1:00 PM in the Crest. Mayor Henfey noted this is always a great parade.

PUBLIC:

JIM KOCH, 1301 Surf Avenue, asked Councilman Larcombe if there was an actual fire at 2nd St. Annie’s, with Larcombe responding yes. Koch complained about hot dogs costing $4 at a water park. Koch asked who will pay the $18,000 in Resolution #6, with Administrator Townsend responding that bar owners have paid in the past and will come up with the money as in the past. Koch said that the boards on the beach have sand on them again and he would like to see them cleaned. Koch asked if the City could have laborers from the Public Works Department paint the house at 103 W. 15th Ave. Koch feels this would be nice of the community to help and be a good neighbor. Mayor Henfey stated he will look into this. Koch stated the pedestrian crosswalks at 24th , 17th and 13th Avenues on Surf Avenue could use signs. Koch said the City Hall water fountain still doesn’t work.

EVERETT McCORKELL, 410 E. 13th Avenue, said that there is a house at 7th and Atlantic that could use painting also. McCorkell also stated that the motorcycles make terrible noise in town especially late at night. McCorkell asked regarding the wrapping of meters after they are longer in use. Council President Rosenello explained he has talked with Department Heads and the weekends in September are the busiest and employees are busy with events.

WINFIELD MYERS, Marina bay Towers, said he feels that it was a big mistake to offer a PILOT program to Mr. Cocoziello as the residents have been paying the price ever since. Residents have been locked out of the community room and feel they are owed a rebate. Bingo was moved to the library but they are now locked out of the library also. Myers feels they should be called to task for the lockouts.

JOAN SHEFSKI, Marina Bay Towers, asked if residents can receive the list of 59 violations that are still outstanding including minor and major violations.

SARAH CURRY, Marina Bay Towers, asked about the Pilot Program that the developer was involved in with the City and what happens if the PILOT Program fails. Curry stated that the residents have no recourse. Mayor Henfey stated that the City is ready, willing and able to do whatever we can do legally and to assist your attorney. Henfey informed Curry to let the attorney work for you.

ANNE SKOCKI, Marina Bay Towers, explained that she has lived at Marina Bay Towers since 2002 and at that time the rent was $397. Skocki asked why there are a number of empty apartments but 600 still on a waiting list to get in. Skocki said that rent went up to $440 but a new group coming in was charged $490. Right now there are 15-22 empty apartments and Skocki believes that the developer is waiting for more empty apartments so that he can have a number of new renters all at once and charge them higher rents.

KATHY MARTIN, 1910 Central Avenue, questioned if the Police would respond to bike complaints. Martin stated motorcycles ride up and down streets between midnight and 5 AM. Martin was told to call the police.

KAREN ALLEN, 600 Virginia Avenue, asked if mobile billboards are permitted in the City and Mayor Henfey responded that the City researched that licensed vehicles cannot be stopped.
