Mr. Ryan Perry, Senior Policy Advisor, Council Office, led the Pledge of Allegiance to the Flag of the United States of America.

Council Member Burdick opened the meeting with an invocation/reading/thought regarding the passing of Officer Doug Barney of the Unified Police Department (UPD), Holladay City Precinct. Officer Barney was killed in the line of duty on January 17, 2016. He appreciates the effort that public safety officers put forth every day to keep people safe and what they go through on a daily basis. He was thankful for the Unified Fire Authority for providing housing for officers from around the country and those outside of the country. It does ones heart good to see the quality of people the Council works with.

A moment of silence was observed.

Council Member Bradley stated the funeral was a fitting tribute to a member of public safety. In addition, it exemplifies the comradery that exists among those in public safety. It was touching to see the outpouring of concern, love, and support for Officer Barney and his family.

Ms. Lori Bays, Deputy Mayor, stated staff at the Accord Ice Center and employees from the Sheriff’s Office arranged an event for Officer Barney’s son, Jack, to support him during his first game without his father.

Council Member Bradshaw, seconded by Council Member DeBry, moved to approve the minutes of the Salt Lake County Council meeting held on Tuesday, January 5, 2016. The motion passed unanimously, showing that all Council Members present voted “Aye.”

Ms. Alexandra Eframo spoke under “Citizen Public Input” offering her condolences to Officer Barney and his family.

The Council reviewed the recommendation to reduce the mileage reimbursement rate for business use of automobiles from $.575 to $.54 per mile, effective January 1, 2016.

Council Member Bradshaw, seconded by Council Member DeBry, moved to ratify the vote taken in the Committee of the Whole meeting. [Council Member Bradshaw, seconded by Council Member DeBry, moved to approve the recommendation and forward it to the 4:00 p.m. Council meeting for formal consideration. The motion passed unanimously. Council Member Jensen was absent for the vote.] The Council motion passed unanimously, showing that all Council Members present voted “Aye.”

The Council reviewed the 2016 legislative intent and reaffirmed its approval of legislative intent from prior years for items that are ongoing or pending.

Council Member Bradshaw, seconded by Council Member DeBry, moved to ratify the vote taken in the Committee of the Whole meeting. [Council Member Bradshaw, seconded by Council Member Granato, moved to adopt the legislative intent as submitted and forward it to the 4:00 p.m. Council meeting for formal consideration. The motion passed

unanimously.] The Council motion passed unanimously, showing that all Council Members present voted “Aye.”

The Council reviewed the allocation of funds for criminal and social justice programs.

Council Member Bradshaw, seconded by Council Member DeBry, moved to ratify the vote taken in the Committee of the Whole meeting. [Council Member Snelgrove, seconded by Council Member DeBry, made a substitute motion to tentatively approve the $1.5 million for the Recidivism Pay for Success initiative, the $1.5 million for the Homelessness Pay for Success initiative, the $100,000 for the indigent defense contracts, and the $200,000 for the community correction center to include the receiving center and the detox beds. Council Member Newton amended the motion to ask that in two weeks a presentation from the Behavioral Health Services Division, Sheriff, and District Attorney be made indicating how the $2.7 million would be allocated and to not include the detox beds in the $200,000. Council Member Snelgrove accepted the amendment. The motion passed unanimously. Council Member Jensen was absent for the vote.] The Council motion passed unanimously, showing that all Council Members present voted “Aye.”

Ms. Pam Roberts, Executive Director, Wasatch Front Waste & Recycling District, submitted a letter requesting the reappointments of Council Members Jim Bradley, Jenny Wilson, and Aimee Newton to serve as the Council’s representatives to the Wasatch Front Waste & Recycling District Administrative Control Board.

Council Member Bradshaw, seconded by Council Member DeBry, moved to ratify the vote taken in the Committee of the Whole meeting. [Council Member Newton, seconded by Council Member Bradley, moved to reduce the number of elected officials on the Administrative Control Board from four to three, and direct Pam Roberts to work with Mr. Rose on figuring out how the ordinance is going to affect the Municipal Services District (MSD). Council Member Newton amended the motion to just appoint the three County elected officials now, and to direct Pam Roberts to work with Jason Rose on amending the ordinance. The motion passed unanimously.] The Council motion passed unanimously, showing that all Council Members present voted “Aye.”
