Minimum Qualification:

Contractors who do not meet the minimum qualifications listed below shall not be considered a responsive bidder. Contractors must have, hold or maintain the following minimum standards/credentials:

  • Minimum of three (3) Park Type Restorations with a magnitude like or similar to, and/or three (3) similar cosmetic restoration projects. References and past projects must be submitted with proposal.
  • Contractor must show or prove that work shall be completed to minimum standards for outdoor restoration as provided by EPA
  • Contractor must provide proof of and ability to use a quality assurance program to ensure finish quality.
  • Contractor must show ability to manage projects in this magnitude and also prove ability to maintain schedule and manpower for the projected period of the project March 15, 2017 to July 20, 2017.

Background and Project Description

The Corbin, KY Tourism and Convention Commission moved former Louisville & Nashville 0-8-0 2132 and tender, plus L&N steel bay window caboosenumber 30, and trucked them from Bainbridge, GA to Corbin in January of 2016. The equipment was placed on a display trackadjacent to the former L&N passenger station, which will soon house a museum in the restored main waitingroom.Number 2132, a class C-1, is one of three former L&N steam locomotives still in existence. Of 400 steam locomotives built at South Louisville Shops between 1905 and 1923, it is the only oneleft. It was sold by the L&N to a Florida power plant at Sneeds in 1951. Over 30 years ago, the mayor of Bainbridgeproposed the acquisition of movement of the engine some 25 miles north, for display in that community. Now that the engine, coal tender and caboose have been returned to Corbin, the Corbin Tourism and Convention Commission would like to cosmetically restore the three pieces of stock to look the way they did when they were in operation. The Corbin Tourism Commission will furnish photographs of the stock.

Project Magnitude:

This projected is projected to have a magnitude of $150,000.00 to $300,000.00. Proposals shall be all inclusive of the scope listed here-in. Change orders are not projected for this project and the project is expected to be turn key at completion with-in the projected magnitude.

Selection Criteria:

This is a BEST VALUE award. Corbin Tourism shall select a contractor based on past performance, ability to meet the minimum requirements and ability to show best long term value to Corbin. This is not a LOW COST/LOW BID contract award. Selection is made based on contractors’ ability to provide as much of the scope of work as possible and to include comparable value performance and success.

Packages will be evaluated in two pieces, Part 1-Technical and Part 2-Cost. The selection committee will review submissions for completeness, ability, credential and past performance with-in similar magnitude and scope. Cost packages will be reviewed and scaled on accuracy, cost and value to the Corbin Tourism and Convention Commission.

Wage Standards:

Davis-Bacon Wage Standards apply to all projects. Contractors must provide verification that contractor meets or exceeds the minimum standards of Davis-Bacon. Audits by Corbin Tourism may be conducted as allowed by law to ensure that standards are maintained. Prevailing wage standards provided in the packet.

Insurance:

The Corbin Tourism and Convention Commission must receive for review a copy of the Certificate of Insurance within 10 business days of contract award.

General Conditions require all contractors working for the Corbin Tourism and Convention Commission to carry liability and workmen’s compensation insurance and to furnish proof of such coverage. The minimum coverage acceptable is:

a. Statutory Workmen’s Compensation Insurance.

b. Public Liability not less than $1,000,000 single limit per occurrence.

c. Property Damage Liability, including Contractual Liability, with limits of not less than $1,000,000 single limit per occurrence.

d. Automobile Liability Insurance, including all Owner, non-Owner or hired vehicles, with limits of not less than $500,000.00 single limit per occurrence.

The Corbin Tourism and Convention Commission shall be identified and listed as “additional insured”.

Bonding:

Proof of ability to bond the project is required as part of the Technical Proposal. The requirement to bond may be waived if the contractor has a positive past performance rating or can show ability to maintain credit through an established bank or credit service or has the ability to self insure on the project. Proof or past performance, established credit or self insurance must be provided otherwise bonding shall be enforced.

SAM Registered:

Contractors must be registered in SAM and show current SAM registration as part of the Technical Response portion of this Package as well as provide DUN’s number.

Projected Period of Performance:

Project is expected to begin at contract award and bilateral signing of contract agreement and must end no later than four months from the start date. Failure to complete the project can impact the rest of project.

Submissions:

Proposals shall be submitted in two parts as noted here-in.

Part 1-Technical Proposal:

Technical proposals shall include all aspects of the scope of work, credentials, past projects, references and all other information required by this RFP.

Part 2-Pricing Proposal:

Pricing shall be broken down into individual projects showing a lump sum cost for each item. For this project a cost shall be provided for:

  • Locomotive
  • Tender
  • Caboose

Terms and conditions shall be provided in this section by the contractor if they exist.

Proposals shall be submitted separate of each other and not in the same package as noted here-in.

  1. There shall not be damages or additional charges awarded for delays or extensions in time. The Owner shall not consider any additional costs by Bidders for coordination of project schedule or lack thereof.
  1. The Corbin Tourism and Convention Commission reserves the rights to reject any and all Bids, waive any and all informalities not involving price, time or changes in the Work and to negotiate nonconforming, non-responsive, unbalanced or conditional Bids. The Corbin Tourism and Convention Commission reserves the right to reject the Bid or any Bidder if Owner believes that it is not in the best interest of the Project to make an award to that Bidder, whether the Bid is not responsive, the Bidder is unqualified, of doubtful financial ability and/or fails to meet any other pertinent standard of criteria established by the Owner.
  1. Individual contractors shall provide expeditious transport and delivery of their products to the site to avoid delay in completion of the Work and Work of other Contractors. Individual Contractors shall provide onsite personnel and equipment for inspection, acceptance, unloading and handling of materials and equipment upon arrival. The Corbin Tourism and Convention Commission shall not be responsible for, nor accept Individual Contractor material and equipment deliveries.

