PAYROLL TECHNICIAN

BASIC FUNCTION:

Under supervision, perform difficult and responsible payroll accounting and fiscal record management functions. Prepare financial, payroll and statistical reports, and records that involve manual and computer-assisted record management systems. The work performed requires a high level of skill in mathematical calculations and record keeping. A great degree of responsibility and independent thinking are also essential in the handling of payroll processes, confidential employee information and communications with employees.

DISTINGUISHING CHARACTERISTICS:

The Payroll Technician classification is assigned to the Administrative Director of Business Services.

ESSENTIAL JOB FUNCTIONS:

1.  Prepare district wide payrolls, reports, and related documents.

2.  Perform complex mathematical calculations with consistent speed and accuracy.

3.  Learn proper payroll codes and policies as they change, and perform difficult payroll accounting.

4.  Post, assemble, tabulate, compute, compare and file financial and statistical data, applying standard formulas.

5.  Monitor adherence to laws, policies, and good accounting practices relating to payroll accounting.

6.  Work under constant and extreme pressure of deadlines and large work volume.

7.  Process time cards, input and verify hours worked into district wide tracking software.

8.  Prepare financial reports, summaries and projections as required.

9.  Change and process employee direct deposits, along with other banking documents and W-4 forms, maintaining necessary confidentiality.

10.  Compute and initiate adjustments for correction of salary payments and deductions.

11.  Provide information to new employees regarding payroll, retirement and other district accounting processes.

12.  Maintain all employee payroll data, tax information, PERS, STRS and other related information.

13.  Maintain and monitor tax sheltered annuities, wage garnishments, employee attendance records, worker compensation records, industrial and medical leaves, while maintaining confidentiality.

14.  Provide discrete and confidential payroll information, as authorized by supervisor, to loan companies, courts, public agencies and other divisions of the district.

15.  Assist with, and provide information for State Unemployment claims, Employment Development Department reports, and other various employment verifications.

16.  Respond to questions and/or complaints from employees and supervisors regarding pay, deductions, sick leave, vacation time, and all other pertinent payroll information. Run reports for employee supervisors.

17.  Be a productive and active team member.

18.  Handle all matters in a tactful, courteous, and confidential manner so as to maintain and/or establish good public relations.

19.  Perform other duties as assigned.

JOB REQUIREMENTS AND QUALIFICATIONS:

1.  High School Diploma or equivalent education.

2.  Two years of experience in fiscal record keeping work preferable with school district experience; or any combination of training and experience that could likely provide the desired knowledge and ability.

3.  Knowledge of business office methods including, but not limited to, math, statistical and financial record keeping procedures.

4.  Ability to learn account codes, prepare accurate financial projections, and perform difficult payroll accounting.

PHYSICAL DEMANDS:

The physical requirements indicated below are examples of the physical aspects that this position classification must perform in carrying out essential job functions.

- Persons performing service in this position classification will exert 10 to 20 pounds of force frequently to lift, carry, push, pull, or otherwise move objects. This type of work involves sitting most of the time, but may involve walking or standing for brief periods.

- Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to operate business related equipment, and handle and work with various materials and objects are important aspects of this job.
