Planning Technician

Overall Job Purpose:

The post holder will be employed within the Planning and Environmental Services and be responsible to the Principal Planner (Local Plans) for the provision of technical duties in support of the professional planning staff to ensure the service meets the Council’s statutory and non-statutory planning responsibilities efficiently whilst maintaining a strong customer focus.

Main Duties and Responsibilities:

1.  To prepare, design and provide a wide range of technical mapping requirements using Geographical Information System software, in either hard copy or electronic format

2.  To create, maintain and upgrade a range of digital spatial data sets, including digitising and data entry of attribute information and metadata such as the Local Plan.

3.  The monitoring of industrial, commercial, housing, population and employment information including census matters and provide input into consultant/government studies

4.  To assist with organising and carrying out public participation and consultation events on planning policy proposals

5.  To prepare plans and other material for Committee agendas, meetings and public inquiries and to assist with organising meetings, including creation of graphical information, setting up presentation software and equipment

6.  Ordnance Survey Authority Liaison Officer in advising all GIS users on the Mapping Service Agreement terms and conditions including the observation of copyright and correct payments of royalties and to monitor the use of OS mapping under theMapping Satellite Outlet Agreement.

7.  To administer Street Naming and Numbering process in line with statutory obligations, including consultations and liaison with all interested parties.

8.  Raise the awareness / skill levels of all staff in the practical use of information technology, such as the Department’s GIS software applications and its potential uses, including the daily support of these users.

9.  Represent the Principal Planner at meetings, with Officers of other Authorities and other stakeholder’s e.g. technical user groups.

10.  General enquiries relating to the departments function

11.  Carry out other reasonable duties to the above, within the overall job purpose as directed by the Principal Planner.

Desirable criteria 1-10 of the person specification including minimum 1 years experience in planning practice environment.

SO1 (sp pt 29- 31)

As for above plus minimum 2 years experience in planning practice environment

·  Progression through grade dependent on satisfying all the criteria stated and maintaining satisfactory performance in post

·  Progress to the next stage on the career grade progression is subject to the satisfactory completion of the career grade progression review and manager’s recommendation for promotion. Progression will take effect from the date that the necessary level of qualification and experience has been satisfied.
