Council Meeting at 5:00 PM

The Common Council for the City of Faith, South Dakota met in regular session on April 17, 2007 at 5:00 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, called roll call, and led the Pledge of Allegiance.

Council members present: Inghram, Sheridan, Afdahl and Selby.

Others in attendance were: Debbie Brown, Donn Dupper, Allan and Peg Lynch, Ron Frame, Loretta Passolt, Annelle Afdahl, Tony Vance, Miles Mitchell, Sandy Rasmussen, Arlie Hulm, Ace Inghram and Edward Raventon.

Inghram made a motion, seconded by Afdahl to approve the agenda removing items #8 and #14. Motion carried.

Inghram made a motion, seconded by Selby to approve the minutes from the April 3, 2007 meeting. Motion carried.

Inghram made a motion, seconded by Afdahl to approve all claims as presented. All yes votes. Motion carried.

The March revenues were $180,282.31 and the March expenditures $129,794.57.

ORDINANCES & RESOLUTIONS:

Inghram introduced the following resolution and moved for its adoption:

WHEREAS the City of Faith needs to transfer and that the Finance Officer be authorized to transfer funds as of March 31, 2007 in accordance with the adopted Budget Plan:

Discussion on the Traveling Sue Exhibit:

Ron Frame presented to the Council a slide show on the Traveling Sue Exhibit and discussed what will be with the exhibit. A grant from SD Tourism has been awarded to the City of Faith for help with expenses for advertising for the exhibit. Frame has set up a marketing plan and submitted this to the SD Tourism.

Stock Show – Arlie Hulm:

Arlie Hulm approached the Council on some items at the Fairgrounds. A work day is being planned on Monday, April 23, 2007. Some discussion was held in regards to who owns what at the Fairgrounds. Faith Stock Show would like to tear the fence down at the ticket gate and someone is interested in purchasing the tin. This will have to be discussed with Eric Bogue and reported back to Arlie Hulm. Hulm stated that a bigger water line is needed to go to the bathrooms at the fairgrounds. Afdahl made a motion, seconded by Inghram to approve the City guys installing a new water line to the bathrooms at the Fairgrounds. Motion carried.

Council reviewed the April 10, 2007 election results:

Afdahl made motion, seconded by Sheridan to approve the canvassing of the election ballots. Motion carried.

The election clerks were Claudine Afdahl, Sonja Gebhart, and Marva Gilleland.

Building Permits:

Derek Oliver submitted a building permit for a garage on Lot 6, Block 16. Selby made a motion, seconded by Inghram to approve Derek Oliver’s building permit. Motion carried.

Angela Ostrander submitted a building permit for a fence and a deck on Lot 5, Block 19. Afdahl made a motion, seconded by Inghram to approve Ostrander’s building permit upon making sure her deck is at least six feet from the property line. Motion carried.

Use of Gym:

Tony Vance asked the Council for permission to use the gym on May 12, 2007 for a 3 on 3 with the proceeds to go to two local families with medical needs. Selby made a motion, seconded by Sheridan to donate the use of the gym for the 3 on 3 on May 12, 2007. Motion carried.

Vance also asked the Council for use of the gym for the summer for basketball skills on Monday and Thursday evenings from 6 PM – 7:30 PM. They would have signed forms as was done last year. Afdahl stated that they will have to make sure there are no street shoes used on the floor. It was also stated that their will be some times the gym will be closed due to painting and cleaning. Afdahl made a motion, seconded by Selby to approve the use of the gym for basketball skills in the summer. Motion carried.

Fixed Assets - Ketel Thorstenson:

Ketel Thorsetenson sent a proposal to maintain the Fixed Assets on a special program. A one time fee of $70 an hour with a maximum of $350 would be charged. Inghram made a motion, seconded by Afdahl to hire Ketel Thorstenson to maintain the Fixed Assets. Motion carried.

Endowment Fund:

Ron Frame discussed with the Council how the endowment fund would work. Donations would go into a fund through the Oahe Foundation and yearly the interest from the funds could be designated to the City and disbursed to a project or department of their chose. For instance, the swimming pool, Ambulance, Fire Department, Faith Stock Show, Daycare, Sports Complex. Selby made a motion, seconded by Afdahl to start the endowment fund with $500 with the City as the umbrella. Motion carried.

Tourism Grant:

A letter was received from SD Tourism stating the City of Faith had been approved for $41,500 in the Million Dollar Challenge for the Sue Traveling Exhibit. Afdahl made a motion, seconded by Inghram to accept the grant from SD Tourism. Motion carried.

Signs:

A new quote from Conrad Signs was sent to the City at a sale price through May 31, 2007. Tabled until next meeting since the sale lasts through May 31.

Dental Insurance:

A quote was given from Neil Volmer for a different dental insurance. Companion Life was a small savings and had a few different coverages that wasn’t as good as the insurance the City currently has. Inghram made a motion, seconded by Afdahl to stay with the current dental insurance. Motion carried.

Window Shades for Community Center and Chamber Office:

There is a sale on cellular shades that can be used in the Community Center and Chamber Office in the JC Penny catalog. Inghram made a motion, seconded by Sheridan to approve purchasing the shades. Motion carried.

Executive Session – Personnel:

Afdahl made a motion, seconded by Sheridan to retire into executive session at 6:45 PM to discuss personnel. Motion carried.

Mayor Haines declared the council out of executive session at 7:15 PM.

Arrears List:

Council discussed and reviewed the arrears list.

Selby made a motion, seconded by Sheridan to retire into executive session at 8:35 PM to discuss possible litigation. Motion carried.

Mayor Haines declared the council out of executive session at 8:45 PM.

Image Nation:

Edward Raventon introduced Miles Mitchell representing Image Nation to show the Council different displays and banners that can be produced from any picture or design. Mitchell didn’t have specific quotes on items, but stated that if the Council was interested just call with what they are interested in and he can get a quote. He also showed the council display boards that can be used for Edward’s display.

Inghram made a motion, seconded by Afdahl to adjourn. Motion carried.
