All quotations must be on the approved form contained in the Specification which may be obtained by accessing Council’s web site or contacting Council’s Works Engineer on Phone (02) 69 301 800, fax (02) 69 273 168. An insurance questionnaire will be provided in the specification for completion and submission with the quoted rates.

Quotations may be submitted by facsimile machine provided they are received prior to time of closing.

Lowest or any quotation for any plant item and or service may not necessarily be accepted.

SPECIFICATION FOR PLANT & EQUIPMENT HIRE AND PROVISION OF SERVICES 2017/2018

  1. Hire and Services Basis

Hire and services shall be on a casual basis and there is no guarantee as to the amount of work for the hired plant and equipment.

Hire and services shall be on an hourly basis and shall include all costs in running a machine with a competent operator except where plant or equipment is hired on a dry hire basis. (If hire of plant is intended on a dry hire basis this should be noted on Quotation Form.)

Trucks should include a rate based on a percentage of the Roads and Maritime Services Standard Truck Hire Rates - Quantity x Distance Rates, or based on an Hourly Plus Distance Rate.

If the number of plant and equipment offered for hire is extensive the hire company may submit rates on separate lists so long as reference is made to such list on the Quotation Form.

Additional costs if applicable such as Stamp Duty and Damage Waiver shall be stated on Quotation Form.

Transport costs including float or travelling time shall be stated on Quotation Form.

Payment for hire will not be made for any idle period due to breakdown or for reasons within the Contractor’s control.

Plant and equipment may be stood down from hire by Council at any time due to such reasons as weather, construction program etc.

Plant and equipment should be available to Council within a reasonable notification time frame (normally less than 2 weeks). Failure to comply will result in plant stand down or removal from Councils Plant Hire List.

Overtime rates, penalty rates, allowances etc. for operators shall be allowed for in quoted rates.

  1. Roads and Maritime Services Requirements

All plant supplied for hire for on road use shall be registered and shall be fitted with the necessary lights, indicators, seat belts and whatever is necessary to comply with the New South Wales Roads and Maritime Services requirements for travelling by night and by day.

Copies of current vehicle registration certificates shall be provided for Council records prior to hiring of plant.

Drivers or plant operators must have the relevant licence for the plant item hired. Copies of licences shall be provided for Council records prior to hiring of plant.

  1. Work Cover Authority Requirements

Where applicable all plant and equipment shall be fitted or altered as required to comply with the requirements of the New South Wales WorkCover Authority.

Drivers or plant operators must have the relevant WorkCover Plant Operators Certificate for the plant or equipment item hired. Copies of WorkCover Certificates shall be provided for Council records prior to hiring of plant.

  1. Assessment Criteria

The criteria used for assessing and selection of plant & equipment hire and provision of services shall be:

·  Quoted hire rate.

·  Provision of service rate.

·  Capacity and attachments if applicable.

·  Condition and age.

·  Plant &/or Operator Performance.

·  Proximity and availability.

·  Service and support.

  1. Payment for hire and or service will be made monthly and within two weeks of obtaining an approved invoice.
  1. Insurance Requirements

All plant hire contractors and service providers wishing to work for Council require the following insurance coverage’s:

6.1 Public Liability Insurance

All contractors who undertake work for Council are to be covered by a Public Liability Insurance policy for an indemnity of not less than $20,000,000. This policy should include a “Principals Indemnity Clause” which will cover all principals (users of the Contractor). Third Party Property Damage Insurance is insufficient.

The Contractor shall provide documentary proof of coverage (actual policy and “Certificate of Currency”) with a copy being retained for Council’s records.

6.2 Workers’ Compensation Insurance

Any persons employing staff are required by law to cover these workers with Workers’ Compensation Insurance.

This requirement includes Contractors who employ staff to drive or operate hired trucks, plant, etc.

The Contractor shall provide documentary proof of coverage (actual policy and “Certificate of Currency”) with a copy being retained for Council’s records.

6.3 Personal Accident / Illness Insurance

Contractors who are self employed sole traders or owner / operators are to be covered by Personal Accident / Illness Insurance.

The Contractor shall provide documentary proof of coverage (actual policy and “Certificate of Currency”) with a copy being retained for Council’s records.

6.4 Where plant, trucks or equipment are to be hired on a dry hire only basis it will not be necessary for the above insurances to be held, however, relevant insurance coverage should be held by the hirer to cover damage or theft (e.g. Comprehensive, Third Party Property Damage).

It is Council’s policy not to hire from any person or firm that does not have the above insurance, supplied the above information on the Insurance Questionnaire or provided proof of coverage to Council.
