Ms. Alexandra Eframo spoke under “Citizen Public Input” stating she was livid regarding the approved property tax increase for residents of Salt Lake County. She does not know how many seniors there are in Salt Lake County, but every one of them, that receive social security, will not get a raise this year, not even a cost-of-living increase. County employees make more money than their counterpart in the private sector and should not be getting a salary increase. The County needs to learn to live within its budget.

Mr. Steve Van Maren spoke under “Citizen Public Input” stating there are items listed on the Council agenda that were not discussed during a Committee of the Whole meeting. He wanted to be sure the Council Members had reviewed the information relating to the precinct changes. The information was not available to the public, so he was not able to review it.

Council Member Wilson spoke under “Council Member Reports” stating she has been working with Council Member Newton on the agenda for the Criminal Justice Retreat to be held on January 12-13, 2016. If Council Members would like to provide any input on the agenda, she requested they let her know after today’s meeting.

Mr. Zachary Lancaster, Deputy District Attorney, submitted the following ordinance amending the definitions of personal identifiers to remove employee identification numbers:

ORDINANCE NO. 1792 DATE: December 29, 2015

AN ORDINANCE AMENDING CHAPTER 2.81 ENTITILED SECURITY OF PERSONAL IDENTIFIERS, OF THE SALT LAKE COUNTY CODE OF ORDINANCES, 2001, REVISING THE DEFINITIONS OF PERSONAL IDENTIFIERS TO REMOVE EMPLOYEE IDENTIFICATION NUMBER

The County Legislative Body of Salt Lake County ordains as follows:

SECTION 1. The Amendments made herein are designed by underlining the new substitute words. Words being deleted are designated by brackets with a line drawn through said words.

SECTION II. Section 2.81.010 of Salt Lake County Code of Ordinances, 2001, is amended to read as follows:

2.81.010 – Definitions.

A.  As used in this chapter, “agency” refers to any Salt Lake County elected office, department, division, or other subdivision of County government.

B.  As used in this chapter, “individual” refers to any natural person including County clients and patrons; members of the public: and county officers, employees and volunteers.

C.  As used in this chapter, “personal identifiers” means and includes an individual’s home address, home telephone number, personal cellular telephone number, signature, social security number, birth date, personal email address, driver’s license number, passport number, [employee identification number,] and any financial identification numbers, including, but not limited to, bank account numbers, credit card numbers and information obtained to authenticate a cardholder or effectuate a payment card transaction.

SECTION III. This ordinance shall become effective fifteen (15) days after its passage and upon at least one publication of the ordinance or summary thereof in a newspaper published and having general circulation in Salt Lake County.

Mr. Seth Jarvis, Director, Clark Planetarium, submitted a letter advising that the Lawrence T. and Janet T. Dee Foundation has offered to donate $5,000 to be used to support the Clark Planetarium’s Space Science Education Programs.

Council Member Jensen, seconded by Council Member DeBry, moved to amend the agenda by striking the word “ratify” from this item and to accept the donation, authorizing the Chair to sign the Declaration of Gift form, and directing the County Clerk to attest his signature and forward it to the Lawrence T. and Janet T. Dee Foundation, showing that all Council Members present voted “Aye.”

Ms. Sherrie Swensen, County Clerk, submitted a letter requesting approval to change some of the voting precinct boundaries due to the districting of the Metro Townships and Millcreek City.
