  1. DECLARATIONS OF INTEREST.

There were none.

2.VALUATIONS.

a)Valuation of Town Council Properties for insurance purposes

Building cost reinstatement valuations had been received from Vickery Holman for the Guildhall, the Old Market and the Butterwalk. As these were very similar to the current insurance valuations adjustments would be made at the next renewal of the Town Council’s insurance policy.

b)Quotation for valuation of Civic Regalia.

A quotation of £600 for the revaluation of the Civic Regalia had been received from Dreweatts and Bloomsbury Auctioneers and Valuers.

Recommended:That the Town Council Civic Regalia should not be revalued at this time but this be reviewed in 5 years’ time.

3.USE OF THE COUNCIL CHAMBER FOR WEDDINGS AND

RECEPTIONS.

Members discussed the use of the Council Chamber for both weddings and functions. It was noted that the Town Council received a set fee for the use of the Council Chamber for Civil Wedding ceremonies from the Devon Registrar. Members discussed the marketing of the Council as a special venue for receptions and meetings.

Recommended:That a fee of £100.00 for up to 6 hours plus £15.00 per hour thereafter be set for the Council Chamber for any use other than civil wedding ceremonies.

4.SOUTH HAMS DISTRICT COUNCIL SEASONAL TOILET

CLOSURES IN DARTMOUTH.

Members noted that the seasonal toilet closures in Dartmouth had been discussed at Full Council on 1st September 2014. Cllr Hawke identified the need for the Town Council to find out the results of the negotiations between The Castle Tea Rooms, English Heritage, St Petrox Trust and South Hams District Council. Cllr Lyon added that income from the car parking spaces could be used to cover the toilet running costs.

Recommended:That Cllr Lyon and Barnes meet with South Hams District Council to discuss the future of the Dartmouth Castle toilets.

5.IVY LANE YOUTH CENTRE – TRANSFER OF THE ASSET TO

DARTMOUTH TOWN COUNCIL – UPDATE.

This item had been discussed at Full Council on 1st September 2014, there was nothing further to report at present.

6.GUILDHALL WORKING GROUP

– MATTERS ARISING FROM FULL COUNCIL.

Following discussion at Full Council the previous working group had finished its work and the first meeting of the new Guildhall Management Working Group would be scheduled for the week beginning 8th September 2014.

7.MARKET.

a)Market Supervisor’s terms of reference.

Members reviewed the job description for the Market Supervisor and wished to add the following points:-

i)Ensure the stall holders keep within their allotted boundaries

ii)Ensure the stalls stay in their allotted places

iii)Ensure that the shops do not encroach into the Market Area.

b) Advertising flags for Market.

The Clerk reported that Richard Gage the Listed Buildings officer

from South Hams District Council had not been in favour of flags fixed to the Market chimneys for advertising. Members were not in favour of feather banners on movable stands. The Mayor would approach Southford Road Schoolrooms re the design for a banner to advertise the Market.

8.CEMETERY.

a)Garden of Remembrance Renovation

The Chairman reported that South Hams District Council operatives had renovated the benches in the Garden of Remembrance and were shortly to carry out the rest of the hard landscaping. Cllr Barnes would talk to Trevor Finch to chase this work.

b) Review of Cemetery Maintenance contract – Cllrs Barnes and

Springett.

The Chairman and Vice-Chairman had reviewed the current maintenance contract and a draft had been circulated to members. They suggested that the contract should be split into 2 parts which should be put out to separate contractors –

i) Grass cutting – with tighter specifications

ii) Hedges and shrubs

Cllr Barnes suggested that a one off clearance of trees and shrubs should be added to the budget and would save money in the long-term.

Recommended:That Cllr Barnes write a specification for the tree and shrub work prior to quotes being sought.

9.COMMUNITY ORCHARD

– UPDATE ON MAINTENANCE AND ACCESS.

The Chairman advised that following the clearance of brambles adjacent to the Ridge Hill entrance of the Community Orchard it was planned to level and seed the area in preparation for its use as a picnic area. The Chairman would investigate the use of the building previously used as an electricity sub-station for use as a store.

The October meeting of the Corporate Property Committee would meet at 5pm at the Community Orchard prior to the meeting at 6pm at the Guildhall.
