INVOCATION AND PLEDGE TO THE FLAG

Councilwoman Palmergave the invocation and all those assembled pledged allegiance to the flag.

APPROVAL OF MINUTES OF REGULAR SESSION, JANUARY 16, 2017

Upon a motion offered by Councilwoman Palmer and seconded by Councilwoman Bench, the Council voted in a 5-0 decision to adopt the minutes as presented.

RECOGNITION OF VISITORS AND DELEGATIONS

Mayor Reynolds opened the floor for any public comments regarding matters not on the agenda.

Basil Lucas, 293 Riverview, was before Council to commend the hard work on the annual report calendar. There being no further comments, Mayor Reynolds closed the public comment portion of the meeting.

RECOGNITION OF EMPLOYEE OF THE QUARTER

Mayor Reynolds recognized Leroy Akins as Employee of the Quarter.

CONSIDERATION OF ONE DAY ALCOHOL LICENSES

City Manager Chris Hobby presented (2) one day alcohol license applications form the Chamber of Commerce. Upon a motion by Councilman Whaley and seconded by Councilwoman Palmer, the Council voted in a 5-0 decision to approve the applications.

INTRODUCTION OF MOBILE FOOD TRUCK ORDINANCE

Assistant City Manager Roy Oliver introduced a mobile food truck ordinance and answered questions from Council regarding insurance requirements and time limits. A public hearing will be held at the February 21, 2017 meeting.

1st QUARTER FINANCIAL PRESENTATION

Administrative services Director Lisa Taylor gave the 1st quarter financial report.

CLOSED SESSION TO DISCUSS PERSONNEL ISSUE

Mayor Reynolds informed the City Council and those assembled that it was necessary for the City Council to enter into Closed Session for the purpose of discussing a personnel issue. Upon motion offered by Councilwoman Palmer, seconded by Councilman Long, the Mayor and City Council entered into closed session. Mayor Reynolds, City Council then retired into the Council Chambers Conference Room to discuss the personnel issue.

After the closed session, Mayor Reynolds gaveled the meeting into open session and informed those assembled that the Council had discussed a personnel issue (Affidavit attached).

Mayor Reynolds informed those assembled that the Council had met to discuss the annual evaluation of City Manager Chris Hobby. The evaluation was satisfactory.

BILLS AND BIDS

City Manager Chris Hobby presented the bids and bills. Upon a motion offered by Councilman Closeand seconded by Councilwoman Bench, the Council voted in a 5 -0 decision to pay the bills and accept the bids.

ADJOURNMENT

With there being no further business, Mayor Reynolds adjourned the meeting at 7:53pm.