  1. Individual Contractors shall provide their own clean-up and a proportional amount of the general clean-up. Contractors who are delinquent in their clean-up are subject to back charge.
  1. Individual contractors are responsible for their own first aid, safety training and equipment, break facilities, drinking water and fire extinguishing equipment as may be required to perform their assigned work.

Scope of Work:

LOCOMOTIVE:

*High grade industrial coatings with proven background for longevity. Contractor to submit for approval preferred products in industrial grade coatings with catalyzed industrial paint products to be used in this application*

Safely remove boiler jacketing to preserve the jacket for reuse or patterns for new jacket.

Safely and properly remove asbestos from locomotive per federal guidelines and dispose of in licensed facility producing paperwork ensuing proper disposal.

Add jacketing to the cylinders and top portion of the air pump

Weld shut two roof-top hatched on the cab

Repair top of smokebox and top of boiler where domes were removed and replaced
Patch ashpan and bolt up ashpan door.
Fabricate and install sand pipes and air pump pipes (steam and air).
Fabricate and install missing handrail segments and missing/broken stantions.
Remove rusted cab sides and apply new steel.
Fabricate and install non-functional cab doors and windows.
Remove existing cab ceiling woodwork; install and paint new wooden ceiling
Repair and rewire cab light fixtures, including lights for water glass, steam and air gauges, etc.
Repair electrical boxes and switches as necessary.
Run new wire to headlight through the left hand rail.
Fabricate and install dummy distributing valve and cab brake valves.
Install valve bonnets and handles in the cab.
Museum to provide bell, headlight, number plate, water glass, whistle and gauges and contractor will install.
Cab light bulbs to be 15w 120VAC.
Headlight to be 25W 120VAC.
Re-attach safety chains between loco and tender.
Pull the reverse gear back to center (it's in full-forward now).
Repair/replace visible missing sections of ashpan under the firebox.
Repair and install handrails, grab irons, coupler levers.
Straighten running boards, steps, and footboard brackets.
Install new footboards (oak planks)
Hook up grate shakers.
Install 2 water hoses between engine and tender.
Install 2 air hoses between engine and tender, and air hose and angle cock on front.
Where main, side and eccentric rods were cut and welded back together, remove the welds, make sure allrods are joined straight, re-weld and grind down flush.
Fabricate and install jacket skeleton.
Blast entire locomotive with dry ice/comparable media

Apply epoxy primer to all surfaces, including the rods and motion work and both sides of the new jacketing.
Install new jacket.
Apply number and lettering masks.

Spray lettering and number areas with gold paint.
Paint entire locomotive semi-gloss black, except smokebox, firebox, and rods and motion work
Paint smokebox and firebox flat dark gray.
Paint rods and motionwork flat light silver-gray. Includes air pump pistons and power reverse piston.
Touch up as necessary.
Apply clear coat.
TENDER:
Hook up all brake rigging.
Fabricate and install wood along sides between tank and frame to cover the ends of lateral planks.
Weld shut water lid and all journal box lids.
Fabricate and install a roof inside the coal space about 1" below the edge of the coping. Slope this to drain water to one corner, and install a drain and hose inside to the ground.
Repair and straighten hand rails and coupler levers and steps.
Straighten rear footboard brackets.
Install new oak footboard planks.
Install junk angle cock and air hose.
Blast with dry ice, prime and paint as above, using semi-gloss black.
Apply clear coat.

Fabricate and/or install coal looking substance in the tender to mimic look of coal filled tender (a pile of somewhat angular rocks painted gloss black for example)

CABOOSE:
Hook up brake rods and rigging.
Weld journal box lids closed. (welding).
Remove covers from 2 windows on each side.
Remove covers from end door windows.
Blast entire body with dry ice.
Apply epoxy primer.
Fabricate and install window frames, gaskets and thick plexiglass in all windows.
Straighten all steps, handrails, etc.
Securely weld all 4 steps.
Repair light fixtures inside and out; convert to 120VAC.
Spray lettering and number areas.
Apply masks.
Paint caboose.
Remove masks; touch up as necessary.

Apply clear coat.

References:

Contractor shall provide no less than three (3), and no more than five (5), past project references for similar scope and magnitude projects.

Past Projects/Past Magnitude:

Contractor shall show no less than three (3), but no more than five (5), past projects with basic description of scope of work and basic cost magnitude.

Pre-bid Job Walk:

Contractors are encouraged, however it is not required to attend the job walk through. There will be a scheduled pre-bid job walk that will last about two (2) hours. Following the job walk, any questions will be provided to all or any potential bidders for review.

Prevailing Law:

The Contractor's proposal and any contract entered into are subject to all applicable statutes of the City of Corbin, Whitley County, KY and the United States or of the State and all applicableregulations and orders of the Federal, State, City of Corbin, KY or Whitley County, KYgovernments now in effect orwhich shall be in effect during theperiod of such contract. In the event of any conflict or ambiguity between any part of this RFP, and State or Federal Laws or Regulations, the latter shall prevail. Additionally, all items to be supplied or services to be performed under the bid shall conform to all applicable requirements of local, state and federal law.
